City of Decatur City Council met July 15.

Here are the minutes provided by the council:

On Monday, July 15, 2024, the City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.

Mayor Julie Moore Wolfe presided, together with her being Council members Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp and Dennis Cooper. Mayor Moore Wolfe declared a quorum present.

City Manager Tim Gleason attended the meeting as well.

Mayor Moore Wolfe led the Pledge of Allegiance.

Mayor Moore Wolfe recognized the following student ambassadors traveling to Tokorozawa, Japan this summer: Jacob White, Sean Hackl, Salvatore Sassano, Andrew Frankovich and Elyse Harding. Mayor Moore Wolfe presented the students with Stephen Decatur medallions and Maki Ostrander with Decatur Sister Cities provided the students with certificates.

Mayor Moore Wolfe called for Appearance of Citizens.

The following citizens provided comments to the Council: Jon Grubb and Jim Taylor. Council members responded to citizens’ comments.

The minutes of the July 1, 2024, City Council Meeting were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Kuhle and on call of the roll, Council members Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

City Manager Gleason presented the Treasurer’s Financial Report.

Ms. Ruby James, Director of Finance, gave an update on the budget.

R2024-268 Resolution Authorizing the Purchase of Cellebrite Premium for the Decatur Police Department, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Lieutenant Scott Rosenbery with the Decatur Police Department gave an overview of the Resolution and answered questions from Council members regarding data extraction.

Upon call of the roll, Council members Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

City Manager Gleason noted that there will be a City Manager Update on every City Council agenda moving forward.

Mayor Moore Wolfe called for Consent Agenda Calendar Items A. through F. and asked if any Council member wished to remove an item from the Consent Agenda Calendar. No Council member wished to remove an item from the Consent Agenda Calendar. The Clerk read items A. through F.:

R2024-105 Item B. Ordinance Annexing Territory 3040 Turpin Road

R2024-269 Item C. Resolution Authorizing a Consolidated Rail Infrastructure and Safety Improvement Grant Agreement for Construction Engineering Services for the Improvement of Brush College Road over Faries Parkway and the Norfolk Southern Railroad Tracks

R2024-270 Item D. 2024-98 Resolution Authorizing a Grant Agreement with the Federal Railroad Administration for a 16 million railroad crossing elimination (RCE) Grant for the construction of the Brush College/Faries Parkway Grade Separation Project

R2024-271 Item E. 2024-99 Resolution Authorizing the City Manager to Sign Loan Documents for the Public Water Supply Loan Program for the South Water Treatment Plant Electrical Improvements, Project Number 2022-18

R2024-272 Item F. 2024-100 Resolution Regarding Action Regarding Unsafe Structures

Councilwoman Gregory moved Items A. through F. be approved by Omnibus Vote; seconded by Councilman Kuhle, and on call of the roll, Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

With no other New Business, Mayor Moore Wolfe called for Other Business.

Mayor Moore Wolfe announced the engagement of Councilman Pat McDaniel and Director of Finance, Ruby James.

Councilman David Horn spoke about water shut offs during excessive heat warnings, revisiting the animal cruelty ordinance, asbestos remediation and demo costs for the YWCA, and surrounding municipalities considering marijuana dispensaries.

Council members held a discussion regarding marijuana dispensaries.

There being no further business, Mayor Moore Wolfe called for adjournment. Councilwoman Gregory moved the Regular Council meeting be adjourned, seconded by Councilman Kuhle and on call of the roll, Council members Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe declared the regular Council meeting adjourned at 6:01 p.m.
