City of Clinton City Council met Dec. 17.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Tuesday, December 17, 2024 at 7:00 p.m. Commissioner Wise, presiding. On roll call, Commissioners Buchanan and Ballenger were present.

PUBLIC PARTICIPATION

None

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan that the minutes of the regular meeting of December 3, 2024 be approved as submitted. On roll call vote, Commissioners Buchanan, Wise and Ballenger voted “Yes.”

The bills and payroll were read.

Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Wise, Ballenger and Buchanan voted “Yes.”

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Commissioner Wise had no report.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported on the breakdown of the leaf pickup program this year. The crews completed 8 complete cycles of the City running 2 leaf vacs. They picked up 116 loads which equals out to 1,959 cubic yards. Buchanan also reported that the vacs are done running for this year, so anyone with remaining leaves will need to rake and bag them and let the City know then the crews will come pick them up. Buchanan wished everyone a Merry Christmas and thanked City Administrator Taylor Baxter once again as this is his last council meeting.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported that the part for the lime silo has still not arrived. As soon as it arrives, they are going to get that repair done. The well repair is almost ready, they are coating the inside of the pipes that are going to go down into the well and then they are going to set a time when they can be over here to install. Other than that, there have been a few leaks with the fluctuating weather. We let people know just as soon as we can if there has to be a boil order due to the leak. Wise wished everyone a Merry Christmas and a Happy New Year and also thanked City Administrator Baxter.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger reported that 215 E. Julia demolition has been completed by a local contractor and that he did a wonderful job on the project. Police Chief Lowers then let the council know that the taser upgrade that was approved by the council has been completed. Five of the tasers were provided by a grant through ILEAS and all the paperwork has been completed so we are just waiting on the check to show up. Ballenger wished City Administrator Baxter the best of luck and wished everyone a Merry Christmas.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Accounts & Finances had no report.

OLD BUSINESS

NEW BUSINESS

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to approve the quote from Air One Equipment, Inc. for one SCBA and two Cylinders in the amount of $8,715.00. On roll call vote, Commissioners Ballenger, Buchanan and Wise voted “Yes.”

Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan to approve the agreement with Conxxus for fiber internet service at City Hall pending legal approval. On roll call vote, Commissioners Buchanan, Wise and Ballenger voted “Yes.”

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to approve Ordinance #1617, An Ordinance Regarding Baseline Building Codes. On roll call vote, Commissioners Wise, Ballenger and Buchanan voted “Yes.”

Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger to approve Resolution 2024-17, A Resolution Authorizing Execution of Redevelopment Agreement – Clinton Community Unit School District #15. On roll call vote, Commissioners Ballenger, Buchanan and Wise voted “Yes.”

Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger to approve Intergovernmental Agreement with Clinton Community Unit

School District #15. On roll call vote, Commissioners Buchanan, Wise and Ballenger voted “Yes.”

Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan to approve single event raffle license for Clinton Rams (Baseball Club). On roll call vote, Commissioners Wise, Ballenger and Buchanan voted “Yes.”

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise to approve yearly raffle license for Clinton Rotary Club. On roll call vote, Commissioners Ballenger, Buchanan and Wise voted “Yes.”

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to approve yearly raffle license for Fraternal Order of Eagles #593. On roll call vote, Commissioners Buchanan, Wise and Ballenger voted “Yes.”

Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger to approve yearly raffle license for Friends of HOOAH. On roll call vote, Commissioners Wise, Ballenger and Buchanan voted “Yes.”

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise to enter into closed session for the purpose of Employment of Employee under Section 2(c)(1). Wise noted that no action is expected to be taken after the closed session. On roll call vote, Commissioners Ballenger, Buchanan and Wise voted “Yes.”

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Wise, Ballenger and Buchanan voted “Yes.”
