Moultrie County Board met July 13.

Here are the minutes provided by the board:

The Moultrie County Board met on Thursday, July 13, 2023, in the Board Room, Second Floor, Moultrie County Courthouse. Chair Bill Voyles called the meeting to order at 7:01 p.m.

The opening prayer was given by board member Aaron Wilhelm, followed by the Pledge of Allegiance recited by all in attendance.

Roll Call was taken, with the following Board members present, Bill Voyles, Marsha Kirby, Tyler Graven, Travis Phelps, Scott Buxton, Aaron Wilhelm, Kenny Graven, and Joshua Roe. Absent was John Vander Burgh.

There were approximately 20 people in attendance including eight board members and County Clerk Qualls.

Minutes: Mr. Buxton moved to approve the June 15, 2023, board meeting minutes. The motion was seconded by Mr. Wilhelm. There being no discussion, roll call vote was taken, the motion passed 8 Yes, 0 No.

STANDING COMMITTEES

BUDGET AND FINANCE COMMITTEE (Chair: Vander Burgh)

Meeting held July 10, 2023.

With Committee Chair Vander Burgh absent, Mr. Phelps moved to approve the June 2023 Treasurer’s Report. The motion was seconded by Mr. Roe. There being no discussion, roll call vote was taken, the motion passed 8 Yes, 0 No.

Mr. Phelps then moved to approve all claims as presented. The motion was seconded by Mr. Wilhelm. There being no discussion, roll call vote was taken, the motion passed 8 Yes, 0 No.

Mr. Phelps moved to correct the following Expenditure Line Items: 006-045- 54552 – Office Equipment, increase by $11,960.00 to $21,960.00 and 006-45-54575 – Travel, increase by $524.00 to $6,524.00, due to Scrivener’s error from June 15, 2023, County Board Meeting. The motion was seconded by Mr. Wilhelm. Mr. Phelps explained this is due to a typo on last month’s agenda. With no further discussion, roll call vote was taken, the motion passed 8 Yes, 0 No.

Mr. Phelps explained we received the bill for the Wind and Solar Ordinance from the attorneys who did that. State’s Attorney Weaver is reviewing the bill, there will need to be a decision from which fund that will be paid. The bill was a little more than expected.

BUILDING AND PROPERTY (Chair: T. Graven)

ROAD AND BRIDGE (Chair: Voyles)

Meeting held July 6, 2023.

Mr. Voyles introduced Eric Seibring and gave him the floor. Mr. Seibring shared that all he has ever done is work for counties, starting in his home county Iroquois County in 1996. He has been a county engineer since 2004, nearly 20 years. He is excited to work with Moultrie County and thinks this will work well. Moultrie County is similar to Piatt County, each has eight townships, same style maintenance work. Mr. Seibring stated, “If you ever have any questions, please don’t hesitate to ask me.”

Mr. Voyles explained that Moultrie County will be essentially splitting 50/50 with Piatt County, as a general rule. Mr. Seibring agreed and explained he has a county vehicle provided by Piatt, the counties will split the gas; Piatt provides the vehicle insurance, he will stay on Piatt County’s health insurance for right now, with Moultrie paying one-half of the amount being taken out of motor fuel tax. Mr. Seibring believes with technology, this will work great. Mr. Voyles confirmed with Mr. Seibring, this will all begin August 1, 2023.

Mr. Wilhelm asked Mr. Seibring how he will split his time. Mr. Seibring explained he will be spending most mornings here to get started on the budget; he is done with his budget for Piatt. At the beginning, spending most of his time here to get things started and to meet the road commissioners, since they do so much for us. Afterword, it will be a couple days here, a couple days there.

Mr. Voyles moved to approve the Resolution Appointing a County Engineer Jointly with Piatt County. The motion was seconded by Ms. Kirby. There being no discussion, roll call vote was taken, the motion passed 8 Yes, 0 No.

Resolution 23-07; Book 6, Page 19

Mr. Voyles moved to approve the Agreement for County Engineer’s Salary. The motion was seconded by Mr. Tyler Graven. There being no discussion, roll call vote was taken, the motion passed 8 Yes, 0 No.

Resolution 23-08; Book 6, Page 20 - 21

Mr. Voyles moved to approve the Resolution Appropriating Funds for the Payment of the County Engineer’s Salary. The motion was seconded by Mr. Buxton. There being no discussion, roll call vote was taken, the motion passed 8 Yes, 0 No.

Mr. Voyles moved to approve the Intergovernmental Agreement for Piatt-Moultrie Counties’ Joint County Engineer Services. The motion was seconded by Mr. Buxton. There being no discussion, roll call vote was taken, the motion passed 8 Yes, 0 No.

Mr. Voyles moved to approve the Employment Agreement between the Piatt County Board, Moultrie County Board, and Eric T. Seibring, Joint County Engineer. The motion was seconded by Mr. Kenny Graven. There being no discussion, roll call vote was taken, the motion passed 8 Yes, 0 No.

Mr. Voyles welcomed Mr. Seibring aboard.

PLANNING, ZONING and LAND USE (Chair: Phelps)

Meetings held July 7, 2023

No motions.

Mr. Phelps explained the committee is working on and discussing is increasing building permit fees, just to keep up with the times. It has been 20 years since they were last raised. Surrounding counties have increased their fees, we will need to do the same to keep up.

PUBLIC HEALTH, SAFETY, AND WELFARE (Chair: Phelps)

We are wrapping up the final stages with the Sheriff’s contracts. By next month, we should be able to have that to the full board to have it approved.

LEGISLATIVE COMMITTEE (Chair: Kirby)

PERSONNEL COMMITTEE (Chair: Kirby)

Meeting held July 10, 2023.

No motions.

Ms. Kirby shared, it was requested by John [Vander Burgh] from the budget and finance side that the department heads and appointed officials, they are going to meet with the personnel committee with their salary budget information. We will have a meeting July 24, 2023, at 9:00 a.m. for discussion. The elected officials will present their salary budgets to the budget and finance committee.

EXECUTIVE SESSION 5 ILCS 120/2

No executive session was held.

COMMENTS

BOARD

Mr. Buxton requested information from County Clerk Qualls concerning the age of the voting machines, when do they need to be updated and the cost. As for the electronic voting machines and the cost to run them, are they being used enough to offset that cost.

Mr. Wilhelm offered that the machines will most likely need software updates mostly. Mr. Buxton would like to know the replacement cost of the machines themselves and the cost compared to “just paper”.

Mr. Wilhelm gave an update on the childcare initiative. The committee met on July 11, 2023, so far, there have been no additional funds distributed. There are still ongoing conversations with those wanting to get into childcare or those that are already in childcare.

OFFICE HOLDERS/DEPARTMENT HEADS

State’s Attorney Weaver updated the board concerning the dive team of Shelby County. The Shelby County Dive Team has at least temporarily suspended operations due to some issues concerning like funding, formation, insurance, professional training.

Moultrie County does have an intergovernmental agreement with Shelby County wherein where we were providing mutual aid to Shelby County. Rumors are circulating that Shelby Counties dive team has shut down for the time being and that Moultrie County is taking over operations. That is incorrect.

SA Weaver feels it is a good time for the State’s Attorney’s office, Chairman Voyles, Mr. Tyler Graven, as a dive team committee, Kristi Hart, Sheriff Carroll, and Mr. Phelps as chair of the Public Health, Safety and Welfare committee get together in the next week, posting at least 48 hours in advance for the Open Meetings Act, to discuss some potential concerns that may arise with the Moultrie County dive team so we have all our ducks in a row.

Assistant State’s Attorney Dobson explained that this first came up when a Master Sargent of the Illinois State Police called the State’s Attorney to complain because the Illinois State Police asked the Shelby County Dive Team for assistance with recovering, what they thought was a human body in a deep well, and the dive team person, yes they would for a thousand dollars, that would be the fee. We are talking about volunteer organizations and government connections with the volunteer organizations, and we just can’t have that. That is what ASA Dobson is helping Shelby County with right now. ASA Dobson is not aware of anything to criticize our dive team for all. SA Weaver and ASA Dobson are trying to answer all the questions for us as they are asking of Shelby County.

Mr. Wilhelm mentioned he saw in the newspaper there were concerns around how it was formed initially. Mr. Tyler Graven and Planning and Zoning Director Kristi Hart explained to Mr. Wilhelm they found the meeting minutes and the resolution wherein our dive team was formed. SA Weaver said they do not have those concerns with Moultrie County dive team.

ASA Dobson mentioned there are questions about the Shelby County Dive Team insurance and how that’s covered. No county board information was found concerning the same.
