Village of Warrensburg Village Board met Dec. 4.

Here are the minutes provided by the board:

CALL TO ORDER: Acting Village President Hackl called the meeting to order at the Warrensburg Village Hall on Monday, December 4, 2023 at 5:30 p.m., reminding everyone the meeting was being recorded.

THE PLEDGE OF ALLEGIANCE was recited.

ROLL CALL: Present: Acting Village President Hackl, Trustees Freeman, K. Hood, & P. Hood. Also present were Chief Wheeler, DPW Allen, Atty Jankowicz & VAC Hundley. Trustees Fisher & Netherton were absent.

NEW BUSINESS:

ENGINEER: Milano & Grunloh had submitted Ordinance #795 Authorizing the Village of Warrensburg to Borrow Funds from the IEPA PWSLP. A motion was made by Trustee Freeman, seconded by Trustee K. Hood to approve Ordinance #795 as presented by Milano & Grunloh. Atty Jankowicz had reviewed it and stated it was a standard process and the Village would not be obligated should they not go through with the loan. Roll call vote: Yes – Trustees Hackl, P. Hood, K. Hood & Freeman. No – none. Motion carried.

Stephanie Brown from Chastain & Assoc was in attendance. She stated IDOT had contacted them regarding the quantities and they got that squared away. VAC Hundley mentioned the Village had received a check today for the larger amount of the SRTS engineering costs.

REVIEW/APPROVAL OF MINUTES: A motion was made by Trustee Freeman, seconded by Trustee P. Hood to approve the minutes of the November 20, 2023 regular meeting. Motion carried. A motion was made by Trustee Freeman, seconded by Trustee P. Hood to approve the minutes of the November 28, 2023 special meeting. A motion was made by Trustee Freeman, seconded by Trustee K. Hood to approve the minutes of the November 28, closed session meeting. Roll call vote: Yes – Trustees Freeman, K. Hood, Hackl & P. Hood. No – none. Motion carried.

VILLAGE ADMINISTRATIVE CLERK: Trustee Freeman moved and Trustee P. Hood seconded to approve the Balance Sheet, pay the bills and make the appropriate transfers for December 4, 2023. She asked the trustees to look at the AP report first and mentioned there weren’t too many invoices at this time, so next meeting might have several. She mentioned the invoice for envelopes as she had ordered 4 boxes since the postage is going to increase after the first of the year. VAC Hundley explained the transfers indicated between the General Fund & the IL Fund account. Since the funds were borrowed from the IL Funds to pay the SRTS costs, she wanted to show it being transferred back into that account but the General Fund needed funds to be transferred to cover expenses. Roll call vote: Yes – Trustees K. Hood, Hackl, P. Hood & Freeman. No – none. Motion carried.

VAC Hundley mentioned that Danny Hadley had worked a few hours the last 2 weeks and was paid as contractual worker. But she noticed he was on the weekend schedule for 2024 and asked if he should be put back on payroll. Acting Village President Hackl mentioned that he would be part-time and only work as needed. Trustee K. Hood asked why he was working weekends and the response from Hackl was that he was not and DPW Allen stated he hasn’t worked any for quite some time. Trustee K. Hood asked why he was being put on the weekend rotation for 2024 and DPW Allen stated he and Kenny Crosier didn’t care to work all the weekends. Acting Village President Hackl mentioned you can get burnt out on that and there used to be 3 employees who rotated. Trustee K. Hood asked if we needed to hire a third person and AVP Hackl said we probably would at some point. Trustee Freeman asked what the plan was for Danny working weekends and DPW Allen responded they were going to rotate him in every third weekend. VAC Hundley stated that was why she was asking about payroll since it appeared he was going to be working on a regular basis. AVP Hackl stated it may not be all the time if things are going well to which VAC Hundley responded she had been given a schedule for 2024 and Danny is on a regular rotation with Terry & Kenny. AVP Hackl asked DPW Allen if that was what he was going to do and if he really needed to be put on the payroll. Atty Jankowicz stated he technically should since he’s going to be working on a regular basis as opposed to an “as needed” basis. AVP Hackl stated we should probably hold off and put it on the next agenda.

FINANCE: Trustee P. Hood didn’t have anything.

BUILDING: Trustee Netherton was absent.

POLICE: Trustee Fisher was absent.

Chief Wheeler presented his monthly report. He mentioned the gathering for the Christmas Lighting Contest would be December 20 at the Illini Park. Everyone is invited.

SEWER: Trustee Hackl reported he had been talking with DPW Allen in regards to getting the valve fixed at the plant. He has found 2 other companies to get quotes from. DPW Allen also mentioned the bearings. He had one quote from August but wasn’t sure if the price was still valid and couldn’t locate the other quote(s).

STREETS: Trustee K. Hood would like to have it on the next meeting agenda about getting the speed reduced in the Village. AVP Hackl stated it becomes a problem with all the signs that have to be posted. Trustee K. Hood that when people are having to walk along the edge of the road it becomes an issue. AVP Hackl asked Chief Wheeler to explain some of the issues. Chief mentioned a study needs to be done prior to doing anything. Trustee Freeman asked if any type of speed bumps had been considered. DPW Allen mentioned that would not be advisable due to having to plow snow. Stephanie Brown suggested what some Urban areas have done with street design which would visually cause vehicles to slow down.

WATER: Trustee Freeman didn’t have anything.

PUBLIC WORKS: DPW Allen didn’t have anything.

VILLAGE ATTORNEY: Atty Jankowicz presented Ordinance #796 Annual Tax Levy. Trustee Freeman moved and Trustee P. Hood seconded to approve Ordinance #796. Atty Jankowicz explained there wasn’t a need for a special hearing since the levy didn’t exceed 105% increase. Roll call vote: Yes – Trustees Hackl. P. Hood, Freeman & K. Hood. No – none. Motion carried.

Trustee Freeman asked Atty Jankowicz to explain the process of getting a trustee to fill Trustee Hackl’s position. He explained something could be posted on the website and/or social media that the Village is looking to fill a vacant trustee position. If anyone is interested, they would submit a Letter of Interest to the Village. Trustee Freeman asked when Trustee Hackl would resign and it would be after the board has reviewed any possible persons. Once a decision is made, Trustee Hackl would resign as Trustee and the new person would be appointed & sworn in that meeting. Trustee Hackl mentioned he would then become Village President instead of temporary. Atty Jankowicz stated that would not be the case because he was not elected in a municipal election.

OTHER AND/OR OLD BUSINESS: VAC Hundley mentioned the board should make sure everything is removed from their area at the table as the table will be used this weekend for the Christmas Lighting fellowship time. If anything is left, she will be throwing it away.

Trustee K. Hood asked if it was going to be announced who had been agreed upon for the Village Administrative Clerk position. Acting Village President Hackl stated he would like to hold off until the background check came back, which she was supposed to have gone in for today. Hopefully we will know something before the next meeting.

Trustee K. Hood moved and Trustee Freeman seconded to adjourn. Motion carried.

The meeting adjourned at 6:05 p.m.

The next regular meeting will be on Monday, December 18, 2023.
