City of Decatur City Council met June 20.

Here are the minutes provided by the council:

On Monday, June 20, 2023, the City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.

Mayor Julie Moore Wolfe presided, together with her being Council members Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn and Chuck Kuhle. Mayor Moore Wolfe declared a quorum present.

City Manager Scot Wrighton attended the meeting as well.

Mayor Moore Wolfe led the Pledge of Allegiance.

Mayor Moore Wolfe called for Appearance of Citizens and the following citizens provided comments to the Council: Allan Jackson, Bailey Gilbert, Kevin Watkins, Ponch Medina, Drew Johnson, Robert Walker, Ally Rawlins, Rodney Walker and Mark Allen.

Mayor Moore Wolfe called for Approval of the Minutes.

The minutes of the June 5, 2023, City Council meeting were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Kuhle and on call of the roll, Council members Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

With no Unfinished Business, Mayor Moore Wolfe called for New Business.

City Manager Wrighton gave an overview of the proposed amendments to City Code, Chapter 52, Alcoholic Liquor.

Council members held a discussion on the proposed amendments.

The following citizens provided comments to the Council regarding the proposed amendments: Allan Jackson and Mark Allen.

Council members continued their discussion on the proposed amendments and were in favor of extending a moratorium on video gaming for another six months.

City Manager Wrighton presented the Financial Treasurer’s Report.

2023-35 An Ordinance Amending the 2022 Budget Reconciliation Ordinance of the City of Decatur, Illinois, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave an overview of the Ordinance.

Upon call of the roll, Council members Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

2025-36 Ordinance Amending the City of Decatur Budget for the Fiscal Year Ending December 31, 2023, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave an overview of the Ordinance.

Council members expressed their views about the proposed amendments to the budget.

Upon call of the roll, Council members Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, Chuck Kuhle and Mayor Moore Wolfe voted aye. Councilman Horn voted nay. Mayor Moore Wolfe declared the motion carried.

R2023-124 Resolution Accepting the Bid by DASS Enterprises, Doing Business As: Shaner's Towing for Towing Services for the Decatur Police Department, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Police Chief Shane Brandel gave an overview of the Resolution.

Council members discussed bids received from Shaner’s Towing and Prairieland Towing and talked about towing fees, customer service issues and expectations.

Upon call of the roll, Council members Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Councilman Ed Culp voted nay. Councilman Dennis Cooper abstained from the vote. Mayor Moore Wolfe declared the motion carried.

R2023-125 Resolution Supporting Temporary Closure of a Portion of Lost Bridge Road, a Macon County Roadway for 217 Wiffle Ball Classic, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave an overview of the Resolution.

Mr. Rusty Johnson, Treasurer of 217 Wiffle Ball Classic, spoke about the history and mission of the 217 Wiffle Ball Classic and enhanced safety measures to ensure the safety of their patrons.

Upon call of the roll, Council members Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2023-126 Resolution to Appropriate Motor Fuel Tax Funds for the William Street At Grade Crossing Closure with the Decatur & Eastern Illinois Railroad by Municipality Under the Illinois Highway Code, City Project 2022-37, Section No. 22-00237-00-IC, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave an overview of the Resolution.

Upon call of the roll, Council members Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2023-127 Resolution to Appropriate Motor Fuel Tax Funds for Restoration of Streets and Highways by Municipality under the Illinois Highway Code, City Project 2023-08, Asphalt, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave an overview of the Resolution.

Upon call of the roll, Council members Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2023-128 Resolution Accepting the Bid and Authorizing the Execution of a Purchase Order Furnishing Water Treatment Chemical - Hydrofluorosilicic Acid, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave an overview of the Resolution.

Upon call of the roll, Council members Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Ordinance Amending Zoning Ordinance – Section II Definitions to Personal Services and Related Amendments, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.

Council members held a discussion on the proposed Ordinance.

Councilman Kuhle made a motion to table the Ordinance until additional information is received from staff, seconded by Councilman Culp.

Upon call of the roll, Council members Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Councilwoman Gregory moved Items A. through Q. be approved by Omnibus Vote; seconded by Councilman Kuhle, and on call of the roll, Council members Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

With no other New Business, Mayor Moore Wolfe called for Other Business.

Council members commended Mayor Moore Wolfe, Police Chief Brandel and community leaders for announcing a new initiative to help combat gun violence by enhanced curfew enforcement for minors.

With no Other Business, Mayor Moore Wolfe called for Recess to Closed Executive Session at 8:00 p.m. under Open Meetings Act section (2)(c)(11) litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent.

Councilwoman Gregory moved to Recess to Closed Executive Session, seconded by Councilman Kuhle and on call of the roll, Council members Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Council returned to the regular City Council meeting following Closed Executive Session at 8:15 p.m. Councilwoman Gregory moved the regular meeting be adjourned; seconded by Councilman Kuhle. All were in favor by voicing no objections.

Mayor Moore Wolfe declared the regular Council meeting adjourned at 8:15 p.m.
