City of Clinton City Council met Nov. 19.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Tuesday, November 19, 2024 at 7:00 p.m. Commissioner Wise, presiding. On roll call, Commissioners Ballenger and Buchanan were present.

PUBLIC PARTICIPATION

None

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan that the minutes of the regular meeting of November 5, 2024 be approved as submitted. On roll call vote, Commissioners Buchanan, Wise and Ballenger voted “Yes”.

The bills and payroll were read.

Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Wise, Ballenger and Buchanan voted “Yes”.

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Commissioner Wise had no report.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported that the crews have started putting up Christmas decorations. With everything going on right now, brush pickup will be pushed back to next week. For leaf pickup, please keep an eye on our Facebook or webpage to see where they are at. Please do not pile brush on top of the leaves to be picked up. He also reminded everyone that this is the last month for brush pickup until March unless there is a storm event.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported that there have been several complaints regarding the water quality. He reiterated that he has been reporting on the plant repairs/upgrades for the last few meetings and that these items will affect the water quality until the projects are completed. Some of the complaints have been regarding chlorine levels and the crews have gone out and taken samples in the areas and tested, levels have been normal or low actually. Just asks for residents’ patience as we complete the process and reminds them to keep an eye on the iron content when washing white clothes.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger reported that the Fire Department is back up to full staffing with the full-time guys.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Accounts & Finances had no report.

UNFINISHED BUSINESS

Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger to approve the bid from R & R Services of Illinois, Inc. for the wood waste recycling project in the amount of $19,300.00. On a roll call vote, Commissioners Ballenger, Buchanan and Wise voted “Yes”.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to remove the quote from Rockstar AV for 4 all weather speakers from the agenda. On a roll call vote, Commissioners Buchanan, Wise and Ballenger voted “Yes”.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to approve the quote from Hastings for plymovement magnetic nozzle conversion for the ladder truck in the amount of $3,287.00. On a roll call vote, Commissioners Wise, Ballenger and Buchanan voted “Yes”.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to approve a contribution to the Downtown Clinton Festival of Trees in the amount of $3,000.00. On a roll call vote, Commissioners Ballenger, Buchanan and Wise voted “Yes”.

NEW BUSINESS

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger to adjourn the meeting. On roll call vote, Commissioners Buchanan, Wise and Ballenger voted “Yes”.
