Regular Meeting

Call to Order

President Stephanie Guerrero called the Budget Hearing to order at 6:00 p.m. Board members present were: Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.

Hearing on the 2024-2025 School District Budget

Josh Hilbert moved and Matt Wood seconded the motion to open the hearing on the 2024-2025 school district budget. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.  All voted in favor.  Motion carried.

Jessica Browning moved and Martha Leeper seconded the motion to close the hearing on the 2024-2025 school district budget. Roll call vote: Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.  All voted in favor.  Motion carried.

Hearing Adjourned

Jeff Stahl moved and Matt Wood seconded that the hearing be adjourned at 6:02 p.m. All voted in favor. Motion carried.

Call to Order

President Stephanie Guerrero called the September meeting to order at 6:03 p.m.  Board members present were: Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.

Also present: Superintendent Jonathan Field, Sangamon Valley High School Principal Kyli Burge, Sangamon Valley Middle School Principal Jonathan Downing, Sangamon Valley Intermediate School Principal Kristina Sommer, and Sangamon Valley Primary Principal Hilda Rice.

President Stephanie Guerrero recognized and welcomed the visitor.  Visitor present was Gretchen Cromwell.

Executive Session

Josh Hilbert moved and Matt Wood seconded the motion to enter closed session at 6:05 p.m. for the reasons stated on the agenda. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.  All voted in favor.  Motion carried.

Closed Session Adjournment

Josh Hilbert moved and Stephanie Guerrero seconded the motion to re-enter open session at 6:48 p.m.  Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.  All voted in favor.  Motion carried.

Closed Session Minutes

Martha Leeper moved and Lori Campbell seconded the motion to accept the closed session minutes as read in closed session.  Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Resignation

Jessica Browning moved and Lori Campbell  seconded the motion to accept the resignation of Kirk Cearlock as an at-will benefited transportation director effective immediately.  Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.  All voted in favor.  Motion carried.

Employment

Jessica Browning moved and Josh Hilbert seconded the motion to employ Haley Emerson as an at-will, non-benefited bus monitor effective immediately.  Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.  All voted in favor.  Motion carried.

Employment

Lori Campbell moved and Josh Hilbert seconded the motion to employ Bryce Nicholls as a volunteer assistant football coach effective immediately.  All voted in favor.  Motion carried.

Jessica Browning moved and Matt Wood seconded the motion to employ Susan Hagan as middle school assistant scholastic bowl coach effective immediately. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.  All voted in favor.  Motion carried.

Consent Agenda

Jeff Stahl moved and Matt Wood seconded the motion to approve the consent agenda as presented.  Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.  All voted in favor.  Motion carried.

Stephanie Guerrero presented the Board with an IASB update.

District Budget

Jessica Browning moved and Martha Leeper seconded the motion to approve the 2024-25 school district budget as presented.  Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Closed Session Audio

Lori Campbell moved and Jeff Stahl seconded the motion to destroy all closed session audio recordings before April 2023.  Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.  All voted in favor.  Motion carried.

SVYL Dugout

Matt Wood moved and Jeff Stahl seconded the motion to approve funding of $7,500 for the Sangamon Valley Youth League dugout improvement materials at Sangamon Valley Primary School. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Martha Leeper, Jeff Stahl, and Matt Wood.  Nays-Josh Hilbert.  Motion carried.

School Maintenance Grant

Jessica Browning moved and Matt Wood seconded the motion to allow the superintendent to apply for the FY24 School Maintenance Matching Grant for the amount of $50,000 for masonry work on the 1924 structure of the middle school during the summer of 2025. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.  All voted in favor.  Motion carried.

Halloween Party

Matt Wood moved and Lori Campbell seconded the motion to allow the Village of Illiopolis to hold their Community Halloween Party in the old gym at the middle school on October 28, 2024.  All voted in favor.  Motion carried.

Christmas Festival

Lori Campbell moved and Stephanie Guerrero seconded the motion to allow the Village of Illiopolis to hold their Christmas Festival at the Illiopolis Campus on December 14, 2024.  All voted in favor.  Motion carried.

Beck Communications

Matt Wood moved and Martha Leeper seconded the motion to accept the proposal as written from Beck Tech for phone installation and maintenance at all district buildings and a new PA system at the high school for $76,706.13.  Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.  All voted in favor.  Motion carried.

Emergency Repair

Matt Wood moved and Lori Campbell seconded the motion to adopt a resolution for emergency repair of the drain pipe at Sangamon Valley Intermediate School by Roto-Rooter for $20,400 using the Fire Prevention & Safety Fund. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.  All voted in favor.  Motion carried.

Long-Term Substitute Pay

Martha Leeper moved and Josh Hilbert seconded the motion to increase long-term substitute pay to $125/day for the first 20 days and then per diem based on the base rate of teacher pay beginning day 21. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.  All voted in favor.  Motion carried.

Next Special Meeting is scheduled for October 9, 2024 at 5:30 p.m.

Next Regular Meeting is scheduled for October 16, 2024 at 6 p.m.

Adjournment

Jeff Stahl moved and Lori Campbell seconded the motion that the meeting be adjourned at 7:44 p.m. All voted in favor. Motion carried.
