City of Clinton City Council met Oct. 1.

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall, Tuesday, October 1, 2024 at 7:00 p.m. Acting Mayor Thomas Edmunds, presiding. On roll call, Commissioners Buchanan and Wise were present. Commissioner Ballenger was absent.
PUBLIC PARTICIPATION
Seth Redington came before council regarding Jemima Lane. Redington brought a map that he has had for roughly 30 years. He said he went to Taylor Abstract to see if they had the map on file and says they do. It is a map of the McGraw addition dated May 12, 1873 which he said shows the street. He and all the neighbors are thankful that it got paved.
Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan that the minutes of the regular meeting of September 17, 2024 be approved as submitted. On roll call vote, Commissioners Wise, Buchanan, and Acting Mayor Edmunds voted “Yes.”
The bills and payroll were read.
Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Buchanan, Wise, and Acting Mayor Edmunds voted “Yes.”

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS
Acting Mayor Edmunds reported that Police Chief Lowers mothers’ visitation was this evening and that is why Commissioner Ballenger is not present at the meeting. Edmunds asked that everyone keeps the Lowers family in their thoughts and prayers.
REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS
Commissioner Buchanan offered his condolences to the Lowers family. Buchanan reported that starting this Friday night East Washington Street will be closed and will continue through the end of October during the hours that the haunted house is open.
REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY
Commissioner Wise reported that the leak detection service company had found four leaks and that the water department had started working on those today. Wise also wanted to thank everyone involved in the Apple & Pork Festival and thought it was a huge success. Wise reported that they are continuing work on the CO2, lime and SCADA systems at the water plant. He also offered his condolences to the Lowers family.
REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY
Commissioner Ballenger was absent and left no report. Acting Mayor Edmunds reported that he signed a grant application for over $20,000 for some turnout gear.
REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES
Commissioner Edmunds had no report.
UNFINISHED BUSINESS
Written motion made by Commissioner Wise and seconded by Commissioner Buchanan to approve Ordinance #1608, an ordinance authorizing the sale of excess property in the water, sewer and fire departments. On roll call vote, Commissioner Wise, Buchanan and Acting Mayor Edmunds voted “Yes”.
Written motion made by Commissioner Buchanan and seconded by Commissioner Wise to approve the purchase of hazard warning lighting for new pickup trucks from Rahn Equipment in the amount of $5,684.00. On roll call vote, Commissioner Buchanan, Wise and Acting Mayor Edmunds voted “Yes”.
Written motion made by Commissioner Wise and seconded by Commissioner Buchanan to approve the purchase of 2024 fire prevention material for the fire department from Positive Promotions in the amount of $6,474.68. On roll call vote, Commissioner Wise, Buchanan and Acting Mayor Edmunds voted “Yes”.
Written motion made by Commissioner Buchanan and seconded by Commissioner Wise to approve Kone Care 24/7 Connect Agreement. On roll call vote, Commissioner Buchanan, Wise and Acting Mayor Edmunds voted “Yes”.
Written motion made by Commissioner Wise and seconded by Commissioner Buchanan to approve Ted’s Garage variance request #376. On roll call vote, Commissioner Wise, Buchanan and Acting Mayor Edmunds voted “Yes”.
Written motion made by Commissioner Buchanan and seconded by Commissioner Wise to approve Ordinance #1609, an ordinance creating positions of Deputy Treasurer and Deputy City Clerk. On roll call vote, Commissioner Buchanan, Wise and Acting Mayor Edmunds voted “Yes”.

With no further business to come before the Council, a motion was made by Commissioner Buchanan and seconded by Commissioner Wise to adjourn the meeting. On roll call vote, Commissioners Wise, Buchanan and Acting Mayor Edmunds voted “Yes.”
