Barclay Public Library District Board of Trustees met March 23.

Here is the minutes provided by the board:

President Rita Ham called the meeting to order at 7:08 p.m. Jean, Jenny, Sue, Maria, Laura, Kay and Michelle were present.

There were no remarks from the public.

BILLS: Motion by Jean, second by Sue to approve payment of the March 2020 bills. All aye. 

TREASURER’S REPORT: filed for audit

SECRETARY’S MINUTES: February 18, 2020 minutes filed for audit

LIBRARIAN’S REPORT

 Michelle reported that annexation notice total is up to $13,079.72. Several notices are waiting to be added to this total and they continue regularly.

 Michelle reported that Jim Fouse of Architectural Expressions has our building blue prints. He believes that our columns are needed for the structural integrity of the building. He does not consider himself a library specialist so Michelle has reached out to other libraries for suggestions on a professional library space planner. She has some leads and will reach out to some.

 A beginning driver accidentally ran into some of the library’s bushes and knocked down the handicapped sign. We hope to save one of the bushes. In any case, the family will pay for damages.

 The library has purchased two additional hotspots since they are our highest circulating items.

 Intensive weeding is going on even while we are closed to the public.

 The Friends Book Sale will likely be postponed.

 Discussion was held on what the library can provide while closed to the public.

 The Finance Committee continues to explore ways the library can plan for the mandated Minimum Wage increases considering the loss in revenue due to the ongoing annexations.

 Discussion was held on how long we will need to cancel programs due to mandated closure due to the Corona Virus.

BUSINESS

 The Board reviewed the Amended Budget. Motion by Maria, second by Jean to approve the Amended Budget. Roll call vote: 7-0 in favor. Motion passed.

 Motion by Jean, second by Kay to purchase new tables as recommended by Michelle..

Roll call vote: 7 to 0 in favor. Motion passed.

 Board reviewed the Non-Discrimination Policy and Anti-Harassment Policy which meets new requirements set forth by the state. Motion by Laura, second by Sue to approve. All aye.

 Board reviewed the Pandemic Response Procedures. Motion by Sue, second by Sue to approve Pandemic Response Procedures as presented. All aye.

 Discussion held on Decatur Annexations with updated information provided by library’s attorney. Board did not go into Executive Session.

 PERSON OF THE MONTH: Carl Krall for putting back bush hit by teen driver in the hopes of saving it.

The meeting was adjourned at 8:04 p.m.

Next Board meeting will be April 20, 2020. The Board hopes to meet in person, but will meet via Zoom, if needed.
