Village of Forsyth Board of Trustees met May 20.

CALL TO ORDER
Mayor Marilyn Johnson called the meeting to order at 6:30 P.M.

Upon call of the roll, the following members were physically present: Mayor Marilyn Johnson, Trustee Bob Gruenewald, Trustee Dave Wendt, Trustee Jeremy Shaw, Trustee Jeff London, Trustee Jim Peck, and Trustee Kerry Denison.
Absent: None.
Staff Present:
Village Administrator David Strohl, Village Attorney Jeff Jurgens, Community and Economic Development Coordinator Nik Duffle, Library Director Rachel Miller and Village Treasurer Rhonda Stewart.
Others Present:
Deputy Burgener, Charles Frey, Datrice Weathers, John Hanson, Richard Moore and John Moody.
CONSENT AGENDA
Consideration of items listed on the Consent Agenda under the omnibus vote designation:

Motion: Trustee Peck made the Motion to approve the Consent Agenda as presented and Trustee Wendt seconded.

PUBLIC COMMENT
Mayor Johnson stated that, at this time, the public has the opportunity to express views or make comments to the Mayor and Board of Trustees on agenda items or any other Village issue. Mayor Johnson asked that comments be limited to not more than three (3) minutes and opened the meeting for the public to address the Board.

ADMINISTRATION REPORTS
1. Law Enforcement Report
Deputy Burgener stated there had been a few retail thefts, accidents and disorderly conducts at the mall and hotels.
2. Village Staff Reports
Trustee Gruenewald commented on the Economic Development Report and mentioned the several line items that are good where we are moving dirt. He then asked Community and Economic Development Coordinator Duffle about the numerous resident complaints. Community and Economic Development Coordinator Duffle replied that most of them were about grass not being mowed and he sends a letter to those people. Trustee Gruenewald then asked about the Engineer’s report which had mentioned the grant administrator; IDNR; said in a letter we would not get the grant until September. Village Administrator Strohl replied his understanding was that IDNR sends the grant request to the National Park Service and it may be awarded in June and then there is a process after that, so it will push it to the fall. Trustee London then stated he was at some tournament games on Saturday and received many comments on how good the ball diamonds looked and on the new temporary flag pole. Trustee Peck stated the ground was so soft that the new pole would be installed later, closer to the scoreboard. Trustee London also asked about the new backstop. Village Administrator Strohl stated a few of the projects had been on hold waiting for the new Public Works Director to start; hopefully on Wed. Trustee Shaw asked if there was a resolution sent to residents of Park Place with a timeline of when the road would be fixed. Village Administrator Strohl stated the contractor will be on site after Memorial Day. Trustee Wendt stated Village Engineer Cave was going to get a letter to the residents after she met with the contractor. Trustee Peck asked if we were still going to be able to have the flags up by Memorial Day. Village Administrator Strohl said yes.
OLD BUSINESS
1. Ordinance Number 2019-13, An Ordinance Approving And Authorizing The Execution Of A Tax Increment Financing (TIF) District Redevelopment Agreement By And Between The Village Of Forsyth, Macon County, Illinois And Hickory Point Bank & Trust (Community And Economic Development Coordinator Duffle)
Village Administrator Strohl made a point for the record that Trustee London would not be able to participate in the discussion; nor vote; on Old Business #1 and New Business #1 due to his residence being in the current existing boundaries of the TIF district. Community and Economic Development Coordinator Duffle explained the Ordinance that was previously discussed by the Board. Trustee Peck agreed and said he liked the way this came out and would support it.
Motion: Trustee Wendt made the Motion to approve the Ordinance Number 2019-13, An Ordinance Approving And Authorizing The Execution Of A Tax Increment Financing (TIF) District Redevelopment Agreement By And Between The Village Of Forsyth, Macon County, Illinois And Hickory Point Bank & Trust and Trustee Denison seconded.

NEW BUSINESS
1. Ordinance Number 2019-14, An Ordinance Providing For And Approving The First Amendment To The Forsyth Tax Increment Financing District Redevelopment Project Area, Plan & Projects (Community And Economic Development Coordinator Duffle)
Community and Economic Development Coordinator Duffle explained this Ordinance was to remove to remove Trustee London’s property from the existing TIF District.
Motion: Trustee Peck made the Motion to approve the Ordinance Number 2019-14, An Ordinance Providing For And Approving The First Amendment To The Forsyth Tax Increment Financing District Redevelopment Project Area, Plan & Projects and Trustee Gruenewald seconded.

2. Ordinance Number 2019-15, An Ordinance Approving And Authorizing The Execution Of A Professional Services Agreement For The Second Amendment To The Forsyth Tax Increment Financing (TIF) District By And Between The Village Of Forsyth, Illinois And Jacob & Kline, Ltd. And The Economic Development Group, Ltd. (Community And Economic Development Coordinator Duffle)
Community and Economic Development Coordinator Duffle explained this Ordinance would allow the Village to expand the TIF District. Trustee Peck noted the schedule mentioned a Public Hearing for September 2nd which is Memorial Day and a non-meeting date. Trustee Shaw asked about the date and time for the meeting and Community and Economic Development Coordinator Duffle stated he would read it after this Ordinance was approved. Trustee Gruenewald asked about the map and if there was any property north of the mall that should be included. The area was discussed. Village Administrator Strohl said it could be looked at and the map could still be changed.

Community and Economic Development Coordinator Duffle stated for the record the Public Meeting Announcement; The Public Meeting for the Proposed Second Amendment to the Village of Forsyth TIF District, to be held June 17. 2019 at 6PM in the Forsyth Village Hall, 301 S. Rt. 51, Forsyth, Il. The purpose is to enable the Village to Advise the public, taxing Districts having real property in the redevelopment project area, taxpayers who own property in the redevelopment project area, and residents in the area as to the Village’s possible intent to prepare an Amendment to the Forsyth TIF District Redevelopment Plan and to designate an Amended Redevelopment Project Area and to receive public comment.
