City of Clinton City Council met May 18.

Here is the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session electronically at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Wise, Ballenger and Buchanan were present. Commissioner Edmunds was absent.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan that the minutes of the regular meeting of May 4, 2020 be approved as submitted. On roll call vote, Commissioners Ballenger, Buchanan, Wise and Mayor Cyrulik voted “Yes”.

The bills and payroll were read.

Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.

PETITIONS AND COMMUNICATIONS

None

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Written motion was made by Mayor Cyrulik and seconded by Commissioner Ballenger to appoint Patti Nelson to the Warner Hospital & Health Services Board – said term to expire July 1, 2023. On roll call vote, Commissioners Wise, Ballenger, Buchanan and Mayor Cyrulik voted “Yes”.

Mayor Cyrulik read a letter that was sent to Governor Pritzker regarding the timelines and phasing set forth in the Restore Illinois plan. He also stated Tere Tedrick is receiving a kidney today and we wish her the best in her recovery.

Paul Skowron, CEO of Warner Hospital & Health Services reported that the past eight weeks the Hospital has reduced volume by half and prepared for COVID-19 and they hardly had any patients so the MABAS tent is being taken down and given back to the Fire Dept. He stated on May 11th the Hospital was able to begin surgeries again and the ER has always been open. Family Medicine can begin to see patients again and trying to get back to full business operations. He thanked all the departments in the City.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported the department is picking up brush this week and working on the alleys and hoping to work on the alleys once a month when time permits. He also wanted to thank all the departments for doing a good job during this pandemic.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported it is normal business as usual with the flushing of the hydrants a few weeks ago. He also stated there was an issue with a contactor burning out on one of the pumps and the alarm went off and that is being worked on. He wanted to thank all the departments for doing a good job.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger agreed with the Mayor and reported it is time to get the City opened up and moving forward but be cautious. He thanked Paul Skowron for working well with the Fire & Police Depts. He also stated the Cemetery department is keeping up as well as they can with the mowing and weedeating with all the rain.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds was absent.

Clint Lichtenwalter, City Treasurer reported that the February liability and March collection of the regular Sales Tax was down $4,800 and the Non-Home Rule Sales Tax was up $950. He also stated the Audit process has started and he took files to Floyd & Associates office last week.

UNFINISHED BUSINESS

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to approve the TPA Four Year Agreement Extension between the City of Clinton and Mutual Medical Plans Inc. On roll call vote, Commissioners Ballenger, Buchanan, Wise and Mayor Cyrulik voted “Yes”.

The Mayor read a letter from Celebrate Clinton Association that the Fireworks have been canceled for this year.

Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger that the City Council concurs in the low Bid of $1,252,583.10 for the Center Street Project (Section 18-00056-00-RS/Contract 91579 and the Council believes this is in the best interest of the City. On roll call vote, Commissioners Wise, Ballenger, Buchanan and Mayor Cyrulik voted “Yes”.

On File – Plumbers & Pipefitters Contract

On File – Bids for Sludge Lime Removal/Water Treatment Plant – Evergreen FS Inc. – $15.25/ton and J. Oros Environmental - $45.00/ton

On File – Purchase of Software/Fire Dept. – Target Solutions - $3,028.20

On File – Engineering Service Agreement – Symbiont – not to exceed $25,000.00

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Ballenger, Buchanan, Wise and Mayor Cyrulik voted “Yes”.
