Village of Warrensburg Village Board met Sept. 4.
Here is the minutes provided by the Board:
CALL TO ORDER: Mayor C. Maloney opened the meeting at the Warrensburg Village Hall on Tuesday, September 4, 2018 at 6:00 p.m. reminding those in attendance that the meeting was being recorded.
THE PLEDGE OF ALLEGIANCE was recited.
ROLL CALL: Present: Mayor C. Maloney, Trustee L. Hackl, Trustee J. Oakley, Trustee K. Musick, Trustee R. Ewing and Trustee D. Fisher. Also present were Attorney, J. Jankowicz, Director of Public Works D. Hadley, Chief G. Wheeler and Village Administrative Clerk S. Brown. Absent was Trustee F. Musick.
MAYOR’S COMMENTS: Mayor Maloney announced the retirement of Sherrie Brown as Village Administrative Clerk. He invited everyone to stay for light refreshments after the meeting. Sherrie thanked the board and the community for making her feel very welcome.
Mayor Maloney issued the Oath of Office to Cindy Hundley for Village Administrative Clerk.
PUBLIC COMMENTS: Mayor Maloney called on Tim Hoffman for a report on the 2018 CornFest. Tim mentioned it was a great year. He asked Lacey Wright to present the financial report and a summary of the survey which was conducted online. The overall results were satisfactory. The committee will be reviewing the suggestions and see what can be done to improve next years festival. 18 different zip codes were represented in the survey.
Income was over budget which was good and the overall profit was over $15,000.00, which leaves the committee in good shape for next year. Tim felt every goal he had personally set had been reached. Parking was talked about as that was one of the major complaints and temporary signs prohibiting parking on certain streets or areas could be put up. The usage of golf carts in the festival area was discussed. Luckily this year, generators were donated but options need to be explored going forward. The main problem this year was volunteers. Trustee Oakley asked about how popular the inflatables were and mentioned there needed to be more for teens. The possibility of a DJ or band more for teens was discussed. A carnival may be an option for next year. There were 600 riders for the Helicopter Rides. The owner was very impressed with the response from the Village of this size.
Tim thanked Village Employees Cody and Cory for their assistance in setting up the event.
The credit card set-up was used mostly in the beer tent and for the bike rides. There was an issue with the ATM and internet availability. The first planning session for 2019 will be Wednesday, September 5 at 6:00 p.m. at the Fire House.
Harold Hawkins asked about a tree which needed trimmed at the corner of Illiniwick & Highland which covers signs. He asked if we should complain to the County about the inability to see the signs. Mayor Maloney will try to take a picture and show the County Highway Dept. at a meeting he will be attending on Thursday.
NEW BUSINESS: Trustee K. Musick presented the Village with a sign she had found at a garage sale with 1880 on it. She suggested maybe a small brass sign with “Established” could be put on it.
REVIEW/APPROVAL OF MINUTES: Minutes of the closed session meeting of June 18, 2018 were presented for review. A motion was made by Trustee Fisher and seconded by Trustee Oakley to approve the minutes. Roll call vote – Yes: Trustee D. Fisher, Trustee J. Oakley, Trustee L. Hackl. Abstain: Trustee K. Musick, Trustee R. Ewing. Minutes of the regular session meeting of August 20, 2018 were presented for review. Trustee J. Oakley mentioned the discussion about the trees on N. Main and that the minutes didn’t reflect including both trees. Motion by Trustee K. Musick, seconded by Trustee R. Ewing to approve the August 20, 2018 regular session minutes as amended. Upon voice vote, motion carried.
VILLAGE ADMINISTRATIVE CLERK: Village Administrative Clerk S. Brown presented the bills and transfers sheet, the income statement along with the budget to actual reports for the September 4, 2018 board meeting for review. Updates are still being made to the LOCiS system. Motion by Trustee K. Musick, seconded by Trustee J. Oakley to accept the balance sheet, pay the current bills and make the transfer as presented. Upon roll call vote, the trustees voted as follows – Yes: Trustees K. Musick, D. Fisher, L. Hackl, J. Oakley, K. Musick, R. Ewing. Motion carried.
ENGINEER: Mark Bingham from Chastain & Associates was here to update the Trustees on the Cape Seal project. The contractor was delayed elsewhere but the plan is to start tomorrow with sweeping the street, weather pending. Oil and Chip would follow. Hope to start the Cape Seal on Sept 17, probably on Co 20.
The Step Aerator has some horizontal cracks, which is letting water out into the field/lagoons. There are a couple options: 1) the most expensive would be to replace it at a cost of approximately $35,000.00; 2) the current permit allows for ways to by-pass the Step Aerator & go through the Chlorine contact tank. We would need to go through a modification of the NPDES permit. The potential cost would depend on what the EPA finding would be. We would have to install a Chlorination pump which we do have. He cautioned that once we ask for the modification it could draw attention to the Village. DPW Hadley recommended to contact the EPA.
Mark spoke to the issues on Illinois St and mentioned the culverts at the top of the street are collapsed and are not flowing as they should be. These should be addressed along with the issues in regards to drainage. He mentioned that the creek is listed as part of the National Wetlands. If we were to touch it, other agencies would have to be involved. So, the goal would be to not do anything with the creek. One suggestion would be to do some regrading of the road to try to get some of the water to flow to the North to an existing culvert. A preliminary survey was recommended.
The Safe Routes to School applications are due November 19 and has been discussed with the school district. The program is to install sidewalks or multi-use paths to the schools. It is a federal program administered by the state. Phase 1 engineering involves environmental signoffs, ensuring all the easements and right of ways are there. The cost estimate is $17,600.00.
The application process involves the school with parent and student surveys. There are check sheets to determine the condition of the sidewalks for walking or biking. It is a good program but very competitive & not much money for the entire state. If a municipality gets the grant it is 100% funded with the exception of the Phase 1 engineering and Phase 2 engineering, which is the design state. Phase 1 has to be done within 6 months of the award, which is done in March 2019. The trustees asked Mark to check and see if the Village had completed Phase 1 in the past.
It was also suggested to include the school district in the discussion about cost sharing.
Walk to School project will be October 10, 2018.
WATER: Nothing.
BUILDING: Mayor Maloney had an updated report from Jim Stapleton on the apartment complex on E. North St & Washington St. and they have made major progress. Mayor Maloney contacted the owner and they have completely repaired the stairs and risers; new or better conditioned doors; landscaping; coated the parking lot; painted & secured railings; redone the laundry room. They still need to fix the support beams for the railings.
FINANCE: Trustee K. Musick will be retiring soon and will be available to assist Cindy in the office if necessary. We still haven’t received a report on the audit.
STREET: The trees on N. Main street have been removed and working on getting the sidewalk repaired. It was discussed about putting a sidewalk across the driveway and one needs to be done due to being ADA compliant. Chief Wheeler mentioned that some construction/repair work was being done at 261 N Main so might want to coordinate with the owner. Trustee Hackl asked if parking spaces could be striped on N. Main St., especially since there are handicapped spots indicated.
POLICE: Nothing.
Chief Wheeler presented the monthly report. He mentioned again there have been 2 accidents on Rt 121 @ North St and would like to try to lower the speed limit through town.
Regarding officer training, Tyler Jenkins has been released and is being scheduled for part-time hours; Cody Talley has finished his orientation and starting training. Sondra Cole’s status is she is currently an officer but is not working & cannot at this time.
Trustee K. Musick asked who the director is of the CIRDC and Jon Thomas is the Exec. Director and Amber Adams is the Director. She is wanting to do a FOIA request and was directed to contact Ed Flynn with Macon County. She also commented that she feels the board should be an open board and not just comprised of Decatur staff.
SEWER: Trustee Hackl asked for Chief Wheeler to address the surveillance cameras. He mentioned it would cost more money to run underground wire. There are 4 camera systems ($269.00) and 8 camera systems ($379.00) running until Sept 7. Each system has its own DVR and could be downloaded to a USB for future viewing. It should be implemented to download on a regular schedule. Trustee J. Oakley moved and Trustee R. Ewing seconded to purchase both systems for a cost up to $800.00 to be divided between water & sewer. Roll Call vote as follows – Yes: Trustee L. Hackl, Trustee J. Oakley, Trustee D. Fisher, Trustee K. Musick. Trustee R. Ewing. Motion carried.
Trustee Hackl asked the status of the generators. They are still here. Trustee K. Musick had held off posting them online in case the Village wanted to take them to the auction. Since the auction isn’t an option, it will be posted they are available for starting bids of $1,500.00.
VILLAGE ATTORNEY: Atty Jankowicz presented Ordinance 731 to be added to Title 8 for Smoking and Tobacco delivery prohibition by minors. It covers all alternative nicotine products. Some of the definitions were from the State statutes along with some of the penalties used in the Village code. A motion was made by Trustee K. Musick, seconded by Trustee Fisher to approve Ordinance #731. Roll call vote – Yes: Trustee R. Ewing, Trustee D. Fisher, Trustee L. Hackl, Trustee J. Oakley, Trustee K. Musick. Motion carried. Atty Jankowicz also mentioned we should pursue the intergovernmental agreement with the School District.
Atty Jankowicz updated the board on the property at 224 W Main. The site can be pulled from the auction on Oct 10 and the Village would state they intend to demolish the property. It could then be included in the next auction. The other option is to let the auction go as planned and then go after the new owner to demolish the building.
DIRECTOR OF PUBLIC WORKS: Nothing.
OTHER AND/OR OLD BUSINESS: Trustee Hackl asked when the decision was made to use the money from the Wind Farm for general fund accounts payable. He asked to be shown in the minutes where it was decided by the board.
Motion by Trustee D. Fisher, seconded by Trustee K. Musick to adjourn. Upon voice vote, motion carried unanimously.
Mayor Maloney adjourned the meeting at 8:21 p.m.
