City of Sullivan City Council met Aug. 12.

Here is the minutes provided by the council:

1 The City Council of the City of Sullivan, Illinois, met in regular session on Monday, August 12, 2019, at 7. 00 p.m. at the Elizabeth Titus Memorial Library, 2 West Water Street, Sullivan. The meeting was called to order by Mayor Glazebrook. A roll call was taken.

2. Mayor Glazebrook asked ifthere were any comments from the public. Nancy Barker questioned if any progress has been made on the flooding and road conditions on Eastview and Eastlawn. Commissioner Hargis responded that they are looking into many issues at this time. Mike Kirk explained that he sold a lot in the Burdick subdivision and is aware of interests in some of the other lots. He requested a time frame for the completion of the installation of the electric within the subdivision. Mayor Glazebrook told Mr. Kirk they would get an answer to his question within the next couple days. Nancy Drury asked why the Council meeting regarding Titus was changed and how the public was notified. Mayor Glazebrook answered that the public was notified and the Council needed to move forward on the issue. He explained that notification was on the City website and posted as required for special meetings. Bob Ingram asked for clarification on the Council' s vote on the Titus property and if there was an option not to go to auction. Mayor Glazebrook read the motion and explained that the Council made the decision to move forward and they were going to allow the trustee to sell the land at public auction. He continued that they have the option to buy some or all of the land at public auction. Nancy Barker responded that she didn' t realize that the trustee could have sold or given the property to the city without having to hire a middleman at the cost to the City She thinks that this should have been explained to the public.

3 Mayor Glazebrook read the items on the consent agenda.

Approval of minutes of the public hearing and the previous regular meeting held July 22, 2019

Approval of minutes of the special meeting held July 31, 2019

Approval of claims except those in the TIF IV funds

Approval of Resolution 19- R—Council Resolution of Support for

Community Development Block Grant

A motion was made by Commissioner Woodworth and seconded by Commissioner Sherwood that the consent agenda be approved. Upon a roll call being taken, the results were as follows

Commissioner Chuck Woodworth yea

Commissioner Peggy Hargis yea

Mayor Richard Glazebrook yea

and the motion was declared carried by omnibus vote.

5 A motion was made by Commissioner Hargis and seconded by

Commissioner Sherwood to approve the claims for TIF IV Upon a roll call being taken, the results were as follows.

Commissioner Peggy Hargis yea

and the motion was declared carried.

6 Commissioner Sherwood reported that the Park Department along with the assistance of the Electric Department, installed a redskin head above the scoreboards at the park. She thanked Herb Bricker for his efforts and the Electric Department for their assistance.

7 Commissioner Fowler stated that he had nothing to report at this time.

8 Commissioner Woodworth reported that the Water and Sewer Departments have repaired leaks, assisted the Village of Bethany with a leak repair and completed monitoring and sampling of the water quality of Asa Creek. Next week they will begin boring 660 feet of new water main for an interconnect with Rural Water at the Burdick Subdivision. Commissioner Woodworth thanked Atchison' s Electric for their quick response and repair to a blown capacitor that was causing mechanical issues at the Sullivan Marina lift station.

9 Commissioner Hargis reported that the Street Department has been working on the repair, brush pick up and oiling and chipping over 30 blocks. She received a report from the Police Department that the Street Department rescued a kitten from the storm sewer on Sunday.

10 Mayor Glazebrook thanked the Police Department for their quick action today and for the work that they do every day He reported that he has had some recent meetings about development in the community

11 Dan Flannell explained that this is the second year for the full-time resource officer contract with the school district. The purpose of this contract is to provide security in the schools while also providing daily relationships between the officers and the kids in the community and at school. There is a$ 1, 000 increase in the contract for a total of$ 31, 000. Jared Hayse is the current school resource officer A motion was made by Commissioner Hargis and seconded by Commissioner Woodworth to approve the Intergovernmental Agreement with the Sullivan School District for a School Resource Officer Upon roll call being taken, the results were as follows

And the motion was declared carried.

12. A motion was made by Commissioner Woodworth and seconded by Commissioner Sherwood to approve the bid for the Dodge Ram 2500 Crew Cab for the Gas Department, the results were as follows

and the motion was declared carried.

13 A motion was made by Commissioner Woodworth and seconded by Commissioner Sherwood that the Council retire to closed session pursuant to the statutory exception contained in chapter 51LCS 120/ 2 ( c)( 2) for the purpose of discussion of collective negotiating matters between the City and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees. Upon roll call being taken, the results were as follows

and the motion was declared carried.

14 The meeting was adjourned into closed session at 7. 22p.m.

15. Mayor Glazebrook reconvened the meeting at 7 50p.m.

16 A motion was made by Commissioner Woodworth and seconded by Commissioner Fowler that the meeting be adjourned. Upon roll call being taken, the results were as follows.
