Mt Zion Community Unit School District 3 Board met Sept. 16.

Here are the minutes provided by the board:

President Jeffrey Sams called the meeting to order at 6:30 p.m.

Board members present were: Jeffrey Sams, Michelle Shumaker, Eric Law, Kyle Janvrin, Kent Newton, Regan Deering, and Dr. Courtney Gaine Cuddy

Administration present consisted of: Dr. Travis R. Roundcount, Superintendent of Schools; Brian Rhoades, Associate Superintendent; Justin Johnson, High School Principal; Julie Marquardt, Mt. Zion Jr. High School Principal; Randy Thacker, Mt. Zion Intermediate School Principal; Heather Ethell, McGaughey Principal; Renea Smith, Special Education Administrator; and Billy Rockey, Technology Director.

The Pledge of Allegiance was cited by those present and led by Jeffrey Sams

Jeffrey Sams introduced a motion to suspend the meeting at 6:33pm. Seconded: Regan Deering. Roll Call: Dr Courtney Gaine Cuddy, Michelle Shumaker, Regan Deering, Kyle Janvrin, Kent Newton, Eric Law, and Jeffrey Sams, yea. Motion carried: 7-0. (See Book of Attachments.)

Jeffrey Sams introduced a motion to return the meeting to order at 6:37pm. Seconded: Regan Deering. Roll Call: Dr Courtney Gaine Cuddy, Michelle Shumaker, Regan Deering, Kyle Janvrin, Kent Newton, Eric Law, and Jeffrey Sams, yea. Motion carried: 7-0. (See Book of Attachments.)

Michelle Shumaker introduced a motion to approve the Regular Meeting minutes of August 12, 2025. Seconded: Dr. Courtney Gaine Cuddy. Roll Call: Michelle Shumaker, Kyle Janvrin, Eric Law, Jeffrey Sams, Dr. Courtney Gain Cuddy, Regan Deering, and Kent Newton, yea. Motion carried: 7- 0. (See Book of Attachments.)

Dr. Travis Roundcount introduced Bret Hitchings, Director of Heartland Technical Academy, who spoke regarding the different programs that Heartland offers students. Examples include: Agricultural Mechanics and Technology, Diesel Mechanics, and Nursing.

Joel Blair

● Spoke as a concerned parent regarding access to his children’s education when it comes to co-parenting.

● Questioned why complaints go to the Superintendent and not the School Board members

Kyle Janvrin

● Questioned why the JFL field hasn’t been watered

Michelle Shumaker read three thank you cards:

● Thank you for lunch being provided,

● Thank you from Kathy Horath for the flower arrangement for her father’s Celebration of Life,

● Thank you from the Freeland Family for allowing their home-school children to participate in school sports.

Eric Law asked how homeschool and extra-curriculars were going

● Justin Johnson (High School): No one in fall sports currently

● Julie Marquardt (Junior High): 2 students participating and it’s going well.

● Randy Thacker (Intermediate): 1 student participating and it’s going well.

Administration discussed the District K-12 Ten-Day Enrollment.

Eric Law presented a motion to approve payment of the enclosed list of Quick Pay, Fund Warrant and Athletic Imprest Checks. Seconded: Michelle Shumaker. Roll Call: Kent Newton, Michelle Shumaker, Kyle Janvrin, Eric Law, Regan Deering, Jeffrey Sams, and Dr. Courtney Gaine Cuddy, yea. Motion carried 7-0 (See Book of Attachments.)

Michelle Shumaker introduced a motion that the presented Financial Treasurer’s Report be accepted and filed for audit. Seconded: Regan Deering. Roll Call: Regan Deering, Kent Newton, Michelle Shumaker, Kyle Janvrin, Eric Law, Jeffrey Sams, and Dr. Courtney Gaine Cuddy, yea. Motion carried 7-0. (See Book of Attachments.)

Regan Deering presented a motion to open the Budget and Hearing Adoption. Seconded: Michelle Shumaker. Roll Call: Eric Law, Jeffrey Sams, Dr Courtney Gaine Cuddy, Kent Newton, Michelle Shumaker, Regan Deering, and Kyle Janvrin, yea. Motion carried 7-0. (See Book of Attachments.)

Kyle Janvrin presented a motion to close the Budget and Hearing Adoption. Seconded: Michelle Shumaker. Roll Call: Eric Law, Jeffrey Sams, Dr Courtney Gaine Cuddy, Michelle Shumaker, Regan Deering, Jeffrey Sams, and Kyle Janvrin, yea. Motion carried 7-0. (See Book of Attachments.)

Kyle Janvrin introduced a motion to adopt the FY 2026 Mt Zion CUSD #3 Budget as presented and summarized on the attached display. Seconded: Dr Courtney Gaine Cuddy. Roll Call: Jeffrey Sams, Dr Courtney Gaine Cuddy, Michelle Shumaker, Regan Deering, Kyle Janvrin, Kent Newton and Eric Law, yea. Motion carried 7-0. (See Book of Attachments.)

Administration discussed the Compensation Report.

Kyle Janvrin presented a motion to authorize the administration to award a contract with ATG for baseball and softball fields through the TIPS state purchasing cooperative for a total amount of $2,981,655, financed through American Capital, per the documents attached. Brian Rhoades mentioned we will go one less year to save $100,000.00 on interest. Seconded: Dr Courtney Gaine Cuddy. Roll Call: Regan Deering, Kyle Janvrin, Eric Law, Jeffrey Sams, Dr Courtney Gaine Cuddy, and Michelle Shumaker, yea, Kent Newton nah. Motion carried 6-1. (See Book of Attachments.)

No Executive Session

Michelle Shumaker presented a motion to approve the following personnel as outlined below, pending a drug test and background check for new employees. Seconded: Eric Law. Roll Call: Eric Law, Jeffrey Sams, Regan Deering, Dr. Courtney Gaine Cuddy, Kent Newton, Michelle Shumaker, and Kyle Janvrin, Yea. Motion carried 7-0. (See Book of Attachments.)

Eric Law presented a motion to accept the resignation of Certified and Non-Certified Employees. Seconded: Michelle Shumaker. Roll Call: Eric Law, Jeffrey Sams, Dr. Courtney Gaine Cuddy, Kent Newton, Michelle Shumaker, Regan Deering, and Kyle Janvrin, Yea. Motion carried 7-0. (See Book of Attachments.)
