Village of Lovington Board of Trustees met Oct. 14.
Here are the minutes provided by the board:
Call to order: President Dennis Garmon called the meeting to order at 6:00 p.m.
Pledge of Allegiance: President Garmon led the Pledge of Allegiance. Roll Call found the following trustees to be present: Todd Hale, Keith Stanberry, April Daily and Bittany Bates. President Dennis Garmon and Clerk Alma Fair were also present. Absent: Andrea Wardrip & Mike Young
Guests:
Byan Yoder – He would like to purchase the Railroad property that the Village owns in section 25 on the plat book. He doesn’t plan to flatten the property – the property equals out to 8.23 acres He plans to clear it and maintain a trail.

1. Discussion and action on the September 2024 invoices

1. Discussion and Action if any regarding Zoning Ordinance
After much discussion the board is in favor of going with the county for the zoning ordinance. Clerk Fair will try to talk to the person at the County and bring information back to the next meeting.

1. Discussion and Action on IMLRMA Bill
A Motion was made by Daily and seconded by Bates to pay with Option #1 $38091.24 + $250.00 dues to IMLRMA.

3. Discussion and Action on Resolution 2024-03
Clerk Fair spoke with our attorney, and he doesn’t think we can spend money without the board’s approval. He has sent an email to Illinois Municipal Leage but hasn’t heard back from them as of this afternoon. The only way he knows is for the president of the board to give approval and then present it to the board at the next meeting or better yet have a special meeting to approve it. So, there is no Resolution to pass.

Will check with Swisher about getting a reflective sticker for golf cart and make sure everyone with a golf cart gets them licensed. Our part-time officers are working more hours elsewhere.

Buildings and Grounds – April Daily
Gillis the poles in front of Zancha – Zancha was to order somethings for the poles and hasn’t yet. She spoke to Gillis about the Christmas tree downtown, she as an idea for another tree to be placed downtown. Gillis has ordered a tree for the park.
Attorney told Daily about the abandoned houses, see if any of these taxes are coming up unpaid. That might be the cheapest way instead of going through the court. Daily will watch the paper if any of these houses are listed.

Atchison Electric quote for electric to the gazebo –
A Motion was made by Stanberry and seconded by Hale to accept the quote from Atchison Electric for electric at the park for $1,476.00.
