City of Clinton City Council met Sept. 17.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall, Tuesday, September 17, 2024 at 7:00 p.m. Acting Mayor Thomas Edmunds, presiding. On roll call, Commissioners Wise, Ballenger, and Buchanan were present.

PUBLIC PARTICIPATION

Seth Redington came before council regarding Jemima Lane. Redington said he drove down Madison Street, there are turn backs at every intersection. He called and asked why do they skip the alley, why would the street not go continuous. Redington asked if at Sherman Street why it wasn’t continuous to the dead end. Commissioner Buchanan said there was never a street there and when it was dug up there was never proof of anything there and said it was an alley in there and it would not be oil and chipped. Commissioner Buchanan said it was never a street to begin with. Attorney Hoblit weighed in on the matter regarding the vacation and the city’s obligation. Acting Mayor Edmunds thanked Redington.

Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger that the minutes of the regular meeting of September 3, 2024 be approved as submitted. On roll call vote, Commissioners Ballenger, Buchanan, Wise, and Acting Mayor Edmunds voted “Yes.”

The bills and payroll were read.

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Buchanan, Ballenger, Wise and Acting Mayor Edmunds voted “Yes.”

PETITIONS

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Constitution Week Proclamation was read by the City Clerk on behalf of Acting Mayor Edmunds.

Acting Mayor Edmunds reported that he would like to remember the family of Ted Roseman and give them thoughts and prayers, he was a Street Commissioner as he passed away.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported Apple & Pork is a week away. The same street closures will remain on Center Street.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported the water plant has been worked on. The CO2 revamp should be started next week. Engineering is proceeding. The leak detection company will be here to help locate a couple of areas with leaks next week.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger had Pam Richart with Eco-Justice Collaborative present before council to discuss the current threat to the Mahomet Aquifer from carbon storage under the aquifer and the need for a Mahomet Aquifer sequestration ban to protect it from carbon pollution. Pam asked for support from Council to approve a resolution for a legislative ban.

Ballenger also stated that now that school has started, there have been complaints of vehicles in the Lincoln School area. There was a very bad accident out on Route 54 today with a construction worker, he is advising people to slow down and pay attention.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds reported we will have some taxes coming up for vote later this evening and asked Treasurer Lichtenwalter to speak upon the Ordinances.

UNFINISHED BUSINESS

Written motion made by Commissioner Wise and seconded by Commissioner Ballenger to approve Grocery Tax Ordinance #1606. On roll call vote, Commissioners Wise, Ballenger, Buchanan and Acting Mayor Edmunds voted “Yes.”

Written motion made by Commissioner Ballenger and seconded by Commissioner Wise to approve Non Home Rule Sales Tax Ordinance #1607. On roll call vote Commissioners Ballenger, Buchanan, Wise and Acting Mayor Edmunds voted “Yes.”

Written motion made by Commissioner Wise and seconded by Commissioner Ballenger to approve Façade Grant application with Snappers Bar & Grill in the amount of $22,494.84. On roll call vote, Commissioners Buchanan, Wise, Ballenger and Acting Mayor Edmunds voted “Yes.”

Written motion made by Commissioner Buchanan and seconded by Commissioner Wise to approve Park Lane Subdivision Utility Installation with Ameren, electric extension in the amount of $72,616.75 and gas main extension in the amount of $ 46,8880.64. On roll

call vote Commissioners Wise, Ballenger, Buchanan and Acting Mayor Edmunds voted “Yes.”

NEW BUSINESS

On File – Ordinance Authorizing the sale of excess personal property – Water & Sewer Department

On File – Hazard/Warning lighting for new pick up trucks – Rahn Equipment - $5,684.00

On File – 2024 Fire Prevention Material – Fire Department – Positive Promotions $6,474.68

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Ballenger, Buchanan, Wise, and Acting Mayor Edmunds voted “Yes.”
