Village of Warrensburg Village Board met Aug. 20.
Here is the minutes provided by the Board:
CALL TO ORDER: Mayor C. Maloney opened the meeting at the Warrensburg Village Hall on Monday, August 20, 2018 at 6:00 p.m. reminding those in attendance that the meeting was being recorded.
THE PLEDGE OF ALLEGIANCE was recited.
ROLL CALL: Present: Mayor C. Maloney, Trustee L. Hackl, Trustee J. Oakley, Trustee F. Musick, Trustee K. Musick, Trustee R. Ewing and Trustee D. Fisher. Also present were Attorney, J. Jankowicz, Director of Public Works D. Hadley, Chief G. Wheeler and Assistant Village Administrative Clerk C. Hundley.
MAYOR’S COMMENTS: Schools will be starting Wednesday so caution in those areas is encouraged.
With the assistance of Cindy in the office, Memorandums of Understanding were updated and sent to various entities.
The Herald & Review had published the time of 7:00 p.m. for the board meeting and the editor’s manager had been contacted. The social media pages were correct.
Mayor Maloney reminded the board of the Open House at the CIRDC on Friday, August 24 from 1:00 – 4:30 p.m.
PUBLIC COMMENTS: Betty Underwood thanked whomever had trimmed the corner of Co 20 and Route 121, greatly improving visibility.
Harold Hawkins asked if there would be a TIF meeting. There will be an open meeting with those involved in the TIF district, most likely sometime in September.
He also asked about a tree which needed trimmed at the corner of Illiniwick & Highland which covers signs.
NEW BUSINESS: DPW Hadley addressed a sidewalk issue on N. Main involving a couple trees. One has caused the sidewalk to buckle. The homeowners will be contacted.
Mayor Maloney asked if there was any objection to allowing DPW Hadley and staff to abate a tree due to liability and safety concerns. The cost for cutting down & grinding the stump would be approx. $2,000.00 & DPW Hadley to check with Extreme to see if the Village could get both trees taken care of in some sort of package.
REVIEW/APPROVAL OF MINUTES: Minutes of the regular session meeting of August 6, 2018 were presented for review. Motion by Trustee K. Musick, seconded by Trustee J. Oakley to approve the August 6, 2018 regular session minutes as presented. Upon voice vote, motion carried with Trustee R. Ewing abstaining. The June 18 closed session minutes will be presented at the next meeting.
VILLAGE ADMINISTRATIVE CLERK: Assistant Village Administrative Clerk C. Hundley presented the bills and transfers sheet along with the budget to actual reports for the August 20, 2018 board meeting for review. Motion by Trustee K. Musick, seconded by Trustee J. Oakley to accept the balance sheet, pay the current bills and make the transfer as presented. Upon roll call vote, the trustees voted as follows – Yes: Trustees F. Musick, D. Fisher, L. Hackl, J. Oakley, K. Musick, R. Ewing. Motion carried.
AVAC Cindy Hundley mentioned that she & Sherrie have training scheduled for Tuesday morning for acceptance of VISA, MasterCard, Discover for utility payments. LOCiS will confirm on Wednesday on how the payments will be processed in their system.
ENGINEER: Nothing.
WATER: Nothing.
BUILDING: Mayor Maloney had an updated report from Jim Stapleton on the apartment complex on E. North St & Washington St. and they have made little or no progress. Mayor Maloney contacted the property manager who stated that since little progress had been made with the owner, he would be stepping down as manager as of the end of the month. Mayor Maloney advised them another check would be made on Wednesday, August 22 along with the Macon Co Health Department. If the conditions were not improved and with the authority of legal counsel, building inspector and the Health Department, at that time, the complex would be shut down and the tenants would have to move. The owner met with the Mayor the past weekend and he assured the Mayor that the issues would be taken care of. Some equipment had been moved in to start the repairs.
The property at 224 W Main now has a For Sale sign. It is up for auction sale on October 10 at 6:00 p.m. at Richland Community College’s Schilling Center. Minimum bid is $600.00. If there is only 1 bid, the total price is $666.00. Taxes, liens, etc are waived. Information has been sent to our attorney to confirm the information that all back taxes are cleared. Mayor Maloney wanted to confirm there is no use for the Village to purchase this property. Atty Jankowicz was also asked to contact the firm processing the sale for further clarification as to taxes, liens, etc on this property.
Trustee Hackl also mentioned that he has obtained permission from the Cenex owner to begin cleaning up their property at Route 121 and E. Main.
FINANCE: The LOCiS representative will be here on Wednesday to address the issues we have had.
Trustee K. Musick had also been given notification of an unfunded mandate by the State of IL. Because of the auditors, we will need to go from a cash basis to an accrual basis.
STREET: Trustee Oakley had some further conversations with the School District and the engineer in regards to Safe Routes to School project. The engineer will be at the next meeting with some of the details because a decision will need to be made at that point. The school is willing to do the surveys but there is Phase 1 engineering that has to be done. That piece is what is not covered by the grant. The funds for Phase 1 could be expended and there is a chance we might not get the grant.
POLICE: Nothing.
He will be at the CIRDC on Wednesday for a First Responders photo shoot and plans on attending the open house on Friday. The new part-time hire Tyler Jenkins is doing fairly well and will be filling in some of the vacant spots.
Chief Wheeler reiterated the safety concerns with school starting.
Due to another accident at North St & Route 121 on Sunday, Chief Wheeler is asking again to have the speed lowered to 40 m.p.h. through the Village on Route 121.
The current savings on the CIRDC billing, if they continue at the same rate would be $5,580.00 (213 calls since February).
SEWER: Trustee Hackl asked for the surveillance cameras be left on the agenda for the next meeting. Trustee F. Musick questioned why we were reacting instead of being proactive.
VILLAGE ATTORNEY: Atty Jankowicz explained his absence from the prior meeting and thanked the board for their understanding.
The smoking and tobacco delivery ordinance is being worked on and should be presented at the next meeting.
September 21 would be the deadline for the petition against the Special Service Area Tax. It is a double requirement: 51% of the electors and 51% of the property owners. The gentleman passing the petition has contacted Macon Co Clerk a couple of times in regards to the requirements.
DIRECTOR OF PUBLIC WORKS: Nothing.
OTHER AND/OR OLD BUSINESS: Nothing. Trustee K. Musick mentioned there was a residence that was attempting to go from single family dwelling to multi-family dwelling and the zoning officer had been contacted.
Mayor Maloney asked for the Foreclosed/Abandoned/Vacant Property be continued to next meeting.
DPW Hadley mentioned he would like permission to talk with the engineer in regards the ditch on Illinois St.
Motion by Trustee F. Musick, seconded by Trustee L. Hackl to adjourn. Upon voice vote, motion carried unanimously.
Mayor Maloney adjourned the meeting at 7:11 p.m.
