Village of Lovington Board of Trustees met Jan. 8.

Here are the minutes provided by the board:

Call to order: President Dennis Garmon called the meeting to order at 6:00 p.m.

Pledge of Allegiance: Garmon led the pledge of Allegiance.

Roll Call found the following trustees to be present: Keith Stanberry, Mike Young, Brittany Bates, Andrea Wardrip and Todd Hale. Also, present was President Dennis Garmon and Deputy Clerk Donyell Morgan. Clerk Alma Fair was absent. April Daily arrived at 6:20 PM

Guests: Steve Miller, Jeremy Doggett & Chris Gillis

Steve Miller was there to request not to have to have garbage pickup – but since he didn’t have a business in Lovington his request was denied.

Jeremy Doggett & Chris Cillis were there at the request of the mayor to answer questions that the board might have for them.

Minutes and action of Village Clerk

1. Discussion and action on the December 2023 invoices

A Motion was made by Bates and seconded by Hale to accept the December 2023 invoices as presented.

YEA: Bates, Daily, Stanberry, Hale, Young, Wardrip

No: None

MOTION CARRIED

2. Discussion and action on December 11, 2023, Regular Meeting minutes A Motion was made by Young and seconded by Stanberry to approve the December 11, 2023, Regular Meeting minutes as presented.

YEA: Wardrip, Daily, Stanberry, Hale, Young, Bates

No: None

MOTION CARRIED

3. Approval of November 13, 2023, Closed Session Minutes

A Motion was made by Wardrip and seconded by Young to approve the November 13, 2023, closed session minutes as presented.

YEA: Bates, Wardrip, Daily, Stanberry, Hale, Young

No: None

MOTION CARRIED

4. A reminder to the trustees to have the employee evaluations done before the February meeting to determine raises.

5. Ask that any changes to the Appropriation/Budget for 2024-2025 should be given to Clerk Fair before the February meeting.

Treasurer’s Report

1. Discussion and action December 2023 treasurer’s report

A Motion was made by Young and seconded by Hale to accept December 2023 treasurer’s report.

YEA: Stanberry, Hale, Bates, Wardrip, Daily, Young

No: None

MOTION CARRIED

Old Business:

1. Review of Ordinance Book Changes after Clerk discussed with Frank H from the Codification Company.

2. Discussion and Action on Gas and Electric Ordinances as presented last month. Table again to next month on both 1. & 2.

3. Discussion and Action on Lead Remediation project status Discussion and action on Well Cleanup project status

5 ILCS 120/2 Sec.2 (c) (1) The appointment, employment, compensation, discipline, performance, or dismissal of Specific employees

A Motion was made by Hale and seconded by Young to go into closed session at 7:20 PM for the purpose of the appointment, employment, compensation, discipline, performance, or dismissal of Specific employees.

YEA: Bates, Stanberry, Daily, Wardrip, Young, Hale

No: None

MOTION CARRIED

Return to Open Session

A Motion was made by Hale and seconded by Young to return to open session at 7:25 pm. All voted yea.

MOTION CARRIED

And possibly

5 ILCS 120/2 Sec.2 (c) (2) Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees. Not necessarily at this time.

Department Reports

Water & Sewer Report – Todd Hale

1. Report and action if needed

Nothing to report.

Park and Special Projects – Brittany Bates

1. Report and action if needed

Gazebo should be ready in 3 weeks. The ground where it is to be located should be prepared before then. The area wide garage sale was set for May 24 & 25. Will be getting quotes for the Junefest kids play equipment.

Police – Keith Stanberry

1. Report and action if needed

Update on placing County antenna on the water tower. Possible more part-time police officers to be hired. ATV’s on streets have been an issue. Swisher issued 2 ordinance violations.

Streets and Alleys – Mike Young

1. Report and action if needed

Is looking into financing through Vemeer or go elsewhere for a cheaper rate on the Hydrovac.

Buildings and Grounds – April Daily

1. Report and action if needed

Chad Watkins will be giving us another quote for closing in the office area. The water drain on the corner of State & Logan needs to be repaired. Update on the hitch rack for the Amish. We need to pour some concrete as soon as it is warmer to do it.

Insurance – Andrea Wardrip

1. Report and action if needed

Nothing to report.

Presidents Report – Dennis Garmon

1. Report and action if needed

Do we need an official Facebook page for the Village. For announcements and no one can comment on it. Reported on USDA loan – regarding to pay the loan off. To report or decide on it next month.
