City of Decatur City Council met Nov. 15.

CITY COUNCIL STUDY SESSION MINUTES
On Wednesday, November 15, 2023, the City Council of the City of Decatur, Illinois, met in Study Session at 5:00 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.
Mayor Julie Moore Wolfe presided, together with her being Council members Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn and Chuck Kuhle. Mayor Moore Wolfe declared a quorum present.
City Manager Scot Wrighton attended the meeting as well.
Mayor Moore Wolfe led the Pledge of Allegiance.
Mayor Moore Wolfe called for a Study Session on the FY 2024 recommended budget continued from the November 13, 2023, budget session.
City Manager Wrighton spoke about several proposed revenue streams including streaming fees, storage unit fees and general business permit fees.
Council members shared their comments concerning the proposed revenue streams.
Ms. Ruby James, Director of Finance, talked about staff’s recommended 7% property tax levy increase.
Council members provided feedback on the property tax levy and the consensus of Council members was not supportive of the proposed 7% increase. Council members requested a 3% or 5% increase to be considered at the November 20, 2023, City Council meeting.
Mr. Lacie Elzy, Director of Transportation, provided an overview of the Transportation budget and highlighted microtransit solutions.
City Manager Wrighton moved on to the Public Works Budget including capital project funds, fleet operations, equipment replacement, water operations, storm sewer operations and sanitary sewer operations.
Deputy City Manager Jon Kindseth spoke about sanitary sewer projects.
Council members provided comments on the budget.
With no other discussion, Mayor Moore Wolfe called for Appearance of Citizens and the following citizens provided comments to the Council: Ayn Owens and Abeer Motan.
With no further business, Mayor Moore Wolfe called for adjournment. Councilwoman Gregory moved the Study Session meeting be adjourned; seconded by Councilman Kuhle and upon call of the roll, Council members Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
Mayor Moore Wolfe declared the City Council Study Session adjourned at 6:59 p.m.
