City of Clinton City Council met Feb. 17.

Here is the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall, Monday, February 17, 2020 at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Buchanan, Wise and Ballenger were present. The City Clerk announced that Commissioner Edmunds has made a timely request to attend the meeting electronically for medical reasons. The Council had no objections to electronic attendance and Commissioner Edmunds’s request to attend electronically was approved and he was declared present.

Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger that the minutes of the regular meeting of February 3, 2020 be approved as submitted. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan and Mayor Cyrulik voted “Yes”.

The bills and payroll were read.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.

PETITIONS AND COMMUNICATIONS

Tim Followell, City Administrator addressed the Council on the upcoming 2020 Census Count and how important it is for everyone to fill out the forms and return them. We need everyone to be counted as it brings dollars to the City.

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik had no report.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan thanked the Street Dept. on a job well done on the last snow event.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported the department worked on putting the valve in at the Water Plant and trying out sensors to check for leaks.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger had no report.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds reported that the regular Sales Tax and the Non-Home Rule Sales Tax were above where the City was this time last year. He also stated the City will be receiving about $7,000.00 per year from the State of Illinois for the cannabis sales.

UNFINISHED BUSINESS

Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan to approve the Economic Development Agreement between the City of Clinton and Marco N. P. K. Inc. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.

NEW BUSINESS

On File – Purchase of a 2020 Ford Explorer/Sewer Dept. – Anderson Ford - $30,395.00 On File – Purchase of Playground Equipment/Parks Dept. – Molanda Company – $61,971.00 – This will replace the old equipment at Downy Park

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.
