Village of Warrensburg Village Board met May 6.

Here is the minutes provided by the board:

CALL TO ORDER: Mayor Maloney opened the meeting at the Warrensburg Village Hall on Monday, May 6, 2019 at 6:00 p.m. reminding those in attendance that the meeting was being recorded.

THE PLEDGE OF ALLEGIANCE was recited.

ROLL CALL: Present: Mayor Maloney, Trustee Fisher, Trustee Ewing, Trustee Hackl, and Trustee Oakley. Also present were Attorney J. Jankowicz, VAC Hundley, DPW Hadley and Chief Wheeler.

MAYOR’S COMMENTS: He reminded everyone the Golf Cart Annual Registration fees are now due.

He administered the oath of office to the elected Trustees: Leland Hackl and John Oakley.

3 letters of interest had been received for the 2 vacant seats on the board. Mayor Maloney opened the floor to the board members to ask questions. A couple questions were asked of Ed Lock as he was the only applicant present. With the advice and consent of the board, Mayor Maloney appointed Ed Lock to one of the vacant positions. Roll call vote – Yes: Trustees Fisher, Oakley, Hackl & Ewing. He then administered the oath of office to Ed Lock and appointed him to Chair Building/Land, which had been the position of Karen Musick and also serve on the other committees she had been appointed to. Trustee Hackl wanted to clarify the Village was legal to appoint someone for Karen Musick’s position without her previously being sworn in after the spring election. The board was reassured we were in compliance per the County Clerk’s office. Mayor Maloney will continue to reach out to the other 2 persons who had expressed interest in the position.

PUBLIC COMMENTS: Harold Hawkins stated he would wait until Ordinance 737 was presented.

NEW BUSINESS: A request had been received from Barclay Public Library in regards to their Backyard Movie. Trustee Oakley suggested the Community Celebration be contacted for a donation. Mayor Maloney asked it to be put on the agenda for the May 20 meeting. He will attend the CornFest meeting and report back to the board.

Mayor Maloney had received numerous complaints about vehicles speeding in Morraine Highland addition. Mayor Maloney had purposely tried to go faster than 30 mph and was unable to do so. A petition was presented asking for the speed limit be lowered from 30 mph to 20 mph. Chief Wheeler explained how the department would be able to do radar enforcement and stated if this is done in one area, the Village may be asked to change their speed limits as well.

REVIEW/APPROVAL OF MINUTES: Minutes of the regular session meeting of April 15, 2019 were presented for review. A motion was made by Trustee Fisher, seconded by Trustee Oakley to approve the minutes of the April 15, 2019 regular session. Motion carried, with Trustee Lock abstaining.

VILLAGE ADMINISTRATIVE CLERK: Village Administrative Clerk C. Hundley presented the bills, balance & transfers sheet for May 6, 2019, along with the budget to actual reports for FY 19 and Income for FY 20 to the board for review. A couple changes were being made to the Accounts Payable breakdown. The 2 bills for Vulcan Materials will be paid out of the Road & Bridge fund instead of the General fund. Trustee Oakley asked several questions as to expenses for Road & Bridge. Trustee Oakley asked about the difference in the Bond payments vs what was in the budget for 2020. A motion was made by Trustee Oakley, seconded by Trustee Ewing to accept the balance sheet, pay the bills as presented and make the appropriate transfers, including the reclassification of the 2 bills for Vulcan to R & B and a transfer from the Water Fund to the General Fund in the amount of $10,000.00 & $5,000 to PPF. Roll call vote: Yes – Trustees Ewing, Lock, Fisher, Hackl & Oakley. Motion carried.

Cindy had contacted Buena Vista in regards to new signature cards on all the accounts and she was told what all would be needed from the authorized signers, such as D.L.’s, contact information & SSN. Since there are many accounts, the bank would appreciate as much advance notice as possible.

ENGINEER: Mark Bingham announced that out of 168 applicants, 28 grants for the Safe Route To School project were awarded and the Village of Warrensburg was one of the recipients. He presented the board with a draft of the project showing a map of the improvements, an agreement for engineering services and the scope of service phases. The Phase 1 Engineering Agreement for Professional Services will need to be passed at either this board meeting or the next. Survey work and the engineering report will need to be completed within 6 months. Representative of the W-L School District were in attendance and asked about the different time frames. Phase 1 and Phase 2 engineering have to be done within 6 months of the award; Project has to be on the State Letting within 18 months; Construction done within 3 years. There are steps that have to be gone through to receive the funding. Mark recommended to the Board they establish a team to work on the project(s). The project development report will outline the steps in the process. Mark confirmed the Village has 3 years from the award date. Trustee Oakley asked Mark to confirm the engineering costs were not reimbursable from the grant. Phase 3 is the construction portion and that is reimbursable from the grant. The school district asked if other grants were available and Mark explained there were several, including another SRTS Grant.

Trustee Oakley asked if there was a reason to only approve Phase 1. Mark explained the purpose of handling it in this manner.

Mark presented the cape seal project budget.

Chief Wheeler did report the case had been settled in regards to the damage done to the road(s) and the offender had been ordered restitution for the damage.

WATER: Nothing.

BUILDING: Nothing.

FINANCE: Nothing.

STREETS: Nothing. Mayor Maloney added Danny Hadley, Keith Hackl, Trustees Oakley & Hackl along with Chief Wheeler and Superintendent Kendrick-Weikle for the SRTS program and future projects.

POLICE: Nothing. Chief Wheeler passed out the monthly report for April. He explained some of the items listed on the report. May 11th, the Special Olympics will be here. Everyone is invited to attend and support the athletes. Officer Cody Talley has completed his training and is beginning his field training.

SEWER: Nothing.

VILLAGE ATTORNEY: Atty Jankowicz presented Ordinance #737 Amending Wastewater Service Charges for board approval. He briefly went through the ordinance to make certain everything was understood. A motion was made by Trustee Oakley, seconded by Trustee Ewing to adopt Ordinance #737. Roll call vote: Yes – Trustees Ewing, Fisher, Hackl, Oakley and Lock. Motion carried.

Chief Wheeler & Atty Jankowicz did go to court on the prosecution of the case involving nicotine products. The defendant was fined and given 90 days to pay.

DIRECTOR OF PUBLIC WORKS: Nothing.

OTHER AND/OR OLD BUSINESS: Chief Wheeler reported that since Officer Talley had completed his training, we should be receiving his tuition costs back.

Mr. Hawkins asked if the Ordinance Violations involving non-mowing of grass included a fine. It’s not an automatic fine but they can be fined 10 days once notice is given.

A motion was made by Trustee Lock, seconded by Trustee Hackl to adjourn. Motion carried. Meeting adjourned at 7:27 p.m.
