City of Clinton City Council met Sept. 19.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall, Tuesday, September 19, 2023 at 7:00 p.m. Vice President of the Council Thomas Edmunds, presiding. On roll call, Commissioners Ballenger, Buchanan, and Wise were present.

PUBLIC PARTICIPATION

None

Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan that the minutes of the regular meeting of September 5, 2023 be approved as submitted. On roll call vote, Commissioners Buchanan, Wise, Ballenger, and Vice President of the Council Edmunds voted “Yes.”

The bills and payroll were read.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Wise, Ballenger, Buchanan, and Vice President of the Council Edmunds voted “Yes.”

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Vice President of the Council Edmunds stated this is Apple-n-Pork Festival weekend so every have a good time and enjoy the food and buy a lot.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported they are working on S. Madison St., and they are having a lot of traffic so if you could avoid that street so they can get the work done it would be appreciated. The department is picking up brush this week getting ready for the Apple-n-Pork Festival and Summer Maintenance will start on Monday (weather permitting).

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported the new pump with a new motor was rebuilt and working fine so now the spare motor and pump can be rebuilt and on hand if needed. The department had a water main break and they had to find it out in a cornfield and down in a ditch and Kyle Morris was present at the meeting and Commissioner Wise told him he appreciated all their hard work. They are keeping everything running at the Water Plant and getting the Lime Silo upgraded. He stated the water tower needs cleaned and he will need to get the City Attorney involved because the company is not answering our phone calls. He introduced Mike Short, one of the Water Dept. employees who will be leaving to become a firefighter in Sullivan, and we wish him the best. Commissioner Ballenger stated Mike will stay on the Clinton Fire Dept. for a year before he has to move to Sullivan.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger reported last Friday night I got a call from Ameren and Lloyd Francis about the boring crew that was on S. Center St. as they are not following the rules so they were asked to leave, and another crew will be coming in. He stated we will be going out for bids again on 216 E. Adams St. to be torn down by a court order. He announced there will be an Honor Flight gathering at Tractor Supply at 11:15 tonight if anybody can make it out there. Also, he announced if anyone was interested in the house the City purchased at 204 W. Main St. and moving it somewhere they can have it.

Fire Chief Page stated the first of October they will be in the schools for Fire Prevention week and the Firetruck Parade will be October 11th. They will be busy with Apple-n Pork Festival this weekend.

Commissioner Ballenger asked Chief Lowers about the dogs on the Square without a leash and he stated this is more of a difficult topic as the dog is a service dog and legal steps have been taken and it is in the court system.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds had no report.

UNFINISHED BUSINESS

Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger to approve the Project Services Agreement for the Park Lane West Subdivision with Farnsworth Group in the amount of $112,800.00. On roll call vote, Commissioners Ballenger, Buchanan, Wise, and Vice President of the Council Edmunds voted “Yes.”

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to approve the Purchase of 2023 Fire Prevention Material for the Fire Dept. from Alert All for $3,588.00 and Positive Promotions for $2,796.14 for a total amount of $6,384.14. On roll call vote, Commissioners Buchanan, Wise, Ballenger, and Vice President of the Council Edmunds voted “Yes.”

Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger to adopt Ordinance #1581, An Ordinance Authorizing Sale of Real Property and Authorize the Mayor to sign the Contract for 523 N. Maple St. with Byron Holmes in the amount of $5,500.00. On roll call vote, Commissioners Wise, Ballenger, Buchanan, and Vice President of the Council Edmunds voted “Yes.”

Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger to adopt Ordinance #1582, An Ordinance Pertaining to Motion Picture Ticket Tax for the City of Clinton, County of DeWitt, State of Illinois. On roll call vote, Commissioners Ballenger, Buchanan, Wise, and Vice President of the Council Edmunds voted “Yes.”

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to approve the Redevelopment and Economic Incentive Agreement by and Between the City of Clinton and Eagle Theater Corp. On roll call vote, Commissioners Buchanan, Wise, Ballenger, and Vice President of the Council Edmunds voted “Yes.”

NEW BUSINESS

On File – Purchase of 2 Computers/City Hall – Jano Technologies – not to exceed $3,500.00

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Wise, Ballenger, Buchanan, and Vice President of the Council Edmunds voted “Yes.”
