City of Clinton City Council met Aug. 5.

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Tuesday, August 5, 2025 at 7:00 p.m.
Motion was made by Commissioner Buchanan and seconded by Commissioner Wise to approve of Commissioner Edmunds to join the council meeting electronically via zoom. On roll call vote, Commissioners Buchanan, Wise, Ballenger and Mayor Michelassi voted “Yes.”
Mayor Helen Michelassi, presiding. On roll call, Edmunds, Buchanan, Wise and Ballenger were present.
PUBLIC PARTICIPATION
None.
Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger that the minutes of the regular meeting of July 15, 2025 be approved as submitted. On roll call vote, Commissioners Buchanan, Wise Ballenger and Edmunds and Mayor Michelassi voted “Yes.”
Written motion was made by Commissioner Edmunds and seconded by Commissioner Ballenger that the bills and payroll be approved, and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan and Mayor Michelassi voted “Yes.”

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS
Mayor Michelassi reported that Write Stuff for Kids needs volunteers, Friday at the Junior High at 6:00 p.m. and asked those who wished to volunteer for the America 250 next year, contact her or Tony. City Administrator Tony Harris noted that the Hazard Mitigation Plan was on file and explained that the City went to bid for electric aggregation with a rate of 11.88 kilowatt/hr. with Homefield.
REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS Commissioner Buchanan reported the South Jackson Street project is being wrapped up. Manholes and water shut off’s will be cut out, the project has gone well. Buchanan reminded this is the last week for City Wide Clean Up with GFL.
REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY
Commissioner Wise reported there are joint leaks, the water department found a major leak behind McElroy Metal.
REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY Commissioner Ballenger thanked City Administrator Tony Harris for getting out and working to get things done. Ballenger noted that work has started on the City end to get Kiwanis Park ready for installation. Commissioner Wise stated he would like to see surveillance at the park to prevent vandalism. Ballenger said there were discussions regarding prevention measures with staff.
REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES Commissioner Edmunds reported Clint has been busy uploading documents for the auditors.

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Michelassi voted “Yes.”
