Sangamon Valley Community Unit School District 9 Board of Education met Nov. 20.

Here are the minutes provided by the board:

Call to Order

President Stephanie Guerrero called the November meeting to order at 6:00 p.m. Board members present were: Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.

Administration

Also present: Superintendent Jonathan Field, Sangamon Valley High School Principal Kyli Burge, Sangamon Valley Middle School Principal Jonathan Downing, and Sangamon Valley Intermediate School Principal Kristina Sommer.

Pledge to the Flag

Mrs. Sommer led the group in the Pledge of Allegiance.

Visitors

President Stephanie Guerrero recognized and welcomed the visitors. Visitors present were Gretchen Cromwell, Sarah Wheeler, Laynee Schall, Shelly Schall, Luna Espinoza, Heather Vaughan, Aubree Vaughan, Michael Vaughan, Zach Page, JoBeth Page, Brennan Page, Stella Williams, AJ Williams, Alicia Starley, Christopher Faust, Derek Keppler, Clayton Keppler, Sydney Mahaffey, David Mahaffey, Becky Mahaffey, Jack Hildebrandt, Lucas Hildebrandt, Tricia Hildebrandt, and Keith Hildebrandt.

Students from Sangamon Valley Intermediate School presented Data Folders to the Board.

Luna Espinoza-West addressed the Board regarding her Eagle Scout Project Proposal.

Keith Hildebrandt addressed the Board regarding the SVIS/MS Cross Country Team.

Christopher Faust, new Transportation Director, introduced himself to the Board.

Executive Session

Jeff Stahl moved and Matt Wood seconded the motion to enter closed session at 6:29 p.m. for the reasons stated on the agenda. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Closed Session Adjournment

Josh Hilbert moved and Jeff Stahl seconded the motion to re-enter open session at 7:21 p.m. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Closed Session Minutes

Lori Campbell moved and Matt Wood seconded the motion to accept the closed session minutes as read in closed session. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Resignation

Jessica Browning moved and Matt Wood seconded the motion to accept the resignation of Tim Hilbrick as an at-will benefited bus driver effective October 29, 2024. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Resignation

Matt Wood moved and Lori Campbell seconded the motion to accept the resignation of Vanessa Templeton as Middle School Assistant Volleyball Coach effective immediately. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Employment

Jeff Stahl moved and Josh Hilbert seconded the motion to employ Michael Ley as a full-time at-will benefited custodian effective immediately. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Employment

Matt Wood moved and Josh Hilbert seconded the motion to employ Phillip Wright as a full-time at-will benefited custodian immediately pending a successful background check. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Employment

Josh Hilbert moved and Jessica Browning seconded the motion to employ Jason Coleman as a part-time at-will non-benefited bus monitor effective immediately. Jessica Browning moved and Jeff Stahl seconded the motion to employ Todd Phipps as a part-time at-will non-benefited bus monitor/van driver effective immediately pending a successful background check. Josh Hilbert moved and Lori Campbell seconded the motion to terminate Brenda Morales as a full-time at-will benefited custodian effective immediately. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Consent Agenda

Martha Leeper moved and Stephanie Guerrero seconded the motion to approve the consent agenda as presented. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

SVMS Greenhouse

Lori Campbell moved and Matt Wood seconded the motion to approve the use of $15,000 of ADM Care grant funds for the purchase of a greenhouse at SVMS. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Scott State Bank

Jeff Stahl moved and Martha Leeper seconded the motion to add Jonathan Field as an authorized signer on the Scott State Bank checking account. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

School Improvement

Martha Leeper moved and Stephanie Guerrero seconded the motion to accept the FY 2025 School Improvement Plan as presented. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Tax Levy

Josh Hilbert moved and Jessica Browning seconded the motion to adopt a resolution regarding the estimated amounts for the tentative District tax levy for 2024 payable 2025 as presented. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Truth in Taxation

Jessica Browning moved and Martha Leeper seconded the motion to set the hearing for the FY25 Truth in Taxation as part of the regular Board meeting on December 18, 2024 at 6:00 p.m. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Tax Levy Abatement

Jeff Stahl moved and Matt Wood seconded the motion to adopt the resolution abating the taxes levied in 2024 for the year 2025 to pay debt service on the General Obligation School Bonds (Alternate Revenue Source, Series 2019B), of Community Unit School District Number 9, located in Macon, Sangamon, and Christian counties, Illinois. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Turf Tank

Jeff Stahl moved and Matt Wood seconded the motion to approve the Turf Tank lite single subscription purchase for $6,000. Roll Call vote: Ayes-Lori Campbell, Stephanie Guerrero, Martha Leeper, Jeff Stahl, and Matt Wood. Nays-Jessica Browning, Josh Hilbert. Motion carried.

Eagle Scout Project

Martha Leeper moved and Stephanie Guerrero seconded the motion to approve Luna Espinoza-West’s Eagle Scout project as proposed. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Bus Trip Pay

Josh Hilbert moved and Jessica Browning seconded the motion to approve the bus driver trip pay increase to $17 per hour with a three-hour minimum guarantee. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Bus Activity Shuttle Pay

Jeff Stahl moved and Matt Wood seconded the motion to approve the addition of Activity Shuttle to the Bus Trip Pay schedule for $45 per run. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Mr. Downing shared a building report.

IASB Update

Stephanie Guerrero presented the Board with an IASB update.

A Truth in Taxation Hearing is scheduled for December 18, 2024 at 6:00 p.m.

The next Regular Meeting is scheduled for December 18, 2024 at 6:05 p.m.
