City of Clinton City Council met Sept. 3.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall, Tuesday, September 3, 2024 at 7:00 p.m. On roll call, Commissioners Wise, Ballenger and Buchanan were present. Acting Mayor Edmunds was absent.

PUBLIC PARTICIPATION

None

Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger that the minutes of the regular meeting of August 20, 2024 be approved as submitted. On roll call vote, Commissioners Ballenger, Buchanan and Wise voted “Yes.”

The bills and payroll were read.

Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Buchanan, Wise and Ballenger voted “Yes.”

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Acting Mayor Edmunds was absent and left no report

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported the sidewalk project is moving along well and should be done by Apple & Pork. The new subdivision is going along well, the street and sidewalk are almost complete. Liberty Lane and Leander St resurfacing will start Thursday, if everything goes right they should be done Friday and reminded people to avoid the area as much as possible.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported that he took staff down to look at the water plant, once the plant upgrades are complete he will get with Kyle about possibly giving tours.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY Commissioner Ballenger had no report.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds was absent and left no report

UNFINISHED BUSINESS

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to approve the following applications for exemption to the Peddlers, Itinerant Merchants, and Solicitors Ordinance for the Apple-n-Pork Festival: Clinton Area Farmers & Artisans Market, Clinton Presbyterian Church, Country Junction, DeWitt County Museum, and Vespasian Warner Public Library District. On roll call vote, Commissioners Wise, Ballenger voted “Yes.”

Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger to approve the engineering services agreement for Liberty Lane CEC job 2811 with Cummins Engineering in the amount of $12,649.80. On roll call vote Commissioners Ballenger, Buchanan and Wise voted “Yes.”

Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger to approve the engineering services agreement for Liberty Lane CEC job 2811.1 with Cummins Engineering in the amount of $14,998.80. On roll call vote, Commissioners Buchanan, Wise and Ballenger voted “Yes.”

Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger to approve warning light installation for 2020 Ford Explorer for the Sewer Department from Rahn Equipment in the amount of $2,500.00. On roll call vote, Commissioners Wise, Ballenger and Buchanan voted “Yes.”

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to approve the single even raffle license for The Vault Community Center. On roll call vote Commissioners Wise, Ballenger and Buchanan voted “Yes.”

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to approve Kiwanis Park Playground with Cunningham Recreation in the amount of $220,147.80. On roll call vote, Commissioners Ballenger, Buchanan and Wise voted “Yes.”

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to approve the 215 E Julia debris relocation and asbestos removal with Triple A Asbestos in the amount of $3,525.00. On roll call vote, Commissioner’s Buchanan, Wise and Ballenger voted “Yes”.

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Buchanan, Wise, Ballenger voted “Yes.”
