Village of Forsyth Board of Trustees met Dec. 3.

Here are the minutes provided by the board:

CALL TO ORDER

Mayor Jim Peck called the meeting to order at 6:30 P.M.

PLEDGE OF ALLEGIANCE

ROLL CALL

Upon a call of the roll, the following members were physically present: Mayor Jim Peck, Trustee Marilyn Johnson, Trustee Bob Gruenewald, Trustee Jeff London, Trustee Dave Wendt, Trustee Jeremy Shaw, Trustee Lauren Young Absent: Trustee Bob Gruenewald

Staff Present: Village Administrator Jill Applebee, Village Treasurer Rhonda Stewart, Village Clerk Cheryl Marty, Village Attorney Lisa Petrilli, Village Engineer Jeremy Buening, Village Library Director Melanie Weigel, Public Works Director Darin Fowler Absent: Planning and Zoning Director Ryan Raleigh

Others Present: Bill Krueger, Benny Lourash, Mark Pieske

PUBLIC HEARING

1. PUBLIC HEARING REGARDING 2025 BUDGET FOR VILLAGE OF FORSYTH

No comments.

CONSENT AGENDA

1. APPROVAL OF MINUTES OF THE REGULAR MEETING OF NOVEMBER 19, 2024

2. APPROVAL OF WARRANTS

MOTION

Trustee London made a Motion to approve the Consent Agenda as presented with the typo correction to the minutes as noted and Trustee Johnson seconded the Motion.

Upon a call of the roll, the vote was as follows:

Yeas: 5 – Johnson, London, Wendt, Shaw, Young

Nays: 0 – None

Absent: 1 – Gruenewald

Motion declared carried.

PUBLIC COMMENT: At this time, the public has the opportunity to express views or make comments to the Mayor and Board of Trustees on agenda items or any other Village issue. Comments must be limited to not more than three (3) minutes.

Resident Benny Lourash from Park Place Drive shared his concerns regarding the roads in that subdivision and asked when it is planned to be repaired or replaced. Mayor Peck and Village Engineer Buening had a short discussion about it and Village Engineer Buening will look into it.

ADMINISTRATION REPORTS

1. Law Enforcement Report

Sheriff Deputy Casner had no updates to report. Repeat retail theft at the usual places continues.

2. Village Staff Reports

Trustee London inquired about Parking Lot A status to which Village Engineer Buening replied it is still weather dependent. All the underground work is done and they are now waiting on the sub-base. He confirmed the asphalt will be done in the spring. He also confirmed the status of the medians is still weather dependent. IDOT is expected to finish the corners and sidewalks in the spring. Administrator Applebee shared some reminders about upcoming Village events and encouraged attendance if possible. It was noted that the Hampton Inn is rebranding to a new name.

OLD BUSINESS

1. DISCUSSION AND POTENTIAL ACTION REGARDING 2025 BUDGET FOR THE VILLAGE OF FORSYTH (VILLAGE ADMINISTRATOR JILL APPLBEE)

Village Administrator Applebee reported that significant cuts were made as decided by Board and staff. She reviewed the individual cuts and planned projects per year as prioritized by staff suggestions. A lengthy Board discussion ensued regarding those and then identified various additional changes they requested the staff to be made to the 2025 budget. The final budget will be presented at the next Board meeting on December 17 for final approval by the Board.

No Motion needed.

NEW BUSINESS

ADJOURNMENT

Trustee Wendt made the Motion to adjourn and Trustee London seconded the Motion. All Board members agreed by voice vote, and the meeting was adjourned at 8:15 P.M.
