Village of Forsyth Board of Trustees met June 3.

CALL TO ORDER

Mayor Peck called the meeting to order at 6:30 P.M.

PLEDGE OF ALLEGIANCE

ROLL CALL

Upon a call of the roll, the following members were physically present: Mayor Jim Peck, Trustee Chelsea Kidd, Trustee Lauren Young, Trustee Jeff London, Trustee Jim Ashby, Trustee David Wendt

Absent: Trustee Jeremy Shaw

Staff Present: Village Treasurer Rhonda Stewart, Village Administrator Jill Applebee, Village Attorney Andrew Jarmer, Village Engineer Jeremy Buening, Adult Services Librarian Pamela Schmahl

CONSENT AGENDA

Trustee London made a Motion to approve the Consent Agenda as presented and Trustee Kidd seconded the motion

Upon a call of the roll, the vote was as follows:

ADMINISTRATION REPORTS

1. Law Enforcement Report

Deputy had nothing to report

2. Village Staff Reports

Darin mowed the Sports and Nature Park so the disking could be done. The disking is not done as of yet. Peck stated there is a team call tomorrow with legal on Well 7. The IDOT bike path contracts were signed by Peck and the preconstruction meeting will be set as soon as possible. Engineer Buening stated IEPA loan meeting set for some time in June. Sullivan is waiting on his bond company and insurance to submit to the Village for the North South Road project. The date for the entrance for the North South Road Project should be done the end of September. Wendt confirmed that the Micro-Transit is fully funded except for mini bus the Village will have to purchase. Wendt mentioned the Forsyth Parade. He wants it family friendly and wants to talk about policy and procedure to avoid conflict/protest. Lisa looking over parade policy. Young brought up the amphitheater and the plan to fix it after the tree fell on metal frame. Darin got it cleaned up and will have it all done prior to library using it and Forsyth Fest. Forsyth Fest set up starts next Tuesday. Jill confirmed what fields are available or off limits.

OLD BUSINESS

NEW BUSINESS

1. ORDINANCE NUMBER 2025-15, APPROVING VARIANCE OF THE SETBACK FOR DRIVEWAYS ON THE PROPERTY LOCATED AT 783 SPYGLASS BOULEVARD, FORSYTH, IL (DIRECTOR OF PLANNING AND ZONING RYAN RALEIGH)

Variance driveway setback. Planning and Zoning allowed for variance 8-0 for the driveway variance. The resident would have to come back for another variance approval for the garage.

MOTION

Trustee Wendt made a Motion to approve variance of the setback for the driveway and Trustee London seconded the Motion.

2. DISCUSSION AND POTENTIAL ACTION FOR CHANGE ORDER #4 AT WELL 7 (VILLAGE ENGINEER, JEREMY BUENING)

Pay item contractor based on what is provided during contractual work. This item was paid out of general fund for unforeseen circumstances it had $75,000 for unknowns. They used $16,000 thousand of that and using $59,000 the rest to zero it out.

Trustee Young made a Motion to approve Change Order #4 at Well 7 and Trustee London seconded that Motion.

3. DISCUSSION AND POTENTIAL ACTION REGARDING MAROA FORSYTH BIKE PATH CONTRUCTION OBSERVATION CONTRACT (VILLAGE ENGINER, JEREMY BUENING)

Enginer Buening is reviewing two different contracts and needs to keep the project at or under $72,241.

MOTION

Trustee Wendt approved the Motion to keep Bike Path contract under the $72241 and Trustee Kidd seconded that Motion.

4. DISCUSSION AND POTENTIAL ACTION REGARDING VILLAGE STRIPING CHANGE ORDER (VILLAGE ENGINEER, JEREMY BUENING)

Enginer Buening finalizing paperwork for pavement marking. The actual cost is $5486 less than contract.

Trustee Wendt made the motion to approve the action regarding Village Striping Change Order deduction of $5486 and Trustee London seconded that motion.

5. DISCUSSION AND POTENTIAL ACTION REGARDING FENCE QUOTE FOR SALT DOME (DIRECTOR OF PLANNIN GAND ZONING, RYAN RALEIGH)

Director Raleigh said they are looking to replace the privacy fence that runs along the west side of the Salt Dome on E. Fitch Street. Currently it is a wood fence with sections that have fallen down. They would like to replace it with black chain fence with black slats. They had talked with 4 contractors and 3 bids came back. General Fence was the lowest bid for $14,872. The project was budgeted for $20,000.

Trustee Young made the Motion to approve the fence quote for the Salt Dome and Trustee Ashby seconded that Motion.

6. DISCUSSION AND POTENTIAL ACTION REGARDING RUMMAGE/GARAGE/ YARD SALES IN VILLAGE (VILLAGE ADMINISTRATOR, JILL APPLEBEE)

Complaints have been coming in about plant sales happening at a home in a residential area. One main complaint is about the multiple cars and parking along the street. Mayor Peck suggested having a limit on sales per year in residential area. Discussion took place and all agreed to 3 sales a year plus the community sale first weekend in May totaling 4 sales a year. Village Attorney Lisa and firm will apply some rules defining how may sales, parking and events drafting an ordinance specifically for sales in residential areas and bring it to the next meeting.

7. DISCUSSION AND POTENTIAL ACTION REGARDING STEVENS CREEK LIFT STATION (DIRECTOR OF PUBLIC WORKS, DARIN FOWLER)

Director of Public Works Darin purchased a new pump and repaired an old one for back up at this lift station. He is speaking with Farnsworth Group about upgrading to cellular communications. Stevens Creek Lift Station would be the first to be upgraded. The other three would be upgraded as well in the future. Farnsworth Group quoted $43,800 for the new control panels and cellular communications upgrade that will notify him immediately when a pump failure happens to help prevent excessive damage. He would like to use budgeted money from other areas to cover the cost. There was $18,000 left in sewer and equipment service and $25,000 for ground maintenance around Stevens Creek Lift Station which comes close to the $43,800 He would like permission to move forward with purchasing. Darin will bring back estimates for the other 3 Lift stations. Doing multiple at once will save some money.

Trustee Wendt made the motion to approve the proposal for $43,800 from the Farnsworth Group and Trustee Ashby seconded that Motion.

8. DISCUSSION AND POTENTIAL ACTION REGARDING EPA PERMIT (VILLAGE ATTORNEY)

ADJOURNMENT

Trustee Wendt made the Motion to adjourn and Trustee Kidd seconded the Motion. All board Members agreed by voice vote, and the meeting was adjourned at 7:32pm
