*Motion to approve July 24, 2025, County Board meeting minutes.
APPOINTMENTS:
*Motion to appoint Kristina Deerwester, Clinton, Illinois to the DeWitt County Community Mental Health Board to fill Tina Harrison’s unexpired term, with term set to expire 12/31/2025.
LAND USE: Report given by Mr. Carter. For discussion and possible action: *Did Not Meet.
PUBLIC SAFETY: Report given by Mrs. Myers. For discussion and possible action: *Motion to give notice to Clinton, Farmer City and Wapella to discontinue the Intergovernmental Agreements for Animal Control Services and offer to negotiate new Intergovernmental Agreements with municipalities.
PROPERTY: Report given by Mr. Ferguson. For discussion and possible action: *No Recommendations.
ROAD AND BRIDGE: Report given by Mr. Prestegaard. For discussion and possible action: *Motion to approve quote from LS Mechanical in the amount of $9,288.00 for installation of AC/furnace at Highway Department building.

*Motion to approve Resolution for Salary and Expenses of DeWitt County Engineer, Section 25- 00000-00-CS & 25-CS039-00-AC. (Motion by Prestegaard, second by Tilley at 7/24/25 meeting motion was tabled.)

*Motion to declare vacancy in County Board District C for the seat formerly held by Kristina Deerwester.
*Motion to reconsider Case: Siting #1 Solar-2025- Prairie Flats Solar, LLC, applicant, and Warner and Kolb Family Farms and Joan Wells Family Farmland, owners, has requested a siting permit for a Commercial Solar Energy Facility and Battery Energy Storage System located at Tabor Road and Trust Road. Parcel #s 07-26-200-007, 07-26-200-006, 07-23-200-001, 07-24-100-001, 07- 22-200-004. With the following condition:
Inverter Cybersecurity Assurance
As a condition of this permit, the applicant shall provide documentation from a qualified third-party cybersecurity assessor confirming that the inverters to be used in the project are not capable of being shut down or otherwise disabled via unauthorized communication methods, including but not limited to unencrypted or unsecured wireless protocols, publicly accessible IP addresses, or undocumented backdoor access points.
Prior to energization of the facility, the applicant shall submit to the Zoning Administrator:
1. A cybersecurity assessment report verifying that the inverter systems: *Do not include undocumented remote shutdown features.
*Are protected from unauthorized wireless, cellular, or internet-based communication.
*Comply with current industry cybersecurity standards (e.g. IEEE 2030.5, UL 2900, NERC CIP where applicable).
2. A manufacturer’s affidavit or certification stating that no remote shutdown capability exists beyond what is authorized through secure utility control systems (e.g., SCADA or DERMS) as explicitly agreed upon with the interconnecting utility.
3. Description of communication pathways to and from each inverter, including encryption protocols and access control measures.
No final approval for operation shall be granted until the Zoning Administrator has reviewed and accepted the above documentation as sufficient to ensure the inverters cannot be shut down via unauthorized communication methods.
