Mt Zion Community Unit School District 3 Board met May 18.

Here is the minutes provided by the board:

President Todd Garner called the meeting to order at 7:02 p.m.

Board members present were: Todd Garner, Jeffrey Sams, Dave Brandon, Nathan Brock, and Michelle Shumaker were present. John Flora and Kristi Niles were absent.

Administration present consisted of: Dr. Travis R. Roundcount, Superintendent of Schools; Brian Rhoades, Associate Superintendent; William Rockey, District Curriculum and Technology Director.

The Pledge of Allegiance was cited by those present and led by Board President, Todd Garner. The Special Meeting Minutes of April 16, 2020 were approved as presented by general consent.

President Garner stated there were no visitor communication items. President Garner stated there were no staff communication items.

Nathan Brock presented a motion that the presented list of certified teachers be approved to teach Mt. Zion Community Unit School District #3 2020 Summer School classes pending final enrollment figures. Seconded: Jeffrey Sams. Discussion took place by the Board and Administration. Roll call: Jeffrey Sams, Dave Brandon, Nathan Brock, Michelle Shumaker, Todd Garner, yea. Motion carried 5-0. (See Book of Attachments)

Michelle Shumaker introduced a motion to approve the First Reading of the changes for the 2020-2021 Mt. Zion School District Handbook as presented. Seconded: Dave Brandon. Discussion took place by the Board and Administration. Roll call: Jeffrey Sams, Dave Brandon, Nathan Brock, Michelle Shumaker, Todd Garner, yea. Motion carried 5-0. (See Book of Attachments)

Dave Brandon presented a motion to approve payment of the presented list of May 2020 Fund Warrant Checks: 27469-27737. Seconded: Michelle Shumaker. Roll Call: Jeffrey Sams, Dave Brandon, Nathan Brock, Michelle Shumaker, Todd Garner, yea. Motion carried 5-0.

Jeffrey Sams introduced a motion to approve payment of the presented March-April 2020 Financial Treasurer’s Report be accepted and filed for audit. Seconded: Dave Brandon. Roll Call: Dave Brandon, Nathan Brock, Michelle Shumaker, Todd Garner, Jeffrey Sams, yea. Motion carried 5-0. (See Book of Attachments.)

Michelle Shumaker presented a motion to open the public hearing on the FY 2020 Amended Budget. Seconded: Nathan Brock. Roll Call: Nathan Brock, Michelle Shumaker, Todd Garner, Jeffrey Sams, Dave Brandon, yea. Motion carried 5-0. Official publication has been made notifying the public of this hearing. The floor was open to public comments on the FY 2020 Amended Budget. There were no requests to speak to the Board. (See Book of Attachments.)

Nathan Brock introduced a motion to close the public hearing on the FY 2020 Amended Budget. Mt. Zion CUSD #3. Seconded: Dave Brandon. Roll Call: Michelle Shumaker, Todd Garner, Jeffrey Sams, Dave Brandon, Nathan Brock, yea. Motion carried 5-0. (See Book of Attachments.)

Michelle Shumaker presented a motion to adopt the FY 2020 Mt. Zion Community School District #3 Amended Budget as presented. Seconded: Dave Brandon. Roll Call: Todd Garner, Jeffrey Sams, Dave Brandon, Nathan Brock, Michelle Shumaker yea. Motion carried 5-0. (See Book of Attachments.)

Jeffrey Sams introduced a motion to authorize the Superintendent and his designees to obligate up to 75% of the Fiscal Year 2021 Preliminary Budget for purchased services, supplies, and capital outlay until the final Fiscal Year 2021 District Budget is adopted. Seconded: Nathan Brock. Discussion took place by the Board and administration. Roll Call: Jeffrey Sams, Dave Brandon, Nathan Brock, Michelle Shumaker, Todd Garner, yea. Motion carried 5-0.

Michelle Shumaker presented a motion to receive the presented bids for repairing the parking lot behind the Junior High School, and award the contract to Dunn Company for the bid amount of $98,205.00. This project will be completed if the state releases the maintenance grant funds for 2020. Seconded: Jeffrey Sams. Discussion took place by the Board and administration. Board members John Flora and Kristi Niles entered the meeting at 7:20 p.m.

Michelle Shumaker introduced a motion to receive the presented bid for dairy products and award the bid to Prairie Farms Dairy Inc. for FY 2021. Seconded: Dave Brandon. Dave Brandon presented a motion to receive the presented bids and award the fuel contract to Evergreen FS for the alternate locked-in rate as outlined and presented for FY 2021. Michelle Shumaker introduced a motion to accept the presented bids and award contracts for FY 2021 paper product supplies as outlined on the presented sheets. Seconded: Dave Brandon. Michelle Shumaker introduced a motion to continue depository banking services with Prairie State Bank and Trust for 2020-21 and 2021-22 fiscal years. Seconded: Nathan Brock. The following items were discussed in General Discussion: 1) Dr. Roundcount welcomed Justin Johnson to the Mt. Zion School District. 2) John Flora asked for information regarding the School District’s plans for the 2020-2021 school year, if schools are not allowed to re-open due to the Coronavirus pandemic. Discussion took place by the Board and administration. Planning will continue throughout the summer months to ensure the District will be as prepared as possible.

President Garner announced Monday, June 15, 2020, 7:00 p.m. as the next regular meeting of the Board of Education, to be held at the Mt. Zion C.U.S. D. #3 District Office, 1595 W. Main St., Mt. Zion, IL 62549.

The Board of Education Meeting was adjourned by general consent at 10:07 p.m.
