City of Clinton City Council met Aug. 19.

Here is the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall, Monday, August 19, 2019 at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Edmunds, Buchanan, Wise and Ballenger were present.

Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger that the minutes of the regular meeting of August 5, 2019 be approved as submitted. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan and Mayor Cyrulik voted “Yes”.

PETITIONS AND COMMUNICATIONS

None

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik reported that the last meeting he stated he was meeting with the engineer, contractor and the maintenance supervisor regarding the Hospital parking lot water drainage issues. The Hospital needs to do some repairs on the parking lot for the water drainage that was not in the contract and it needs to be addressed before winter.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported the department is picking up brush this week. He stated that it is getting out of hand with needing all the departments to help out. They are spending way too much time having to pick up brush and he is working on changes to the Ordinance. He also announced there will be a public information meeting regarding the Center Street Re-Construction Project (which is scheduled for construction next summer 2020) on Tuesday, August 27th from 5:00 p.m. – 7:00 p.m. at City Hall for all residents who live along Center St.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported before the Center St. Project gets started they need to have hydra-stops put on two hydrants (Jefferson & Center and South & Center) so in the future they won’t have to cut into the new pavement. The purchase of those hydra-stops will be put in the Budget for next year and get done before the project starts next summer. He also stated that the fire hydrants have been painted and the summer help did a good job and the lime sludge removal should be done shortly and the department will be placing On File at the next meeting the purchase of a Metal Shut-off Box Locator.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger reported that On File the Fire Department will have new tires put on Tower 3 and he also stated that the Firemen have had a lot to deal with over the past few weeks so if you see any of them just tell them thanks for all they do.

Police Chief Lowers reported on an Ordinance that will be placed On File tonight regarding Tobacco Products. There are a lot of children vaping as young as Jr. High up through High School and this Ordinance will be put in place since the age to buy tobacco products has changed to 21.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds reported that the Sales Tax was down $14,000.00 but the City hasn’t started receiving any sales tax from Goodwill or Tractor Supply as of yet and looking forward to that starting.

UNFINISHED BUSINESS

Written motion was made by Mayor Cyrulik and seconded by Commissioner Edmunds to adopt Ordinance #1503, An Ordinance Authorizing Sale of Personal Property Owned by the City of Clinton, Illinois Hospital (40 used office waiting room chairs and related furniture from the Family Medicine waiting room). On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.

Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan to approve the Purchase of a Leak Detector for the Water Dept. from Subsurface Solutions in the amount of $4,603.50. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.

NEW BUSINESS

On File – Exemptions for Vendors of the Apple-n-Pork Festival

On File – Purchase of 10 Tires for Tower 3/Fire Dept. – Walker Tire & Exhaust – $5,500.00

On File – Ordinance Amending Chapter 3 of Title 4 – Brush, Shrubbery and Grass

Commissioner Ballenger would like to put On File Ordinance Amending Chapter 5 of Title 5 – Tobacco Products

The Mayor announced the Summer Concert on the Square will be held Saturday, August 24th with Hannah Ellis and Everette starting at 7:00 p.m.

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Edmunds to adjourn the meeting. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.
