City of Clinton City Council met Oct. 15.

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall, Tuesday, October 15, 2024 at 7:00 p.m. Acting Mayor Thomas Edmunds, presiding. On roll call, Commissioners Buchanan, Wise and Ballenger were present.
PUBLIC PARTICIPATION
Bill Blaze, President of Longview Community Bank was invited to speak by Commissioner Wise regarding the Longview Capital Subdivision. Longview is buying part of the Evergreen FS property to the West of the Dairy Queen and subdividing it to be able to build a new bank.
Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to approve Resolution 2024-14, a resolution approving minor subdivision, Longview Capital Minor Subdivision. On roll call vote, Commissioner Wise, Ballenger, Buchanan and Acting Mayor Edmunds voted “Yes”.
Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger that the minutes of the regular meeting of October 1, 2024 be approved as submitted. On roll call vote, Commissioners Buchanan, Wise, Ballenger, and Acting Mayor Edmunds voted “Yes.”
The bills and payroll were read.
Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Wise, Ballenger, Buchanan and Acting Mayor Edmunds voted “Yes.”

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS
Acting Mayor Edmunds reported that Halloween is coming up on the 31st and the Trick or-Treat hours would be as normal from 5:00pm to 8:00pm.
REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS
Commissioner Buchanan reported that with leaves starting to fall he wanted to let everyone know that the leaf vacs will start running somewhere around the end of October to the first part of November depending on how quickly the leaves fall. Once the vacs start running, he asked that people rake the leaves to the curb, but not all the way into the street. If residents have leaves prior to the vacs starting, he asked that they bag them and put them on the boulevard. He also reminded residents that once the vacs start running, they can check the website and Facebook page for updates as to what zones the vacs are in each day. Steve Lobb reminded everyone that November will be the last brush pickup until March unless there are any storm events.
REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY
Commissioner Wise reported that the maintenance on the well behind the Y in Kiwanis Park is ongoing. The company pulled the motor due to vibration and took it back to their shop to go over everything. The motor is over 20 years old. Other than that they are just trying to get some leaks fixed.
REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY
Commissioner Ballenger reported that last Wednesday night was our fire truck parade and we filled the downtown with trucks. He also thanked Blake West and his crew for spending a whole week at the schools for fire prevention. West reported that they interacted with over 1,100 students. Ballenger reported that we manned Apple & Pork for medical and had a pretty uneventful year, which is good.
REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES
Commissioner Edmunds had no report.
UNFINISHED BUSINESS
Written motion made by Commissioner Wise and seconded by Commissioner Buchanan to approve Resolution 2024-12, a resolution accepting offer for lot 16 of Park Lane West Subdivision and direct the City Attorney, City Clerk and City Staff to complete the sale of said lot. On roll call vote, Commissioner Ballenger, Buchanan, Wise and Acting Mayor Edmunds voted “Yes”.
Written motion made by Commissioner Buchanan and seconded by Commissioner Ballenger to approve Resolution 2024-13, a resolution approving the content of certain executive session meeting minutes. On roll call vote, Commissioner Buchanan, Wise, Ballenger and Acting Mayor Edmunds voted “Yes”.
Written motion made by Commissioner Ballenger and seconded by Commissioner Wise to approve the 215 E. Julia St. demolition bid with Dial Excavating in the amount of $18,500.00. On roll call vote, Commissioner Buchanan, Wise, Ballenger and Acting Mayor Edmunds voted “Yes”.

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Ballenger, Buchanan, Wise and Acting Mayor Edmunds voted “Yes.”
