CALL TO ORDER
Mayor Jim Peck called the meeting to order at 6:30 P.M.
PLEDGE OF ALLEGIANCE
ROLL CALL
Upon a call of the roll, the following members were physically present: Mayor Jim Peck, Trustee Marilyn Johnson, Trustee Jeff London, Trustee Dave Wendt, Trustee Lauren Young
Absent: Trustee Bob Gruenewald, Trustee Jeremy Shaw
Staff Present: Village Administrator Jill Applebee, Village Treasurer Rhonda Stewart, Village Clerk Cheryl Marty, Village Attorney Lisa Petrilli, Village Engineer Jeremy Buening, Village Library Director Melanie Weigel, Public Works Director Darin Fowler, Planning and Zoning Director Ryan Raleigh

CONSENT AGENDA
1. APPROVAL OF MINUTES OF THE REGULAR MEETING OF NOVEMBER 19, 2024

3. APPROVAL OF TREASURER’S REPORT FOR THE MONTH OF NOVEMBER 30, 2024
MOTION
Trustee Wendt made a Motion to approve the Consent Agenda as presented and Trustee Johnson seconded the Motion.
Upon a call of the roll, the vote was as follows:
Yeas: 4 – Johnson, London, Wendt, Young
Nays: 0 – None
Absent: 2 – Gruenewald, Shaw
Motion declared carried.

ADMINISTRATION REPORTS
1. Law Enforcement Report
Sheriff Deputy Hale reported traffic stops are up and thefts are slightly down. Trustee Johnson thanked him for managing a recent sensitive situation at Red Lobster. Lieutenant Auton spoke briefly to the Board regarding the realignment of deputies staffing.
2. Village Staff Reports
Mayor Peck complimented Administrator Applebee on a remarkably successful Rudolph’s Market, and also congratulated all the staff that made it possible. The Salvation Army bell ringing earned $600 so he also thanked those who helped with that event. Village Engineer Buening said he will get a status update on Well #7 and report back to the Board.
OLD BUSINESS
1. DISCUSSION AND POTENTIAL ACTION REGARDING VILLAGE OF FORSYTH 2025 BUDGET (VILLAGE ADMINISTRATOR JILL APPLEBEE)
Village Administrator Applebee explained that the 4th budget draft is in front of the Board members for review. She then asked for questions or comments on this draft. A brief discussion ensued.
MOTION
Trustee Wendt made a Motion to approve the 2025 draft B budget as presented and Trustee Young seconded the Motion.
Upon a call of the roll, the vote was as follows:
Yeas: 4 – Johnson, London, Wendt, Young
Nays: 0 – None
Absent: 2 – Gruenewald, Shaw
Motion declared carried.
NEW BUSINESS
1. RESOLUTUION NUMBER 9-2024 A RESOLUTION AMENDING THE ANNUAL OPERATING AND CAPITAL BUDGET FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2024 AND ENDING DECEMBER 31, 2024 (ADMINISTRATOR JILL APPLEBEE)
Village Treasurer Stewart explained this annual procedure and shared brief highlights of the general adjustments that were made. This amendment is to clean up the budget.
MOTION
Trustee Wendt made a Motion to approve the Resolution as presented and Trustee Young seconded the Motion.
Upon a call of the roll, the vote was as follows:
Yeas: 4 – Johnson, London, Wendt, Young
Nays: 0 – None
Absent: 2 – Gruenewald, Shaw
Motion declared carried.
ADJOURNMENT
Trustee Wendt made the Motion to adjourn and Trustee Young seconded the Motion. All Board members agreed by voice vote, and the meeting was adjourned at 7:00 P.M.
