City of Clinton City Council met Oct. 21.

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall, Monday, October 21, 2019 at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Wise, Edmunds and Buchanan were present. Commissioner Ballenger was absent.
Written motion was made by Commissioner Buchanan and seconded by Commissioner Edmunds that the minutes of the regular meeting of October 7, 2019 be approved as submitted. On roll call vote, Commissioners Edmunds, Buchanan and Mayor Cyrulik voted “Yes”. Commissioner Wise voted “Present”.
The bills and payroll were read.
Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Buchanan, Wise, Edmunds and Mayor Cyrulik voted “Yes”.

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS
Mayor Cyrulik had no report.
REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS
Commissioner Buchanan reported the RR crossing on E. Jefferson St. is closed for repairs and should be back open by the end of the week. This week is brush pick-up and will start the new ordinance and the street employees will be going around town assessing the piles and giving people warnings and talking to them if they are home and if not they will leave a door knocker. They will pick up the brush this time but next month they won’t if it is too large. Starting in December, January and February there will be no brush pick-up. The leaf vac will be out and the leaves need to be in the right-of-way and not in the street and they will pick up until the end of November. The new alley maintainer is in and they will start working in the alleys.
REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY
Commissioner Wise reported there is a piece of equipment at the Water Plant, which is the pump that puts the chlorine into the water system that has never worked right so they have a new one ordered and it is a newer type and will work much better and they will eventually order another one for a back-up.

Commissioner Ballenger was absent.
REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES
Commissioner Edmunds reported the Non Home Rule Sales Tax is down $1,900.00 and the Sales Tax is up $7,600.00, which is good news.
UNFINISHED BUSINESS
Written motion was made by Commissioner Wise and seconded by Commissioner Edmunds to approve the Purchase of a Roto-Jet Hose Washer for the Fire Dept. from Circul-Air Corp. in the amount of $11,800.00. On roll call vote, Commissioners Wise, Edmunds, Buchanan and Mayor Cyrulik voted “Yes”.
Written motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan to approve the Purchase of a Firefighting Hose for the Fire Dept. from Municipal Emergency Services in the amount of $3,004.00. On roll call vote, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.
Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan to approve the Purchase of a Line Locator for the Water Dept. from Subsurface Solutions in the amount of $5,103.00. On roll call vote, Buchanan, Wise, Edmunds and Mayor Cyrulik voted “Yes”.
Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise to adopt Ordinance #1506, An Ordinance Authorizing the Execution of the Illinois Municipal League Risk Management Association Minimum/Maximum Contribution Agreement in the amount of $223,774.65. On roll call vote, Wise, Edmunds, Buchanan and Mayor Cyrulik voted “Yes”.

With no further business to come before the Council, a motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.
