City of Decatur City Council met Sept. 16.
Here are the minutes provided by the council:
On Monday, September 16, 2024, the City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.
Mayor Julie Moore Wolfe presided, together with her being Council members David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory and Mayor Moore Wolfe. Mayor Moore Wolfe declared a quorum present.
City Manager Tim Gleason attended the meeting as well.
Mayor Moore Wolfe led the Pledge of Allegiance.
City Manager Gleason read a proclamation proclaiming September 18, 2024, “Pit Hopkins Syndrome Awareness Day” in Decatur.
Mayor Moore Wolfe called for Appearance of Citizens.
The following citizens provided comments to the Council: Verlyn Rosenberger, Bret Robertson, Ayn Owens, Linda Little and Cary Peters.
Council members responded to citizens’ comments.
The minutes of the September 3, 2024, City Council Meeting were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Kuhle and on call of the roll, Council members David Horn, Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory and Mayor Moore Wolfe voted aye. Councilman Kuhle voted present. Mayor Moore Wolfe declared the motion carried.
Mayor Moore Wolfe called for New Business.
City Manager Gleason presented the Treasurers’ Financial Report.
Ms. Ruby James, Director of Finance, provided a brief update on the budget.
R2024-298 Resolution Authorizing Property and Liability Insurance Coverage for the City of Decatur, Illinois for the Policy Period October 1, 2024 to October 1, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
Ms. Ruby James, Director of Finance, gave a brief overview of agenda items one through nine as they all related to insurance coverage.
Mr. Ted Miller with Gallagher Insurance answered questions from Council members regarding deductibles.
Upon call of the roll, Council members David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2024-299 Resolution Authorizing Auto Inland Marine Lot Insurance Coverage for the City of Decatur, Illinois for the Policy Period October 1, 2024 to October 1, 2025, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
Upon call of the roll, Council members David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2024-300 Resolution Authorizing Excess Liability Insurance Coverage for the City of Decatur, Illinois for the Policy Period October 1, 2024 to October 1, 2025, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
Upon call of the roll, Council members David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2024-301 Resolution Authorizing Property Insurance Coverage for the City of Decatur, Illinois for the Policy Period October 1, 2024 to October 1, 2025, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

R2024-303 Resolution Authorizing Equipment Insurance Coverage for the City of Decatur, Illinois for the Policy Period October 1, 2024 to October 1, 2025, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

R2024-304 Resolution Authorizing Cyber Liability Insurance Coverage for the City of Decatur, Illinois for the Policy Period October 1, 2024 to October 1, 2025, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

R2024-305 Resolution Authorizing Crisis Protection Insurance Coverage for the City of Decatur, Illinois for the Policy Period October 1, 2024 to October 1, 2025, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
Upon call of the roll, Council members David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2024-306 Resolution Authorizing Amendment Number 4 to the Management and Professional Services Agreement between the City of Decatur, Illinois and Everside Health, LLC, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
Ms. Ruby James, Director of Finance, gave an overview of the healthcare clinic and answered questions from Council members about partnering with other agencies to use the clinic.
Upon call of the roll, Council members David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2024-307 Resolution Authorizing the Adoption of the Macon County Multi-Hazard Mitigation Plan, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
City Manager Gleason gave a brief overview of the Resolution and answered questions from Council members regarding the mitigation plan.
Mr. Bret Robertson provided comments to the Council about carbon sequestration. Council members responded to Mr. Robertson’s comments.
Upon call of the roll, Council members David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
City Manager Gleason presented the City Manager Update and told Council members that amendments to the city code affecting video gaming will be on the October 7, 2024, City Council agenda for Council consideration.

With no other New Business, Mayor Moore Wolfe called for Other Business.
Council members thanked the Decatur Police Department for their work with a recent school threat and discussed ADM’s carbon sequestration CO2 leak.
There being no Other Business, Mayor Moore Wolfe called for adjournment. Councilwoman Gregory moved the Regular Council meeting be adjourned, seconded by Councilman Culp and on call of the roll, Council members David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
