City of Clinton City Council met Dec. 2.

Here is the minutes provided by the council:

Minutes of the Public Hearing for the Annual Levy of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall, Monday December 2, 2019 at 6:45 p.m. On roll call Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik were present.

Mayor Roger Cyrulik opened the public information session. Commissioner Edmunds reported according to the Supervisor of Assessments the annual EAV increased just over 3%. There are credits on that because of the Homeowners Valuation and Senior Exemption and the levy is based on the 3.05% for the purposes of truth and taxation. We are not required to do truth and taxation or to hold this hearing since we are not over 5% but the City likes to hold the hearing anyway. If you take what the City is levying this year it comes to an effective tax rate of.21 or around 1/5 of 1%, which is not much of a change. One thing the City is doing which is a major change and that is where as the dollars would be the same the City is switching those from the Social Security levy to the Fireman’s pension fund because the Fireman’s pension fund needs to be increased substantially to take advantage of better investment opportunities if we get over two million dollars and we are taking that from the amount that would have gone to the Hospital in Social Security but they have an exceptionally good cash position, which is better than it has been in several years.

Mayor Cyrulik asked for any comments by the Council or by those attending the hearing. Hearing none, motion was offered by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the hearing. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall, Monday, December 2, 2019 at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Wise, Ballenger, Edmunds and Buchanan were present.

Written motion was made by Commissioner Wise and seconded by Mayor Cyrulik that the minutes of the regular meeting of November 18, 2019 be approved as submitted. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Ballenger that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.

PETITIONS AND COMMUNICATIONS

None

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik reported Mediacom will be having some rate changes on December 15th and the citizens will be notified of this change.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported due to the weather this will be the last week for the leaf vac pick-up. After this week they will need to be bagged and the department will pick them up. They will also be picking up brush due to the wind storm and then brush pick-up will be suspended until March unless there is a storm.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported the department is running smoothly and he hoped everyone had a Happy Thanksgiving.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger reported the Christmas decorations on the Square look very nice and thanked all the departments for a job well done. He also stated the play equipment at Downey Park is being taken down due to being unsafe and it will be replaced with new equipment in the near future.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds reported the Sales Tax and Non-Home Rule Sales Tax combined increased by $3,600.00.

UNFINISHED BUSINESS

Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise to adopt Ordinance #1508 (Black property), Ordinance #1509 (Clark property), Ordinance #1510 (Ryan property), An Ordinance Abating Taxes for Certain Territory in the City of Clinton, Illinois. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Ballenger to adopt Ordinance #1511, An Ordinance Increasing Tax Rate for Street & Bridge Purposes and Ordinance #1512, An Ordinance Levying Tax for Street Lighting Purposes. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan and Mayor Cyrulik voted “Yes”.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise to adopt Ordinance #1513, Annual Levy Ordinance. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.

NEW BUSINESS

On File – 2020 MFT Summer Maintenance - $100,000.00

On File – Brush Grinding ($13,600.00) & Leaf Disposal ($16,000.00)/Yard Waste

Facility – R & R Services of Illinois Inc. - $29,600.00

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.
