DeWitt County Board Finance Committee met April 21.

Here are the minutes provided by the committee:

MEMBERS PRESENT: Melonie Tilley - Chair, Terry Ferguson, Claro Carter, Jamie Prestegaard and Megan Myers. Also present, Dee Rentmeister, County Administrator.

MEMBERS ABSENT: None

SUMMARY OF DISCSSION:

No one was present to speak to the committee.

Motion by Carter, 2nd by Myers to approve last month's minutes. Voice vote, motion carried. Motion by Ferguson, 2nd by Prestegaard to approve the claims.

Motion by Carter, 2nd by Ferguson to recommend to the county board to adopt the Resolution Adopting the Supplement to DeWitt County Code of Ordinances. Dee explained that this ordinance adopts all changes made to the County Code last year and would be the 11th overall supplement. Voice vote, motion carried.

Mike Johnson with BPA Troxel Benefits was present to go over the renewal figures for the county's BC/BS health plans. Overall, the plans received a 5% increase. Besides the two current plans another plan was added that offers a $2500 deductible and a prescription drug card but no office visit, ER co-pays. Two of the plans are considered affordable. The county's portion would remain at $740 per month per employee. After discussion, a motion was made by Ferguson, 2nd by Carter to recommend to the full board to offer 3 health plans thru BC/BS with the county's contribution $740 per month per employee. Voice vote, motion carried. (information attached to minutes) Discussion on Early Retirement Incentive. Did not receive new figures with a timeframe of 12-1- 2025 through 12-1-2026. Mr. Markwell, State's Attorney indicated that he found out that there would also be some cost savings if the county paid off the expense early instead of taking the full 10 years. Dee stated that the property committee felt that should the current supervisor take early retirement that the department could utilize two full time and two part time positions instead of three full time and one part time positions. The latest report was not accurate and did not include the additional lump sum wages for all eligible employees. Dee stated that she would have to get these figures together and submitted to IMRF, Carter stated that he was not interested in offering early retirement as he didn't think it was feasible. Carter felt that this matter should be discussed at the full board meeting to see if the majority of the board were in favor before having Dee spend more time on it. Tilley felt the newest figures should be obtained and looked at before addressing it at the full board,

Carter asked if anyone had heard anything concerning the issue with the motor fuel tax. Mr. Markwell stated that there were two projects prior to Mark Mathon being hired as the County Engineer. Mark Mathon is trying to get all the requested information.

Motion by Ferguson, 2nd by Prestegaard to adjourn at 5:47 p.m. Voice vote, motion carried.
