City of Clinton City Council met March 4.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Tuesday, March 5, 2024 at 7:00 p.m. Acting Mayor Thomas Edmunds, presiding. On roll call, Commissioners Buchanan, Wise and were present. Commissioner Ballenger was absent.

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise to appoint Kamren Wilford, City Clerk for a period of two months. On roll call vote, Commissioners Buchanan, Wise and Acting Mayor Edmunds voted “Yes.” City Attorney, John Hoblit swore the City Clerk in.

PUBLIC PARTICIPATION

None

Written motion was made by Commissioner Wise and seconded Buchanan by Commissioner that the minutes of the regular meeting of February 20, 2024 be approved as submitted. On roll call vote, Commissioners Buchanan, Wise, and Acting Mayor Edmunds voted “Yes.”

The bills and payroll were read.

Written motion was made by Commissioner Wise and seconded Buchanan by Commissioner that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Wise, Buchanan, and Acting Mayor Edmunds voted “Yes.”

PETITIONS

Proclamation naming the Arboretum to honor Carol Thompson McFeeters, was read by Commissioner Wise.

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Acting Mayor Edmunds had no report.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported they are continuing tree removal. He also wanted to remind people this month starts back up with brush pick up the third Monday of the month, there is a size limit and leaves must be put in bags to be picked up.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported he wanted to thank the fireman for letting us use their facility for Cheryl’s retirement party. He appreciated all of the work done, Cheryl deserved it. He appreciates all that is done.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger was absent and left no report.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds reported his thankfulness for the use of the fire facility for the luncheon and the hard work put in. Hopefully the elevator will be fixed and we will be back upstairs for the next meeting.

UNFINISHED BUSINESS

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise to approve the Construction Bid for Park Lane West Subdivision from Feutz Contractors, Inc. in the amount of $1,317,166.00. On roll call vote, Commissioners Buchanan, Wise and Acting Mayor Edmunds voted “Yes.” NEW BUSINESS

On File – Emergency Management Agency (EMA) Agreement - $15,000.00

On File – KNOX box system – Service Plan/Fire Department - $5,417.31

On File – SCBA equipment/Fire Department- $7,995.00

On File – Turnout gear/Fire Department - $11,232.00

On File – Doors for Water Treatment Plant -Water’s Construction $10,150.00 & K&K Construction $11,303

On File – Garbage Bids (1 year contract) – GFL $2,965.00

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Buchanan and seconded by Commissioner Wise to adjourn the meeting. On roll call vote, Commissioners Wise, Buchanan, and Acting Mayor Edmunds voted “Yes.”
