City of Clinton City Council met Jan. 2.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Tuesday, January 2, 2024 at 7:00 p.m. Acting Mayor Thomas Edmunds, presiding. On roll call, Commissioners Wise, Ballenger, and Buchanan were present.

PUBLIC PARTICIPATION

None

Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan that the minutes of the Public Hearing and the minutes of the regular meeting of December 19, 2023 be approved as submitted. On roll call vote, Commissioners Ballenger, Buchanan, Wise, and Acting Mayor Edmunds voted “Yes.”

The bills and payroll were read.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Buchanan, Wise, Ballenger, and Acting Mayor Edmunds voted “Yes.”

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Acting Mayor Edmunds had no report.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan had no report.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported the City employees are taking down the Christmas decorations and it all looked great on the Square this year. Nate Ennis and Melissa Morris did a good job on the first Tree Lighting ceremony and all the trees are down and cleaned up. He also stated the bids are out for the Water Plant improvements.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger reported the top layer of the Brownstone is being taken down carefully by hand because it is so close to the neighboring house, so it is a slow process, but he is doing a good job. He stated this has been the busiest year with over 1200 calls, which is a record.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds had no report.

UNFINISHED BUSINESS

Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan to approve the Short-Term Rental Permit Application. On roll call vote, Commissioners Wise, Ballenger, Buchanan, and Acting Mayor Edmunds voted “Yes.”

Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger to approve the Contract for Printing and Mailing Water Bills for the Water Department with Infosend, Inc. On roll call vote, Commissioners Ballenger, Buchanan, Wise, and Acting Mayor Edmunds voted “Yes.”

NEW BUSINESS

The Mayor placed On File – Tower/Land Lease Agreement Extension with MR System Wireless, LLC

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Buchanan, Wise, Ballenger, and Acting Mayor Edmunds voted “Yes.”
