Village of Warrensburg Village Board met Nov. 4.

Here are the minutes provided by the board:

CALL TO ORDER: Acting Village President Hackl called the meeting to order at the Warrensburg Village Hall on Monday, November 4, 2024 at 5:30 p.m., reminding everyone the meeting was being recorded.

THE PLEDGE OF ALLEGIANCE was recited.

ROLL CALL: Present: Acting Village President Hackl, Trustees Fisher, Freeman, Hood and Netherton. Also present were Chief Wheeler, DPW Allen, Attorney Jankowicz &VAC Booth.

MAYOR’S COMMENTS: AVP Hackl stated that the residents who plan the Christmas Tree lighting event have been funding it on their own for the past few years. He proposed that the Board donate money for the event. It will be discussed at the next meeting.

PUBLIC COMMENTS: Tim Hoffman was not available to present the quotes for the stage railings.

NEW BUSINESS: David Mizer presented the new medical insurance rates from Health Alliance for Village employees. The current plan has had a rate increase of 12%. David reviewed 2 plans from Blue Cross for comparison; ultimately these plans were not guaranteed to allow for current physicians and existing conditions and also may not cover everything that the current plan does. David explained that this is a reasonable increase compared to many others and if the employees are happy with the current plan, he advises not to switch to another company or plan. Chief Wheeler and DPW Allen stated that they have had no issues with the current plan. AVP Hackl would like to check with other employees before making a final decision.

ENGINEER: Seth Flach, from Milano and Grunloh Engineering, explained the amendment to the agreement for the water main project. The IEPA requires this paperwork.

Trustee Netherton made a motion to approve the professional service agreement for the water main project, seconded by Trustee Hood.

Roll Call Vote: Yes – Trustees Netherton, Freeman, Hood, Fisher and Hackl.

No – none. Motion carried.

Stephanie Brown, from Chastain Engineering, mentioned that her firm has almost completed the paperwork for the IEPA sewer plant grant, with DPW Allen supplying the last of the required information.

REVIEW/APPROVAL OF MINUTES: A motion was made by Trustee Netherton, seconded by Trustee Fisher to approve the minutes of the October 21, 2024 regular meeting.

Abstain: Trustee Hood. Motion carried.

A motion was made by Trustee Netherton, seconded by Trustee Hood to approve the minutes for the October 25 emergency meeting.

Abstain: Trustee Freeman. Motion carried.

VILLAGE ADMINISTRATIVE CLERK: Trustee Hood moved and Trustee Netherton seconded to approve the balance sheet, pay the bills and make the appropriate transfers for

November 4, 2024. VAC Booth explained that this set of bills consisted of the CIRDC invoice, the RMA insurance renewal and the Road Doctor (using MFT funds) as well as bills for repairs to the water lines plus some recurring bills.

Roll Call Vote: Yes – Trustees Netherton, Fisher, Hackl, Hood and Freeman.

No – none. Motion carried.

VAC Booth presented the 2025 meeting dates for approval. Trustee Netherton moved to approve the list of dates for the 2025 Village of Warrensburg Board of Trustees meetings and Trustee Hood seconded.

All Trustees approved and the motion carried.

FINANCE: Nothing

BUILDING: Trustee Netherton moved to accept Ordinance 807; rescinding Ordinance 806 and authorizing and approving a sign easement agreement with Jeremy and Angie Shaw, seconded by Trustee Hood. Attorney Jankowicz stated that the original sign easement with the Sportsman’s Club will be rescinded and once this Ordinance is signed, the Village can proceed. Trustee Netherton said that he will contact JULIE, the poles will be set and then Dynagraphics will have the sign prepared and installed.

Roll Call Vote: Yes – Trustees Fisher, Hood, Hackl, Netherton and Freeman.

No – none. Motion carried.

POLICE: Chief Wheeler discussed his monthly report for October.

The W/L Football team won their first playoff game and will play at Johnson City next Saturday, congratulations to them!

Trustee Freeman asked for clarification of the bullet points and Chief Wheeler explained that each point encompassed all tickets issued during one traffic stop.

Chief Wheeler mentioned that both nights of Halloween trick or treating, plus the parade and celebration at the Fire department went very smoothly, were very well attended and a lot of candy was distributed.

Chief Wheeler said that the W/L School Board is in favor of appointing a full time SRO for next school year. There will be more discussion regarding this issue at a later date.

Chief Wheeler concluded with a welcome to Officer Clinton Smith, who recently graduated from the Police Academy and has begun his FTO training with the Chief.

Trustee Fisher mentioned that there is a need for a light in front of Dollar General. He has called Ameren to inquire about the necessary paperwork that needs to be filed.

SEWER: Trustee Hackl stated that the pole holding the meter at the lift station has been replaced with the Village acquiring the necessary parts to complete the work.

Trustee Hackl discussed appointing Warrensburg resident, Christal Eskew to the recently vacated Trustee seat. The Trustees reviewed her letter and resume and having no objections, proceeded to a roll call vote.

Trustee Netherton made a motion to accept Christal Eskew to fill the vacated seat on the Board and the Finance committee, seconded by Trustee Hood.

Roll Call Vote: Yes – Trustees Netherton, Fisher, Hackl, Hood and Freeman.

No – none. Motion carried.

Christal was immediately sworn into office and took her chair with the Board.

STREETS: Trustee Fisher inquired about the estimates for the sidewalks and ditch repairs. Trustee Hood stated that the work has been postponed until Spring.

WATER: Nothing

PUBLIC WORKS: Nothing

VILLAGE ATTORNEY: Trustee Freeman made a motion to receive and file the 2024 Audit by Sikich, seconded by Trustee Netherton.

Roll Call Vote: Yes – Trustees Hood, Freeman, Netherton, Fisher and Hackl.

No – none. Abstain: Trustee Eskew. Motion carried.

Attorney Jankowicz stated that the Board will be discussing the annual Tax Levy Ordinance at the next meeting.

OTHER AND/OR OLD BUSINESS:

Trustee Netherton moved and Trustee Hood seconded to adjourn.

Motion carried.

The meeting adjourned at 6:16 PM

The next regular meeting will be on Monday, November 18, 2024 @ 5:30 PM.
