In terms of population decline, Illinois faced its 10th consecutive year of decrease in 2023. Caulkins emphasized the severity of the situation by stating, "EVERY METROPOLITAN AREA IN THE STATE LOST RESIDENTS!" Citing the Illinois Policy Institute, the representative questioned, "Why Are We Such Slow Learners?" and highlighted the need for change to reverse the trend.
Addressing the issue of unfunded mandates, Caulkins raised concerns about proposed requirements by Illinois Democrats to establish a "clean transportation standard." Reflecting on the financial burden faced by Illinoisans due to previous tax increases, Caulkins warned, "Illinoisans simply can’t afford yet another tax burden."
