City of Clinton City Council met July 31.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Tuesday, August 1, 2023 at 7:00 p.m. Vice President of the Council Thomas Edmunds, presiding. On roll call, Commissioners Buchanan, Wise, and Ballenger were present.

City Attorney, John Hoblit stated that Mayor Cyrulik turned in his resignation letter, which became effective July 28, 2023 and stated that the Commissioner of Accounts and Finances, Thomas Edmunds shall be Vice President of the Council for two years until the April, 2025 Election and the newly elected Mayor will finish the remaining two-year term.

Vice President Edmunds thanked Mayor Cyrulik for his many years of service to the City of Clinton.

PUBLIC PARTICIPATION

None

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan that the minutes of the regular meeting of July 18, 2023 be approved as submitted. On roll call vote, Commissioners Wise, Ballenger, Buchanan, and Vice President of the Council Edmunds voted “Yes.”

The bills and payroll were read.

Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Ballenger, Buchanan, Wise, and Vice President of the Council Edmunds voted “Yes.”

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS Vice President of the Council Edmunds had no report.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported the S. Madison St. and W. Washington St. Projects are about ready to start this month and citizens will have to go a different route while those streets are being worked on.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported the department has been working on the Water Plant. A part broke down in the lime sensoring part and the water is a little discolored. The part will be here August 7th. The bearings went out on the main service pumps at the Water

Plant, and we also had a problem with the contacts and electrical components and Kinder Company (ordered 6 months ago) is working on that. Trimble Plumbing (old Haynes transfer building on County Highway 1) has a well and wants to run a water line to his building and he will do the installation and the City will install the main up to his property line. Commissioner Ballenger asked if a fire hydrant would be put in and Commissioner Wise will check on that. He stated that Lloyd Francis, Water Superintendent and Assistant Public Works Director has turned in his retirement letter effective January 5, 2024. We will be filling his position as soon as possible. Lloyd will help with anything we need when he is available after he retires. He has done a great job. He will be greatly missed. I wish him the best of luck.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger reported the Parks are not looking good right now because staff is being taken away for all the locates they are having to do with all the fiber optic companies in town. They are doing the best they can so give them a chance. He stated that the Fire Department escorted his great niece Jenna Hoffman into town after being in Iowa and winning the gold medal in pole vault at the Jr. Olympics.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds had no report.

UNFINISHED BUSINESS

Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger to approve Resolution 2023-10, Resolution Authorizing Execution of Contract for the Collective Bargaining Agreement between the City of Clinton and the United Association of Plumbers & Pipefitters, Local Union No. 137. On roll call vote, Commissioners Buchanan, Wise, Ballenger, and Vice President of the Council Edmunds voted “Yes.”

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise to adopt Ordinance #1580, An Ordinance Authorizing Real Estate To Go Out To Bid (523 N. Maple St). On roll call vote, Commissioners Wise, Ballenger, Buchanan, and Vice President of the Council Edmunds voted “Yes.”

Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger to approve the Bid and Award the Contract for the 2023 MFT Summer Maintenance to Illiana Construction Company in the amount of $96,675.00. On roll call vote, Commissioners Ballenger, Buchanan, Wise, and Vice President of the Council Edmunds voted “Yes.”

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise to approve a Supplemental Resolution 2023-11, Resolution for Maintenance Under the Illinois Highway Code 2023 MFT Summer Maintenance in the amount of $6,000.00. On roll call vote, Commissioners Buchanan, Wise, Ballenger, and Vice President of the Council Edmunds voted “Yes.”

NEW BUSINESS

On File – Letter of Understanding Between the Police Benevolent Labor Committee and the City of Clinton

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Wise, Ballenger, Buchanan, and Vice President of the Council Edmunds voted “Yes.”
