Village of Bethany Board of Trustees met Jan. 9.
Here is the minutes provided by the coard:
The regular board meeting was called to order at 7:00 pm by President Jon Book. The following Trustees were present; Dave Doty, Jeannie Ruppert, Mike Jennings, Greg McLain, Raven Russell, and Brian Gill.
A motion was made by Trustee Doty to approve the minutes from the December 12, 2019 regular meeting, seconded by Trustee Ruppert. Roll call taken, all ayes, motion carried.
A motion was made by Trustee McLain to approve the “Statement of Income and Expenses”, seconded by Trustee Gill. Roll call taken, all ayes, motion carried.
A motion was made by Trustee Gill to approve the “Banks and Checks Journal”, seconded by Trustee Jennings. Roll call taken, all ayes, motion carried.
Public - Renee Bone had a water line issue since August. She has been trying to resolve this for some time. Wanted to bring it to the Board’s attention to get it resolved.
Changes to Violation Fines/Ordinances - this will stay as is for now as there is much more to look into
Site Lease Agreement with A.C.T.S. Internet - waiting to receive back, tabled until next month.
Franchise Agreement with A.C.T.S. Internet - waiting to receive back, tabled until next month.
New Taser for Police Dept. - The new battery purchased has fixed the issue
Open Bids for 410 N. Washington St. - NO bids were received. It was suggested to donate the lots to Habitat for Humanity. Options will be discussed next month.
Update Cannabis Ordinance - Village Attorney Jack Kiley will look into this. It needs amended to match the current law, mostly for those under 21 years old.
Authorize Treasurer Jessica Henderson to Sign Overtime Sheets - This is for when Village Manager is gone the week of payroll. The auditors would like him to sign off on overtime sheets. Manager Risley would like for it to be in the minutes to have Jessica Henderson sign in his absence. A motion was made by Trustee Ruppert to authorize Treasurer Jessica Henderson to sign overtime sheets in Shannon’s absence, seconded by Trustee Russell. Roll call taken: Russell-yes; Gill-yes; Doty-yes; Ruppert-yes; Jennings-yes; McLain-abstain (conflict of interest), motion carried.
Compensation for Trustees for Committee Meetings - This was discussed a few months ago. This must be passed before the next election. There are times when many committee meetings are needed. There was no action taken on this subject at this time.
Raise Compensation for the Village President and Clerk - President Book looked back and the Village President and Clerk have always been paid the same. Currently the pay is $4000 per year. Manager Shannon Risley will send out an email to check with other communities in regards to their Mayor/President and Clerk’s pay.
Other New Business - 2020 census is in April Trustee Doty received emails about webinars concerning this. This will be shared with BASO.

With no other business to discuss a motion to adjourn was made by Trustee McLain and seconded by Trustee Ruppert. Voice vote taken, all ayes, motion carried. Meeting was adjourned.
