Decatur Park District Board met September 5.

Here is the minutes provided by the board:

The Board of Park Commissioners of Decatur Park District, Macon County, Illinois, met in a regular session on Wednesday, the 5th day of September, 2018 at the hour of 12:00 Noon at the Decatur Park District Administration Office, 620 E. Riverside Avenue, Decatur, Illinois at which time and place there were present the following officers and members of said Board:

Chris Harrison, President

Stacey Young, Commissioner

Jack Kenny, Commissioner

Bob Brilley, II, Commissioner

Absent: Chris Riley, Vice-President

A quorum of the members of the Board of Park Commissioners being present, President Harrison called the meeting to order and declared the Board to be in session for the transaction of business.

The Pledge of Allegiance to the Flag of the United States was recited.

No. 15867: A motion to approve items 1 – 4 on the Consent Agenda was made by Commissioner Kenny and seconded by Commissioner Brilley. All voted aye.

Cape Air Update: Andrew Bonney, Sr. Vice President, attended the meeting to provide a six-month update of air service. He shared a PowerPoint presentation and invited the Board to ask questions.

No. 15868: Staff recommended approval of the purchase of a Toro Reelmaster 5510 Fairway unit for Hickory Point Golf Course. The National IPA price is $57,841.43 and there is $60,000 in the capital budget for this. A motion was made by Commissioner Kenny and seconded by Commissioner Young to approve the purchase as stated. Upon call of the roll, all voted aye.

No. 15869: Staff recommended approval of the purchase of a Toro Workman HDX with high flow hydraulics for Red Tail Run. This will replace a 1992 pull behind aerator and will speed up the aerification process. The National IPA price is $24,059.80 and there is $27,000 in the capital budget for this. A motion was made by Commissioner Kenny and seconded by Commissioner Young to approval of the purchase as stated. All voted aye upon call of the roll.

Airport: Staff is preparing for Scareport and people have started registering for this popular event. It will be held on October 20.

Airport projects are wrapping up for the year, with concrete and painting done on Runway 12/30 and the second phase of painting done in the Hangar Row G project.

Dunn Company has moved farther down Airport Road, and both Airport entrances are now open.

Recreation: Staff is working on fee proposals and Distinguished Agency review items.

Special Olympics will be held at Rotary Park this weekend.

The Fido Scurry and Wags & Waves will be held in Fairview Park and Fairview Pool on Saturday.

Decatur Games begin on September 18 and will culminate on September 29 at Rotary Park.

Sunday is Grandparents’ Day at Scovill Zoo and Overlook Adventure Mini Golf. Staff will provide an update of the number of zoo visitors.

CFO Buhr: Staff has been working on Distinguished Agency Review items as well as facility fee proposals and the 10-year capital plan update.

Golf rounds for the month of August last year were 10,098 and this year are 7,530. The year-to-date total last year was 36,544, compared to this year which is 28,711. Rounds are down about 21% year-to-date, which is what staff had projected.

Commissioners would like to see round counts by course. Discussion continued regarding who no longer golfs, golf demographics, and the upcoming generation. The Park District provides a high-quality product versus other courses where the maintenance level is not the same. The kids’ and women’s programs have grown significantly.

Project Manager: The amphitheater contractors continue to finish pouring concrete and are completing the sidewalks on the north end. Dirt work will be done in the lawn area in the next couple of weeks.

Five contractors were on site at the aquatics facility yesterday. The leisure pool is completely dug and drains are going in. Parking lot paving will start tomorrow to add additional stalls. Ameren is putting in the gas line today and will then start on the temporary power supply for use by the contractors. Work continues on the mechanical building and the addition of a temporary access drive off of route 36.

The Scovill Zoo train extension has all piers in, and contractors are forming the abutments. Dirt work for the parking lot expansion at the Children’s Museum should be done by the end of this week.

At the soccer complex, the water lines for the pavilion and restrooms are in, and the footings can be started. This project may be done late this fall and will be ready when outdoor soccer starts in the spring.

Of note: there will be three concession areas opening up next summer: amphitheater, aquatics center, and soccer pavilion.

While digging at the pool site, workers hit water. Water 10-14 feet underneath could float the pool or the tanks. It was determined that there is enough weight and stability in the pool that this will not be a problem.

Executive Director: There is a need for an executive session for the discussion of the closed session minutes and to determine which are to remain closed, the sale or lease of property, and personnel.

Commissioner Brilley made and Commissioner Young seconded a motion that the meeting move into closed session. All voted aye and the meeting moved into closed session at approximately 12:50 p.m.

A motion made by Commissioner Kenny to adjourn the closed session and return to open session was seconded by Commissioner Brilley and unanimously approved.

When the Commissioners returned into open session, a motion was made and seconded that the closed session minutes from 7/03/2018, 7/18/2018, 8/01/2018 and 8/15/2018 remain closed. All voted aye.

The updated ADA Transition Plan will be posted on the Decatur Park District website and will be available for public viewing in the Administration Office and open for public comments.

A motion was made by Commissioner Young and seconded by Commissioner Brilley to adjourn the meeting and was unanimously approved.
