City of Decatur City Council met July 1.

Here are the minutes provided by the council:

On Monday, July 1, 2024, the City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.

Mayor Julie Moore Wolfe presided, together with her being Council members Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper and Pat McDaniel. Mayor Moore Wolfe declared a quorum present.

City Manager Tim Gleason attended the meeting as well.

Mayor Moore Wolfe led the Pledge of Allegiance.

Mr. Ron Wilson read a proclamation announcing the 150th anniversary of the John C. Ellis Lodge #17.

Mayor Moore Wolfe called for Appearance of Citizens.

The following citizens provided comments to the Council: Eric Shangraw, Shemuel Sanders, Tisha Cooper-Smith, James McFarland, Natalie Beck, Rocki Wilkerson, Tamika Thomas, Blaine Smith, Matthew Holt, Jeanelle Keck, Angel Lawrence, Shekila Smith, Heather Seitz, Darsonya Switzer, Shamia McClennon, Cherri Johnson, Ayn Owens and Lawren Weatherford.

Council members responded to citizens’ comments.

The minutes of the June 17, 2024, City Council Meeting were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Kuhle and on call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper, Pat McDaniel and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2024-256 Resolution Approving Bid with Henson Robinson for HVAC at 1170 Orchard Street, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

City Manager Gleason provided an overview of the following five Resolutions as they all related to the same project.

Council members held a discussion regarding renovations to the former Wee Folks facility for the proposed 24-hour day-care center and thanked community members for attending the Council meeting to voice their support for the facility.

Ms. Cherri Johnson, owner of Love Learning and Laughter Daycare, thanked community members for their support.

Ms. Snyiah Clark spoke in support of her former daycare teacher, Cherri Johnson. Council members continued their discussion on the proposed day care facility.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper, Pat McDaniel and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2024-257 Resolution Approving Bid with Superior Fire Protection Systems for Sprinkler Installation at 1170 Orchard Street, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper, Pat McDaniel and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2024-258 Resolution Approving Bid with Carpet Weaver's for Flooring Removed with Asbestos at 1170 Orchard Street, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper, Pat McDaniel and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2024-259 Resolution Approving Bid with Parkland Environmental for Asbestos Removal at 1170 Orchard Street, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper, Pat McDaniel and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2024-260 Resolution Approving Bid with Jones and Sullivan Enterprises, Inc. for Painting Tile, Handrails, Doors and Window Frames for Asbestos Abatement at 1170 Orchard Street, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper, Pat McDaniel and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

City Manager Gleason announced that he will provide updates to the City Council at the first Council meeting of each month. Daniel Conner is a new Service Worker in Public Works, Avery Delosh is a lateral transfer at the Decatur Police Department and Robert Weil was promoted to Water Production Manager in Public Works. There will be a public conversation on video gaming in the next couple of months, and there are four fewer establishments in Decatur that have video gaming.

Mayor Moore Wolfe called for Consent Agenda Calendar Items A. through O. and asked if any Council member wished to remove an item from the Consent Agenda Calendar. No Council member wished to remove an item from the Consent Agenda Calendar. The Clerk read items A. through O.:

Councilwoman Gregory moved Items A. through O. be approved by Omnibus Vote; seconded by Councilman Kuhle, and on call of the roll, Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper, Pat McDaniel and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

With no other New Business, Mayor Moore Wolfe called for Other Business.

Councilman McDaniel thanked the Decatur Police Department for traffic enforcement efforts. Councilman Horn reminded the public that it is illegal in Decatur to set off fireworks without a permit and provided the non-emergency number to the Decatur Police Department. Mayor Moore Wolfe reminded the public that a permit is required for fireworks.

There being no further business, Mayor Moore Wolfe called for adjournment. Councilwoman Gregory moved the Regular Council meeting be adjourned, seconded by Councilman Kuhle and on call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper, Pat McDaniel and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe declared the regular Council meeting adjourned at 6:47 p.m.
