Village of Lovington Special Board met July 24.

Here is the minutes provided by the Board:

Call to order: President Roger Walker called the meeting to order at 6:30 p.m.

Pledge of Allegiance: Walker led the Pledge of Allegiance.

Roll Call found the following trustees to be present: Dennis Garmon, April Daily, Doug Smith, Brenda Wood and Pam Anklam. President Roger Walker and Clerk Alma Fair were also present. Absent: Jim McMahan

Guests present were: Susan Gordon

President Walker explained why we were having a planning session; there is not enough time in a regular board meeting to do any planning. He asked that every board member should suggest what they would like to discuss at the planning meetings and let Sue Gordon or himself know what they would want to discuss. Might not have to have two a month for a while or if a board member doesn’t feel a need to meet just let Walker know.

Closed Session Meeting of “The Mayor & Commissioners of a municipality organized under article 4 of the Municipal Code held to discuss matters, which relate solely to exercise their executive or administrative responsibilities.”

1. 5 ILCS 120/2 Sec.2 (1) Personnel A Motion was made by Anklam and seconded by Daily to go into closed session for the purpose of discussing the personnel at 6:36 pm YEA: Smith, Wood, Anklam, Garmon, Daily Nay: None Absent: McMahan MOTION CARRIED

Return to Open Session: Returned to open session at 8:28 pm.

New Business: 

1. Discussion and action on intergovernmental cooperation contract with IMLRMA or changing insurance 

The intergovernmental cooperation contract with IMLRMA that Daily gave to Clerk Fair at the last meeting for signing needed to have an ordinance number which means that the board needed to vote to approve it. Daily will call to see why we need an ordinance number for the contract.

Walker talked to Mike with the Sullivan city council regarding which insurance company’s they have. They are using CF&H for their health insurance and Wood Ins. carries the liability and auto insurance. Wood stated that Federation insurance is a good insurance company also. Daily will contact Sullivan to look into insurance.

2. Discussion and action on employee job descriptions

3. Discussion and action on direct deposit for payroll

Walker stated that the employees would like to go to direct deposit for payroll. Clerk Fair will see what needs to be done in the payroll program to accomplish it for the employees.

4. Discussion and action on an Emergency Coordinator

Walker stated that each Village has a Village Coordinator. The mayor or someone of his choice is appointed as the coordinator. Example: if a tornado comes through and takes out our water tower, then we need to know what plan of action we would have. The Village Coordinator is listed in our ordinance under Public Safety 30-2-28. Walker appointed Garmon to look into it with Wood’s help.

5. Discussion and action Engineering Firms

Walker stated that Chastain engineering firm from Decatur is who we currently use. He asked Sullivan what engineering firm do they use. It is the Milano & Grunloh Engineers, LLC of Effingham. This firm write their grants for them. Walker will contact them to come to a meeting.

6. Discussion and action on ordinances related to unkempt properties

Old Business: 

1. Discussion and action employee evaluations and forms

Walker presented the Performance Evaluation which Sue Gordon prepared for the board. The board would like to take time to read over before making a decision. It will be put on the August 14th meeting agenda for action.

A Motion was made by Garmon to adjourn at 8:55 p.m.
