City of Decatur City Council met May 6.

On Monday, May 6, 2024, the City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.
Mayor Julie Moore Wolfe presided, together with her being Council members Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle and Ed Culp. Mayor Moore Wolfe declared a quorum present.
City Manager Tim Gleason attended the meeting as well.
Mayor Moore Wolfe led the Pledge of Allegiance.
Ms. Teri Smith read a proclamation proclaiming May 2024, Motorcycle Awareness Month.
Ms. Nicki Fenderson read a proclamation proclaiming May 6, 2024 - May 10, 2024, Decatur Charter School Week.
Mayor Moore Wolfe called for Appearance of Citizens.
The following citizens provided comments to the Council: Tom Sheets, Vicki Sheets, Ayn Owens, Anthony Chapple and Abeer Motan.
Council members responded to citizens’ comments.
The minutes of the April 15, 2024, City Council Meeting were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Kuhle and on call of the roll, Council members Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2024-220 Resolution Accepting the State of Illinois Joint Purchase Contract Holder Bid Price of Sutton Ford Inc. for the Purchase of Four (4) 2024 Ford Explorer Police Patrol Vehicles, Five (5) 2024 Ford Explorer Police Admin Vehicles and One (1) 2024 Ford F-150 Police Command Responder Vehicle, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
Police Chief Shane Brandel gave an overview of the Resolution.

R2024-221 Resolution Accepting the Bid Price of CDS Office Technologies for the Purchase of Computer Equipment for Four (4) 2024 Ford Explorer Police Patrol Vehicles and One (1) 2024 Ford F-150 Police Command Responder Vehicle, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

R2024-222 Resolution Authorizing an Agreement to Transfer Property to The Staley Museum, an Illinois not-for-profit corporation, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

R2024-223 Resolution Authorizing an Intergovernmental Agreement between the City of Decatur and Decatur Park District Real Estate Transfer of Portions of Garfield Park, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

R2024-224 Resolution Authorizing an Amendment to the Central Illinois Land Bank Authority Agreement, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Mr. Mike Davis, Executive Director of the Central Illinois Land Bank Authority, provided background information regarding the Central Illinois Land Bank Authority and answered questions from Council members regarding partnerships and rehab projects.
Upon call of the roll, Council members Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
2024-59 Ordinance Approving the 2024 Amendment to the City of Decatur Olde Towne TIF Redevelopment Project Area, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.
Councilman Cooper stated that he was going to recuse himself from the discussion and vote for the following five items relating to the TIF due to a conflict of interest.

2024-60 Ordinance Approving the Tax Increment Redevelopment Plan and Project for the Central TIF Redevelopment Project Area, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.

2024-61 Ordinance Designating the Central TIF Redevelopment Project Area, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.
Deputy City Manager Jon Kindseth answered questions from Council members regarding revenue sharing associated with the Central TIF.

2024-62 Ordinance Adopting Tax Increment Financing (TIF) for the Central TIF Redevelopment Project Area, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.

2024-63 Ordinance Authorizing a TIF Redevelopment Agreement Between the City of Decatur and Merchant Street South, LLC, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.
Deputy City Manager Kindseth spoke about the redevelopment agreement and answered questions from Council members regarding TIF dollars for improvements.

Councilwoman Gregory moved Items A. through V. be approved by Omnibus Vote; seconded by Councilman Kuhle, and on call of the roll, Council members Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
Mayor Moore Wolfe called for Other Business.
Mayor Moore Wolfe and Council members welcomed the new City Manager, Tim Gleason. Councilman Culp acknowledged Mark Scranton, owner of Stripmasters for volunteering his time and services for work performed in Central Park on the benches and fountain. Councilwoman Gregory reminded Council members that TIF balances and expiration dates can be found in the budget book. Councilman McDaniel spoke about his efforts to require helmets for children on motorcycles. Council members Chuck Kuhle and Dennis Cooper thanked Scot Wrighton for his time served as City Manager.
There being no further business, Mayor Moore Wolfe called for adjournment. Councilwoman Gregory moved the Regular Council meeting be adjourned, seconded by Councilman Kuhle and on call of the roll, Council members Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
