City of Decatur City Council met March 3.

Here are the minutes provided by the council:

On Monday, March 3, 2025, the City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.

Mayor Julie Moore Wolfe presided, together with her being Council members Dennis Cooper, Lisa Gregory, Pat McDaniel, David Horn, Ed Culp, Chuck Kuhle and Ed Culp. Mayor Moore Wolfe declared a quorum present.

City Manager Tim Gleason attended the meeting as well.

Mayor Moore Wolfe led the Pledge of Allegiance.

Mr. Robert Archer presented a Proclamation proclaiming March 2025 “DeMolay Month” in the City of Decatur.

Mayor Moore Wolfe called for Appearance of Citizens.

The following citizens provided comments to the Council: Virginia Cooper, Lillian Young, Pierce Young, Gloria Cole, Overseer Jefferson Smith, Louella Wilder, Ally Swengel, Anthony Chapple, Ayn Owens, Joel Blair and Micah Ray.

Mayor Moore Wolfe called for approval of the minutes.

The minutes of February 18, 2025, City Council Meeting were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Kuhle and on call of the roll, Council members Dennis Cooper, Lisa Gregory, Pat McDaniel, David Horn, Chuck Kuhle, Ed Culp, and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

This being the time set aside for Unfinished Business and there being none, Mayor Moore Wolfe called for New Business.

R2025-142 Resolution Designating Honorary Street Sign in Honor of the Late Bishop Thomas Cooper, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Council commended the Late Bishop Thomas Cooper.

Upon call of the roll, Council members, Lisa Gregory, Pat McDaniel, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Councilman Dennis Cooper abstained from the vote. Mayor Moore Wolfe declared the motion carried.

R2025-143 Resolution Designating Honorary Street Sign in Honor of Dr. Thomas Walker, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Council commended Dr. Thomas Walker.

Upon call of the roll, Council members Dennis Cooper, Lisa Gregory, Pat McDaniel, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

2025-23 Ordinance Amending City Code Chapter 52 Alcoholic Liquor, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.

City Manager Gleason provided an overview of the Ordinance.

Upon call of the roll, Council members Dennis Cooper, Lisa Gregory, Pat McDaniel, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Ordinance Adopting City Code Chapter 52.4 Massage Establishments, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.

Corporation Counsel Wendy Morthland gave an overview of the Ordinance.

Councilman Horn made a motion to table City Code Chapter 52.4 Massage Establishments for two weeks until massage establishments could connect with city staff to express their concerns, seconded by Councilman Cooper.

Upon call of the roll, Council members Dennis Cooper, Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Councilman Pat McDaniel voted nay. Mayor Moore Wolfe declared the motion carried.

2025-24 Ordinance Amending City Code Chapter 54 Amusement Devices, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.

Corporation Counsel Morthland gave an overview of the Ordinance and answered questions from Council members regarding amusement devices.

Upon call of the roll, Council members Dennis Cooper, Lisa Gregory, Pat McDaniel, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

City Manager Gleason provided the City Manager update. New hires: Ron Wilson, Parking Enforcement Officer, Brandi Border, Legal Secretary and Melissa Hon, Deputy City Manager Promotions: Blake Johnson Retirements: Fire Chief Jeff Abbott.

Mayor Moore Wolfe called for Consent Agenda Calendar Items A. through G. and asked if any Council member wished to remove an item from the Consent Agenda Calendar. No Council member wished to remove an item from the Consent Agenda Calendar. The Clerk read Items A. through G:

2025-25 Item A. Ordinance Annexing Territory –3198 Kathy Court

2025-26 Item B. Ordinance Annexing Territory –3290 Turpin Road

R2025-144 Item C. Resolution Accepting the State of Illinois Joint Purchasing Holder Bid Price of Morrow Brothers Ford, Inc. for the Purchase of Two (2) F-450 Trucks and One (1) F-250 Truck

R2025-145 Item D. Resolution Authorizing the 2025 Managed Support Agreement with Concentric Integration, LLC for South Water Treatment Plant SCADA System

R2025-146 Item E. Resolution Authorizing Amendment No. 1 to the Professional Engineering Services Agreement with AECOM Technical Services, Inc. for the Oakland and Grand Area Sewer Separation Project, City Project 2021-01

Councilwoman Gregory moved Items A. through G. be approved by Omnibus Vote; seconded by Councilman Kuhle, and on call of the roll, Council members Dennis Cooper, Lisa Gregory, Pat McDaniel, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

With no other New Business, Mayor Moore Wolfe called for Other Business.

Pursuant to Council policies, a request was made by Councilman Cooper for a discussion or town hall on the topic of healthcare services in Decatur following an initial request made the previous Council meeting. The consensus of Council was not in favor of holding a discussion or special meeting on healthcare services in Decatur.

Pursuant to Council policies, a request was made by Councilman Horn for a discussion or town hall on the topic of garbage collection services in Decatur following an initial request made the previous Council meeting. The consensus of Council was not in favor of holding a discussion or special meeting on the topic of garbage collection services in Decatur but requested an update from city staff regarding garbage collection.

City Manager Gleason provided an update regarding the resurfacing project on Business Route 51 north of downtown.

There being no Other Business, Mayor Moore Wolfe called for Adjournment.

Councilwoman Gregory moved the regular City Council meeting be adjourned, seconded by Councilman Kuhle and upon call of the roll, Council members Dennis Cooper, Lisa Gregory, Pat McDaniel, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe declared the regular Council meeting adjourned at 6:41 p.m.
