Village of Mt. Zion Village Board met Oct. 21.

Mayor Williams called the Meeting of the Mt. Zion Village Board of Trustees to order at 5:15 p.m. in the Village Hall Board Room. The following Board Members were present for roll call: Mike Mose, Chris Siudyla, Ellen Ritchie, Donna Scales, and Kevin Fritzsche. Also present were Village Administrator, Julie Miller, Director of Public Works, Chad Reynolds, Chief of Police, Adam Skundberg, Director of Parks & Recreation, Tiffany Wilson, Event Coordinator, Tiffany Ball, Village Treasurer, Corey McKenzie, Village Attorney, Ed Flynn, Police Lieutenant, Mike Foster, and Village Clerk, Dawn Reynolds. Wendy Kernan was absent.
Pledge of Allegiance
Public Forum: Six (6) people were present. No one wished to address the Board at this time.
Consent Agenda: A motion was made by Trustee Mose to approve the Consent Agenda as presented, seconded by Trustee Fritzsche. A breakdown of Fund Warrants for the period ending October 21, 2019 is as follows: General Fund - $124,850.96, Motor Fuel Tax - $8,665.26, TIF - $282,071.95, Water Revenue Fund - $165,018.05, and Sewer Revenue Fund - $39,562.96. A roll call vote was taken: Mose yea, Siudyla-yea, Ritchie-yea, Scales-yea, and Fritzsche-yea. Motion carried 5-yea, O-nay, 1-absent.
Discussion and Approval of Responses to the Residential Refuse. Recycling and Yard Waste Program - RFP: Administrator Miller presented to the Board the single RFP received from Advanced Disposal Services. Waste Management gave a no bid letter. Under State Statutes, the Village can enter into an exclusive contract awarded to a private company to provide a service such as refuse removal. Wear and tear on the streets one of the biggest benefits to having one garbage hauler. Advanced Disposal's proposal includes all waste services picked up on Thursday of every week with a Friday pick-up for holidays, a free 95 gallon cart is required for waste pick-up with an additional fee for a 2nd cart, a free 65 gallon cart is available by request for recycling, a special annual curb side pick-up day, no dumpster fees to the Village, and lower residential fees for the first 3 years of the 5 year contract.
The Village and Advanced Disposal will notify residents of the new program being implemented January 1, 2020. Also, an ordinance amending Chapter 97 Refuse Removal will be presented at the November 18th Board meeting.
A motion was made by Trustee Mose to accept and approve the proposal from Advanced Disposal pending final contract review by the Village Attorney and authorize the Mayor to execute any and all documents related to contract and proposal as presented, seconded by Trustee Fritzsche. A roll call vote was taken: Mose-yea, Siudyia-yea, Ritchie-yea, Scales-yea, and Fritzsche-yea. Motion carried 5 yea, O-nay, 1-absent.
Discussion and Approval of Mayoral Recommendation and Appointment to the Mt. Zion Police Pension Board - Dan Martini: Mayor Williams presented for consideration the appointment of Dan Martini to the Mt. Zion Police Pension Board for the remainder of the vacant term ending April 2021.
A motion was made by Trustee Fritzsche to approve and confirm Dan Martini to the Mt. Zion Police Pension Board to fill the remainder of the vacant term ending April 2021 as presented, seconded by Trustee Scales. A roll call vote was taken: Mose-yea, Siudyla-yea, Ritchie-yea, Scales-yea, and Fritzsche-yea. Motion carried 5-yea, O-nay, 1-absent.
Discussion and Approval of the 2020 Holiday and Village Meetings Schedule: Presented for consideration was the annual Holiday and Meeting Schedule for 2020. The Village is required to post the annual schedule for public information.
A motion was made by Trustee Ritchie to approve the 2020 Holiday and Village Meeting Schedule as presented, seconded by Trustee Mose. A roll call vote was taken: Mose-yea, Siudyla-yea, Ritchie-yea, Scales-yea, and Fritzsche-yea. Motion carried 5-yea, O-nay, 1-absent.
Discussion and Approval of an Ordinance Amending Chapter 71 – Traffic Schedules in the Code of Ordinances for the Village of Mt. Zion, Illinois: Administrator Miller presented for consideration an ordinance amending Chapter 71 Traffic Schedules to create a four way stop at Florian Avenue and Westside Drive under the recommendation of Chief Skundberg. Several resident requests were received for the four way stop due to the increased amount of pedestrians from the bike trail, school bus stops, and the speed of vehicles traveling on Florian. The Police Department reviewed the accident history and monitored the area. Under State law, if stop signs are to be placed by the local authority, an engineering study should be accomplished and an ordinance must be approved. Although, an engineering study was not performed, based on the number of children and pedestrians utilizing the trail, staff has recommended that each intersection be a four way stop.
If approved, the Public Works Department will install the stop signs and place speed limit signs in 30 days. Also, an alert will be sent out to notify the public of the new stop signs and an alert will be posted on the Village website.
A motion was made by Trustee Mose to approve the Ordinance Amending Chapter 71 - Traffic Schedules as presented, seconded by Trustee Ritchie. A roll call vote was taken: Mose-yea, Siudyla-yea, Ritchie yea, Scales-yea, and Fritzsche-yea. Motion carried 5-yea, O-nay, 1-absent.
Discussion and Approval of Resolution Authorizing the Village of Mt. Zion to Purchase a 2020 Ford F550 4X4: Administrator Miller presented for consideration a resolution authorizing the purchase of a 2020 Ford F550 4X4 Truck with a dump bed and snowplow from Morrow Brothers Ford in Greenfield, Illinois through the State of Illinois Joint Purchase Program (State Bid) for $87,880.00. The payments will be $16,287.01 for the next six years beginning December 1, 2020. The truck will be replacing a 1996 Chevy 3500 Dump Truck with numerous repairs needed.
If approved, the 1996 Chevy will be sold as surplus. Also, Prairie State Bank provided the lowest interest rate.
A motion was made by Trustee Fritzsche to approve the Resolution authorizing the purchase of a 2020 Ford F550 4X4 from Morrow Brothers Ford in the Amount of $87,880.00 and authorize the Village Administrator to execute all necessary documents for the purchase as presented, seconded by Trustee Scales. A roll call vote was taken: Mose-yea, Siudyla-yea, Ritchie-yea, Scales-yea, and Fritzsche-yea. Motion carried 5-yea, O-nay, 1-absent.
Discussion and Approval of An Ordinance for the Levy and Collection of Direct Annual Tax to Pay Annual Installments Beginning January 1, 2020 of the Village of Mt. Zion, County of Macon, State of Illinois: Administrator Miller presented for consideration an ordinance asking the County Clerk to levy a direct tax for the annual installments of the Ford F550 4X4 Truck with a dump bed and snowplow. The levy term is annual for six years in the amount of $16,287.01 and is equal to approximately $.014 per 100 of EAV on all property within the Village.
The Ordinance will be published twice in the newspaper and if no petition is received after 30 days, it will be recorded with the County Clerk for extension.
A motion was made by Trustee Scales to approve the Ordinance for the Levy and Collection of Direct Annual Tax to Pay Annual Installments Beginning January 1, 2020 of the Village of Mt. Presentation of the Proposed FY 2020-2024 Capital Improvement Plan – Corey McKenzie: Treasurer McKenzie presented a power point that outlined upcoming projects and recommendations from staff for the Village's infrastructure maintenance.
Administrator & Staff Items: Treasurer McKenzie reported his absence for the November 18th Board meeting.
Coordinator Ball reported her absence for the November 18th Board meeting.
Director Reynolds reported that the Public Works Department will be finishing the handicap sidewalk area of the bike trail this week.
Mayor & Trustees Items:
Trustee Mose inquired about the 11th Officer request.
Executive Session - Section 2012) - Collective Bargaining and Section 2c41) - Compensation of Specific Employees: A motion was made by Trustee Mose to enter Executive Session at 5:48 p.m., seconded by Trustee Fritzsche. A voice vote was unanimous, motion carried.
A motion was made by Trustee Fritzsche to exit Executive Session at 6:44 p.m., seconded by Trustee Mose. A voice vote was unanimous, motion carried.
Administrator Miller informed the Board of upcoming agenda items.
