Village of Warrensburg Village Board met July 17.

Here are the minutes provided by the board:

CALL TO ORDER: Mayor Riley called the meeting to order at the Warrensburg Village Hall on Monday July 17, 2023 at 5:30 p.m., reminding everyone the meeting was being recorded.

THE PLEDGE OF ALLEGIANCE was recited.

ROLL CALL: Present: Mayor Riley, Trustee Fisher, Trustee Freeman, Trustee Hackl, Trustee K. Hood & Trustee P. Hood. Also present were Chief Wheeler, DPW Allen, & VAC Hundley. Trustee Netherton was absent, as was Atty Jankowicz.

MAYOR’S COMMENTS: Mayor Riley let those in attendance know why Atty Jankowicz was absent.

Last week, he had sent a text to the Trustees in regards to a TIF application he had received from The Perfect Pair. However, Wanda Timmons was not able to be here tonight so it will be discussed at the next meeting on August 7.

The Village had received a thank-you note from a resident, thanking the Village employees for the clean-up work they did after the storm.

PUBLIC COMMENTS: There were none.

NEW BUSINESS: Mayor Riley mentioned there was money in the budget for tree removal that were on the Village boulevard. One was on S. Main and that particular resident had asked for that tree to not be removed and the board complied. Lloyd Creekmur has approached the Village regarding a tree that is right on the line. Part of the tree came down during the storm, doing some damage to his residence and he would like to ask the Village to remove the remainder of the tree. He has agreed to share the cost with the Village. Mayor Riley is in the process of obtaining bids for the tree removal and should have those by the next meeting.

ENGINEER: Stephanie Brown stated IDOT has approved the oil & chip bids so Dunn Co. is working on getting us on their schedule prior to the start of school on August 18.

REVIEW/APPROVAL OF MINUTES: A motion was made by Trustee Fisher, seconded by Trustee Freeman to approve the minutes of the July 3, 2023 regular meeting. These should have been received via email last week for review. Motion carried. A motion was made by Trustee Freeman, seconded by Trustee P. Hood to approve the June 20, 2023 closed session minutes. Roll call vote: Yes – Trustees Freeman, K. Hood, Fisher, Hackl & P. Hood. No – none. Motion carried.

VILLAGE ADMINISTRATIVE CLERK: Trustee Freeman moved and Trustee Fisher seconded to approve the Balance Sheet, pay the bills and make the appropriate transfers for July 17, 2023. VAC Hundley mentioned RE tax monies had been received today but she hadn’t received the breakdown of exactly what the funds were designated for. Once that has been received, the breakdown in accounting will be updated. Roll call vote: Yes – Trustees K. Hood, Fisher, Hackl, P. Hood, & Freeman. No – none. Motion carried.

VAC Hundley reported that Dave Mizer was in attendance and he was able to get a reduction in the premium increase for Humana Dental. Instead of a monthly premium of $246.34 a month, it will be $233.98 a month. He did have copies of the new pricing from Humana.

FINANCE: Trustee P. Hood mentioned there were some issues with the Network Server, which Decatur Computers had addressed. The storm over the weekend caused some minor damage and a new backup battery/surge protector needs to be ordered. The cost will be less than $200.00 so it has been ordered from Staples along with a suggested smaller unit for the office itself, which will be around $70.00. Rather than Decatur Computer come back out, she has contacted John Oakley to install both pieces of equipment, since he is familiar with the network system.

BUILDING: Trustee Netherton was absent. VAC Hundley reported she had sent 3 letters to residents. Trustee Hackl mentioned there was some trash from a garage/home on N. Lincoln. He contacted the owner of the property and she admitted it was hers but she had a dumpster coming tomorrow to haul everything away. Since this all happened between 10:30 pm and 1:00 am, Mayor Riley advised those in attendance to let their friends and neighbors know that if they see or hear something like this, to call the police. You never know if it is legit. See something, say something.

Trustee Fisher asked if there was an update on 235 W Warren and some of the stuff from N. Lincoln was now on that homeowners truck.

POLICE: Trustee Fisher didn’t have anything other than what Chief Wheeler wanted to update in regards to the body cameras. He has made contact with 3 different companies but is still waiting on responses from them. None of them have the loan program that Midwest Public Safety was going to be able to supply. Pro-vision is the same company that is used for the in-car cameras. But there are some differences in the costs.

Chief also informed the board that the full-time officer that was just hired has quit, due to family reasons.

SEWER: Trustee Hackl went down to the Sewer Plant to take a look at the fence that we had received proposals for. He felt it could be fixed by Public Works and not have to be hired out. DPW Allen mentioned that the damage to the front fence that was done by Rise Fiber will be paid for by them.

DPW Allen reported the check valve was replaced and now the other one is making a noise. It was suggested to purchase a spare motor to have on hand. It appears that the bearings may be going out on each motor. Trustee Hackl asked what the price was on the motor and a price had not been obtained on the motor itself.

The sewer lagoon pipe is leaking. He explained how the system works and it’s the pipe which pumps everything up to the first lagoon. In order to repair it, the lagoon will have to be shut down. He has already talked with Burdick. This was discovered when the check valve was replaced. DPW Allen was asked to obtain pricing prior to the next meeting.

STREETS: Trustee K. Hood did talk with the corporate offices of Dollar General but he also thought we were still waiting on an agreement with the apartment complex regarding the sidewalk work to Dollar General. He would like to go ahead and get started on the project. He will get with Atty Jankowicz to see where it stands with the agreement(s).

WATER: Trustee Freeman didn’t have anything.

PUBLIC WORKS: DPW Allen didn’t have anything further.

VILLAGE ATTORNEY: Atty Jankowicz was absent but Mayor Riley mentioned he is still waiting to hear from Rise Fiber in regards to the cabinet they are wanting to place near the Village Hall so that an agreement can be drafted for approval. Mayor Riley also mentioned a couple water lines that needed to be repaired, possibly due to the fiber installation.

OTHER AND/OR OLD BUSINESS: It is on the agenda to discuss the utility billing procedures but VAC Hundley would rather wait until the attorney is present since it will involve a change in the code if changes are made. She encouraged everyone to review their documentation prior to the next meeting so this can continue moving forward.

Trustee Hackl moved and Trustee Hood seconded to adjourn. Motion carried.
