Village of Warrensburg Village Board met July 16.

Here is the minutes provided by the Board:

CALL TO ORDER: Mayor C. Maloney opened the meeting at the Warrensburg Village Hall on Monday, July 16, 2018 at 6:01 p.m. reminding those in attendance that the meeting was audio taped.

THE PLEDGE OF ALLEGIANCE was recited.

ROLL CALL: Present: Mayor C. Maloney, Trustee L. Hackl, Trustee J. Oakley, Trustee F. Musick, Trustee R. Ewing, Trustee K. Musick and Trustee D. Fisher. Also present were Attorney J. Jankowicz, Director of Public Works D. Hadley and Assistant Clerk C. Hundley. Absent was Chief Wheeler.

MAYOR’S COMMENTS: Mayor Maloney informed the trustees of Local Officials Day at the State Fair. He will provide registration info if interested; the Macon Co Emergency Alert notification system test on Wednesday, July 18 at 11:00 a.m.; and the CornFest July 26, 27 & 28.

PUBLIC COMMENTS: Harold Hawkins asked about the street lighting ordinance as to when it might come up. Atty Jankowicz stated it would be closer to the end of the year when the Tax Levy is discussed.

Trustee F. Musick provided information about the Prairie News Shopper and how to cancel delivery.

Ed Lock questioned what solicitation is allowed in the Village and what the process was to register in order to solicit. Mayor Maloney explained the registration process.

Internet service to the Village was questioned and Trustee K. Musick suggested a questionnaire be included in a future newsletter to allow the residents to present their concerns which could then be taken to Frontier.

NEW BUSINESS: Dave Miser with Creative Insurance was in attendance. He presented comparisons between Humana and other providers. The renewal date for dental insurance is September 1. He explained some of the differences in the rates vs coverages. He suggested everyone compare the deductible, then the coverage limits, procedures per calendar year, out-of-network coverage and decide the best provider.

REVIEW/APPROVAL OF MINUTES: Minutes of the regular session meeting of July 2, 2018 were presented for review. It was pointed out that the minutes stated the Minutes of the June 18, 2018 closed session minutes would be approved at this meeting. It was overlooked and not included on the agenda for this meeting. A couple other sections were discussed. Motion by Trustee F. Musick, seconded by Trustee D. Fisher to approve the July 2, 2018 regular session minutes as corrected. Upon voice vote, motion carried.

VILLAGE ADMINISTRATIVE CLERK: Assistant Clerk C. Hundley presented the bills, balance and transfers sheet for the July 16, 2018 board meeting for review. Cindy mentioned that there were no amounts in the transfer column and that is partly due the fact that the Village had received their funds from the Macon Co Clerk’s office as well as a check from Illini Township. This bills and transfers sheet did include a breakdown of the CornFest bills, which are paid from the General Fund. An email had been sent to the Village Hall from the Attorney which hadn’t been received in time to include a bill for the printing/mailing of the Special Services Area Tax for Trump Printing. Since they required payment prior to the mailing, this bill was paid by the Legal Firm who now needs reimbursed. The amount was $1,482.38. Motion by Trustee K. Musick, seconded by Trustee L. Hackl to accept the balance sheet and pay the current bills, including the bill for Record & Jankowicz. Upon roll call vote, the trustees voted as follows – Yes: Trustees R. Ewing, F. Musick, D. Fisher, L. Hackl, J. Oakley, K. Musick. Motion carried.

ENGINEER: Nothing.

WATER: Nothing.

BUILDING: Nothing. Atty Jankowicz stated the complaint has been finalized for 224 W Main and should be filed within the next couple of days.

A couple residents had questioned some of the signs blowing around at the Cenex store and Mayor Maloney asked if contact information could be obtained for the owner.

FINANCE: Nothing.

STREET: Trustee Oakley mentioned they had been working on a multi-year plan for street maintenance and sidewalk repair and requested a Street Committee meeting for Thursday, August 2 at 6:00 p.m.

POLICE: Nothing.

SEWER: Nothing.

VILLAGE ATTORNEY: Atty Jankowicz presented the Annual Appropriation Ordinance. He had made the changes as discussed at the prior meeting. A motion was made by Trustee K. Musick and seconded by Trustee R. Ewing to accept the Annual Appropriation Ordinance #729 as presented. Roll call vote as follows: Yes – Trustees J. Oakley, K. Musick, R. Ewing, F. Musick, D. Fisher, L. Hackl. Motion carried.

Atty Jankowicz presented the Ordinance for Small Wireless Facilities. A motion was made by Trustee L. Hackl and seconded by Trustee R. Ewing to accept the Ordinance #730 Small Wireless Facilities as presented. Roll call vote as follows: Yes – Trustees K. Musick, R. Ewing, F. Musick, D. Fisher, L. Hackl, J. Oakley. Motion carried.

The smoking and tobacco delivery ordinance is still being worked on and should be presented at the next meeting.

DIRECTOR OF PUBLIC WORKS: The work should start soon on putting the electrical line in for the well. Everything has been marked and ready to go.

OTHER AND/OR OLD BUSINESS: A question was asked as to broken and older cable TV wires which are dangling and who should be responsible for removing them.

Mayor Maloney reminded the board of the Special Services Area Tax hearing next Monday, July 23 at 6:00 p.m. here at the Village Hall.

Motion by Trustee F. Musick, seconded by Trustee R. Ewing to adjourn. Upon voice vote, motion carried unanimously.

Mayor Maloney adjourned the meeting at 6:57 p.m.
